Circle stock downgraded to Sell by Wall Street analyst citing rising competition, valuation concerns
Compass Point downgraded Circle to Sell from Neutral and lowered the stock's price target to $130 from $216.
The development comes on the heels of the Genius Act signed into law by President Trump last week. The legislation, designed to regulate the issuance and oversight of digital tokens backed by assets such as the US dollar and short term Treasury bills, has been a major catalyst for Circle stock. Shares are up more than 500% since the company's blockbuster IPO on June 5.
"While we expected CRCL to rally into stablecoin legislation, crypto investors typically 'sell the news' after highly anticipated events," crypto and equity research analyst Ed Engel said in a note on Monday.
"As such, we expect CRCL to retrace some of its recent rally," he added.
Circle makes much of its money from interest income — specifically from short-term Treasury bills backing its stablecoin, USDC (USDC-USD).
In recent weeks Wall Street analysts have flagged risks heading into the back half of the year for the high flyer, including rising distribution costs given that a significant portion of its reserve income is shared with partners like Coinbase (COIN).
"In the coming months, we expect Circle to expand its distribution network while sharing a greater percent of interest income," Engel wrote.
"We also expect traditional banks and Fintechs to announce competing stablecoin products," he added.
Earlier this month Mizuho analyst Dan Dolev initiated coverage of the stock with an Underperform rating and a $85 price target. He noted that if the Federal Reserve starts cutting interest rates in September, yields on Treasurys would decline, impacting Circle's bottom line.
"We believe consensus does not fully account for looming interest rate cuts, and also overstates USDC's medium-term growth potential," wrote Dolev and his team.

Not everyone is bearish on the stock. Wall Street remains divided, with 9 Buy, 6 Hold, and 4 Sell ratings, according to Bloomberg data.
Last Friday, Seaport Research Partners raised its price target on Circle to $280 from $235.
"For CRCL, we see the Genius Act passing as a watershed moment that will eventually unlock a substantial amount of new opportunity for stablecoins," analyst Jeff Cantwell wrote.
"CRCL is a global leader in stablecoins and is the purest stablecoin play in the public markets right now, and we anticipate further gains in the shares as the company creates new opportunities for itself and its partners," he added.

Valero Energy reports decline in Q2 2025 profits
Valero Energy has declared net income attributable to its stockholders of $714m, equating to $2.28 per share, for the second quarter of 2025 (Q2 2025). This figure represents a decrease from net income of $880m, or $2.71 per share, for the same period in the previous year. The renewable diesel segment, including the Diamond Green Diesel joint venture, experienced an operating loss of $79m, contrasting with operating income of $112m in Q2 2024. The refining segment, however, showed resilience with operating income of $1.3bn for Q2 2025, a slight increase from $1.2bn in Q2 2024. Valero chairman, CEO and president Lane Riggs said: 'We delivered solid financial results for the second quarter, driven by our strong operational and commercial execution. 'In fact, we set a record for refining throughput rate in our US Gulf Coast region in the second quarter, demonstrating the benefits of our investments in growth and optimisation projects.' The Ethanol segment reported operating income of $54m, a decrease from the $105m recorded in the previous year. General and administrative expenses rose to $220m, up from $203m in Q2 2024. Net cash from operating activities stood at $936m in Q2 2025, encompassing an unfavourable effect of $325m from changes in working capital. Adjusted net cash provided by operating activities, excluding certain items, was $1.3bn. Capital investments reached $407m, with the majority allocated to sustaining the business. The company continued to return value to stockholders, with $695m returned in Q2 through dividends and share repurchases. Quarterly cash dividend on common stock was announced at $1.13 per share, payable on 2 September 2025. Lane Riggs said: 'We remain committed to maintaining our track record of commercial and operational excellence, which has been a hallmark of Valero's strategy for over a decade. 'Our commitment remains underpinned by a strong balance sheet that also provides us plenty of financial flexibility.' The company also repaid a $251m outstanding principal balance of its senior notes and ended the quarter with $8.4bn of total debt and $4.5bn in cash and cash equivalents. Despite the mixed financial performance, Valero is investing in the future with a $230m FCC Unit optimisation project at the St. Charles Refinery, scheduled for completion in 2026. Valero intends to operate its refineries at a level approaching 94% of their aggregate capacity in Q3. Earlier in the year, Valero Energy announced the closure of its Benicia and Wilmington refineries in California, citing a challenging regulatory environment and rising costs. Trump says US may not have a negotiated trade deal with Canada
WASHINGTON (Reuters) -The United States may not reach a negotiated trade deal with Canada, U.S. President Donald Trump said on Friday, suggesting his administration could set a tariff rate unilaterally. Trump, speaking to reporters as he left the White House for a trip to Scotland, said, "We haven't really had a lot of luck with Canada. I think Canada could be one where there's just a tariff, not really a negotiation." The two nations are trying to work out a trade deal before August 1, when Washington is threatening to impose 35% tariffs on all Canadian goods not covered by the U.S.-Mexico-Canada trade agreement. Carney's office did not immediately respond to a request for comment. Canadian officials have increasingly made clear that the chances of a deal by August 1 are unlikely. Dominic LeBlanc, the federal cabinet minister in charge of U.S.-Canada trade, told reporters in Washington on Thursday after two days of talks that "we've made progress, but we have a lot of work in front of us." LeBlanc said Canada would take the time necessary to get the best deal possible. Carney indicated last week that Canada might not be able to persuade the United States to lift all its sanctions.
