
Failure to revise ‘Contracted Demand' leads to ₹4.88 crore excess power charges in 10 Tamil Nadu government buildings, says CAG report
The 10 departments, include Commissioner of Treasuries and Accounts, Saidapet; Tamil Nadu State Information Commission, Saidapet; Commercial Taxes and Registration Department; Tamil Nadu Public Service Commission; Directorate of Vigilance and Anti-corruption; Commissionerate of Municipal Administration ; Institute of Obstetrics and Gynaecology (IOG) and Government Hospital for Women and Children, Egmore; Directorate of School Education; Employees' State Insurance Hospital, Ayanavaram and the Government Polytechnic College. The CAG mentioned that government should direct all the departments to review the 'Contracted Demand' of all government buildings and revise the agreement with Tangedco based on actual consumption observed in these offices.
The 'Contracted Demand' for a HT connection is specified in the agreement between the consumer and Tamil Nadu Generation and Distribution Corporation Limited (Tangedco) and is fixed based on the request of the HT consumer. The Regulation 17(6) of TNESC enables HT consumers to reduce the existing contracted demand up to 50% once in a year, after expiry of the initial agreement period of one year. Tangedco shall effect such change within seven days from the date of receipt of application from the consumer. The Demand Charges component in the electricity bill is calculated based on the actual recorded demand or 90% of the 'Contracted Demand', whichever is higher. Audit scrutiny of records relating to vouchers for payment of electricity bills of 10 HT consumers in government departments during 2017-23, revealed that the 'Recorded Demand' was much lower than the 'Contracted Demand' during the entire period
Four HT consumers did not utilise even 50% of the 'Contracted Demand' in any of the months for which the EB bills were scrutinised by audit. Though the 'Contracted Demand' ranged between 120 KVA to 2,614 KVA, the corresponding maximum demand ranged only between 39.36 KVA and 1,283.70 KVA. The actual consumption ranged between 3% and 84.80% of the 'Contracted Demand'.
The average 'Recorded Demand' was as low as 19% (163 KVA compared to 'Contracted Demand' of 850 KVA) in Registration and Commercial Taxes department building. The Institute of Obstetrics and Gynaecology and Government Hospital for Women and Children, Egmore recorded the maximum average 'Recorded Demand' at 56% (449.20 KVA compared to 'Contracted Demand' of 800 KVA).
None of the offices revised the 'Contracted Demand' in spite of low utilisation, even though a provision was available. The proposal of the departments seeking the PWD (Electrical) for assessment of the HT demand and the assessment of the PWD arriving at the 'Contracted Demand' was not made available to audit to understand the basis of seeking such high demand which remained unutilised. Audit calculated the avoidable expenditure on Demand Charges by calculating the difference between the actual 'Contracted Demand' and a reasonable 'Contracted Demand' of each HT consumer. The reasonable 'Contracted Demand' was arrived at by adding 10% to the highest 'Recorded Demand' of each HT consumer.
The analysis revealed that, despite adopting the above methodology, the excess payment towards electricity charges calculated at the prevailing rates was ₹4.88 crore indicating that a more realistic revision would have resulted in savings in expenditure.

DJB pilot project to study North East Delhi areas to reduce leaks
The Delhi Jal Board has started a pilot project to study areas in North East Delhi for reducing water leaks and improving the water supply transmission network, senior Delhi Jal Board officials said on Friday. The move is aimed at reducing massive water losses in the distribution network which is leading to almost 52% Non Revenue Water (NRW), which means water not billed to customers. DJB said the city has a 15,600 km water supply network. (HT Archive) DJB officials said that the water utility is being guided by the central government's Central Public Health and Environmental Engineering Organisation (CPHEEO) to reduce the leakages and water losses. 'Three review and consultation meetings have been held between DJB and CPHEEO. The organisation is collecting data for handling the water supply and demand for the next 15 years. We have agreed in principle to divide Delhi into various district metered areas so that hydraulic modelling and water distribution can be strengthened in these basic DMA units,' the official added. DJB is also reviewing the studies carried out in 2003, 2011 and 2021 for improving its water supply distribution. DJB said the city has a 15,600 km water supply network through which it supplies water to the national capital after purification in the nine water treatment plants. Of the 15,600km network, DJB estimates that 2,800 km network is more than three decades old and needs to be replaced and upgraded to reduce unaccounted water. Water supply network covers around 93.5% of Delhi but the Non Revenue Water (NRW) currently stands at 50-52%. The water utility has only 2.9 million water connections—which is very low and its billing system also suffers from several defects. In 2011, the Japan International Cooperation Agency had conducted a detailed study of Delhi's water supply system and proposed creation of District Metered Areas (DMA)s for reduction of NRW and installation of SCADA monitoring systems. Based on this study, pilot projects were started on PPP mode in Malviya Nagar assembly and other areas. The project could not be expanded to other areas. The contract period for the pilot expired last month and DJB in its July meeting has granted a four month extension to the current operator, officials said. HT had earlier reported that Delhi government is working on a policy to deploy private operators for managing water and sewage services—each overseeing DJB infrastructure in their own catchment area—in an attempt to improve service delivery and reduce transmission losses and leakages on the lines of reforms made through power discoms, senior government functionaries said. The water and sewage network in the national capital is likely to be carved into eight separate zones and functioning of the concessionaires will be overseen by DJB.

Even as the Delhi government explores an amnesty scheme for residential water consumers, the city's water utility is grappling with a deepening financial crisis,one that is worsened by a staggering ₹63,019 crore in unpaid dues from government departments, data has revealed. Of the total amount, ₹33,295.79 crore is owed by Delhi government departments, while ₹29,723.37 crore is pending from central agencies. The biggest defaulter, the report states, is the Municipal Corporation of Delhi (MCD), with around ₹26,147 crore pending against 671 water connections — accounting for over 41% of the total dues. Among Delhi government departments, the health department follows with ₹6,684 crore pending across 544 connections, while DSIIDC ( ₹269 crore), the education department ( ₹31.9 crore), and the public works department ( ₹86.7 crore) are also listed among key defaulters. Among central government departments, the Railways top the list with dues of ₹21,530 crore, followed by Delhi Police with ₹6,097 crore across 354 connections, and the Delhi Development Authority (DDA) with ₹372.8 crore in arrears. Responding to the issue, Delhi water minister Parvesh Verma said, 'Water is a shared responsibility, and ensuring its uninterrupted supply requires collective effort. Resolving these financial bottlenecks will significantly strengthen our capacity to maintain and improve the city's water infrastructure. We are committed to working with all stakeholders to ensure timely solutions in the best interest of every Delhi resident.' On July 3, the government announced in-principle approval to waive 100% of the late payment surcharge (LPSC) on pending bills for domestic consumers. However, a decision on dues from government and commercial users — which make up the bulk of DJB's outstanding revenue — is still pending, officials said. According to officials familiar with the matter, DJB is also owed around ₹66,000 crore by commercial users and ₹15,000 crore by domestic users. A significant portion of the total pendency is due to the steep penalties applied through LPSC, which is currently calculated at 18% compound interest. The government is reportedly considering moving away from this model and reducing surcharge rates to prevent inflated billing. The issue of unpaid government water bills is longstanding. In 2020, the then administration had flagged the issue, but officials say payment disputes persist due to misclassification of connections under commercial categories, and unresolved discrepancies from unmetered or non-functional connections. DJB officials said reconciliation of records is underway and a revenue management software upgrade is in progress. The amnesty scheme is expected to launch within the next two months. The government also plans to increase the number of metered connections and phase out faulty mechanical meters in favour of smart meters, in a bid to reduce manual interference and improve billing accuracy. HT reached out to MCD, CPWD and Delhi Police on the issue, but it did not receive a response from them.

Citizen-police panels to be revived to address law and order concerns in Delhi
The Delhi government has begun the process of reviving citizen-police forums at the thana (police station) and district levels to improve coordination between the police and the public. A total of 179 thana-level committees (TLCs) and 15 district police committees (DPCs) are to be constituted across the city, officials said. 'The order has already been given for the formation of thana-level committees across all police stations in the city and also at the district-level. There is no deadline, but the process... has already been set in motion. These committees are likely to be formed within a couple of weeks. A direction regarding the constitution of these committees had recently come from the ministry of home affairs,' a senior Delhi government official said. Thana-level committees will function at every police station and be chaired by the local MLA. According to documents reviewed by HT, each Thana-level committee is chaired by the local MLA and includes the sub-divisional magistrate (SDM), assistant commissioner of police (ACP), municipal officials, and representatives from RWAs, women's groups, and traders' associations. The total membership is capped at 15, with the station house officer (SHO) serving as the committee's member-secretary. Their mandate includes addressing everyday issues such as thefts, traffic congestion, neighbourhood disputes, and civic grievances. They are also expected to raise concerns about gaps in civic infrastructure — including poor street lighting or the absence of CCTV cameras — and promote awareness around women's safety, cybercrime, and drug abuse. District-level committees, meanwhile, will function as supervisory bodies and be set up across each of Delhi's 15 police districts. These will be headed by local MPs and include MLAs, DCPs, other senior officers, and representatives from civil society. 'They are designed to tackle broader policing and law-and-order challenges that span multiple police stations in a district,' an official said. Delhi home minister Ashish Sood on Friday said the city government is reviving Thana-level committees to strengthen community policing and foster closer ties between citizens and the police. 'These committees will empower people to participate in ensuring their own safety and security. Public involvement in crime prevention not only reinforces community policing but also helps build a police-public partnership aimed at creating a crime-free society,' Sood said. Thana-level committees are required to meet every two months and are chaired by the local MLA, while ACP-rank officers often attend. The district-level bodies are expected to convene quarterly meetings and will be chaired by the area's MP, with DCPs and other senior officials participating. The TLCs were first introduced in 1995 during the tenure of former chief minister Madan Lal Khurana and remained functional for several years. 'The committees bring police and people closer and improve trust. The police get real information about challenges that people, markets, and neighbourhoods are facing, while the public gets a platform to directly raise concerns,' said former home minister and BJP MLA Arvinder Singh Lovely. ' Their revival will play a big role in improving law and order and reducing petty crime,' he added. The TLCs were scrapped in 2016 during the tenure of the then lieutenant governor Najeeb Jung. In September 2024, AAP MLAs had raised a demand in the Delhi Assembly to revive thana committees, citing a deteriorating law and order situation, but the proposal did not move forward at the time. Lovely said the forums remained defunct for over a decade under the AAP government due to 'a lack of trust between the AAP leadership and the administration'. An AAP office-bearer alleged that the BJP-led central government had stalled the formation of Thana-level committees as 90% of Delhi's MLAs belong to AAP. 'They were afraid the committees would begin holding local police accountable at the police station level,' the leader said.
