SYDNEY, August 1, 2025 —The World Bank's Managing Director of Operations Anna Bjerde has concluded a week-long visit to Fiji, Papua New Guinea, and Australia focused on delivering new approaches to job creation and economic resilience, and faster, more impactful development solutions.
Ms. Bjerde also announced new reforms to the World Bank's procurement framework that require companies bidding on international civil works contracts—such as the construction and maintenance of transportation and energy infrastructure—to ensure that 30 percent of labor cost is local.
'The World Bank Group is proud to support the people of the Pacific with solutions that address development challenges in the region, with jobs at the center—giving young people the chance to shape their own future,' said Ms. Bjerde. 'We see the effects of slowing growth, climate shocks, and global policy uncertainty, but Pacific nations are pioneering regional initiatives and investing in the foundations for jobs and inclusive growth.'
In Fiji, Ms. Bjerde attended the Pacific Islands Forum Economic Ministers Meeting where she emphasised the importance of smaller Pacific nations' connectivity to international financial institutions. The World Bank is supporting a regional correspondent banking project that is already active in eight nations with additional countries planning to join.
In Papua New Guinea, Ms. Bjerde met with Prime Minister Hon. James Marape and visited young people supported by an urban youth employment project to build skills and contribute to their communities. 'Supporting inclusive job creation, especially for young people, is key to Papua New Guinea's development and is central to the World Bank Group's approach to promoting prosperity,' she said.
Ms. Bjerde's visit also highlighted the World Bank Group's growing Pacific presence, including new director-level positions in Suva and Port Moresby and a significant increase in technical specialists across the Pacific, bringing global expertise and support closer to Pacific governments.
The World Bank Group has scaled up its operations in Papua New Guinea and the Pacific more than seven-fold over the past 12 years, with 86 active operations totaling US$3.4 billion in commitments. In fiscal year 2025, around half of the Bank's Pacific investment was climate financing, with a focus on building resilience and durable solutions.
Ms. Bjerde concluded her visit in Australia where she met with senior government officials and development partners, and discussed deepening cooperation in the Pacific and Australia's critical support to the region and to IDA, a part of the World Bank Group that provides concessional funds to Papua New Guinea and most Pacific Island countries.

The meeting underscores the growing urgency for trusted, reliable and human-centered approaches to digital transformation and artificial intelligence (AI) that benefit all our people across the Asia-Pacific. 'We are now standing at the forefront of a monumental wave of transformation driven by AI and digital technologies,' said Kyunghoon Bae, Minister of Science and ICT of the Republic of Korea and Chair of the meeting. 'How we respond to this massive 'coming wave' will shape the future for all of us.' Under Korea's theme of APEC 2025, ' Building a Sustainable Tomorrow,' the meeting offered ministers a platform to chart a collaborative course for digital and AI policymaking. Discussions focused on advancing meaningful digital connectivity, harnessing emerging technologies for public good and strengthening international cooperation to ensure AI systems are safe, broadly beneficial and trusted across borders. Minister Bae underscored the meeting's role in shaping future cooperation across the region, calling it 'an opportunity to design the future of our collaboration that encompasses innovation, connectivity, and ecosystems based on the diversity and experiences of APEC member economies.' The meeting builds on the forum's work under the APEC Internet and Digital Economy Roadmap, which guides cooperation in areas such as broadband access, digital trust, upskilling and AI governance. 'Because the future is digital,' said APEC Executive Director Eduardo Pedrosa in his remarks to APEC ministers. 'AI will shape everything from healthcare to education, trade to public safety, and it is our responsibility as a region to stay ahead of these conversations – anticipating what our economies will need in five or ten years' time, and ensuring that innovation supports long-term growth.' Ministers reaffirmed their commitment to digital transformation as a driver of growth that benefits all under the Putrajaya Vision 2040 and the Aotearoa Plan of Action. The outcomes of the meeting will feed into Korea's proposed APEC AI Initiative, which aims to foster future-oriented innovation, build capacity across society and sectors, as well as promote investment in robust AI infrastructure to ensure that all segments of society benefit from this transformation. The Ministerial is followed by the APEC Global Digital and AI Forum on 5 August, co-hosted by the Government of Korea and the World Bank, bringing together government leaders, innovators and researchers to translate policy commitments into practical action.

Tesla gave Elon Musk a stock grant of US$29 billion (NZ$49.01 billion) Tuesday as a reward for years of "transformative and unprecedented" growth despite a recent foray into right-wing politics that has hurt its sales, profits and its stock price. In giving its billionaire chief executive 96 million in restricted shares, the electric car company noted that Musk hasn't been paid in years because his 2018 compensation package has been rejected by a Delaware court. The award comes eight months after a judge revoked the 2018 pay package a second time. Tesla has appealed the ruling. Tesla on Tuesday called the grant a "first step, good faith" way of retaining Musk and keeping him focused, citing his leadership of SpaceX, xAI and other companies. Musk said recently that he needed more shares and control so he couldn't be ousted by shareholder activists. "Rewarding Elon for what he has done and continues to do for Tesla is the right thing to do,' the company said in a regulatory filing, citing an increase of US$735 billion (NZ$1.242 trillion) in Tesla's value on the stock market since 2018. Tesla shares have plunged 25% this year largely due to blowback over Musk's affiliation with President Donald Trump. (Source: Getty) In its most recent quarter, Tesla reported that quarterly profits plunged from US$1.39 billion (NZ$2.35 billion) to US$409 million (NZ$691.21 million). Revenue also fell and the company fell short of even the lowered expectations on Wall Street. Investors have grown increasingly worried about the trajectory of the company after Musk had spent so much time in Washington this year, becoming one of the most prominent officials in the Trump administration in its bid to slash the size of the US government. The electric vehicle maker said in the regulatory filing that Musk must first pay Tesla US$23.34 (NZ$39.45) per share of restricted stock that vests, which is equal to the exercise price per share of the 2018 pay package. In December Delaware Chancellor Kathleen St. Jude McCormick reaffirmed her earlier ruling that Tesla must revoke Musk's multibillion-dollar pay package. She found that Musk engineered the landmark pay package in sham negotiations with directors who were not independent. The rulings came in a lawsuit filed by a Tesla stockholder who challenged Musk's 2018 compensation package. That pay package carried a potential maximum value of about US$56 billion (NZ$94.8 billion) but that sum has fluctuated over the years based on Tesla's stock price. (Source: 1News) Musk appealed the order in March. A month later Tesla said in a regulatory filing that it was creating a special committee to look at Musk's compensation as chief executive. Musk has been one of the richest people in the world for several years. Wedbush analyst Dan Ives feels Musk's stock award may alleviate some Tesla shareholder concerns. "We believe this grant will now keep Musk as chief executive of Tesla at least until 2030 and removes an overhang on the stock," Ives wrote in a client note. "Musk remains Tesla's big asset and this comp issue has been a constant concern of shareholders once the Delaware soap opera began." Under pressure from shareholders last month, Tesla scheduled an annual shareholders meeting for November to comply with Texas state law. A group of more than 20 Tesla shareholders, which have watched Tesla shares plummet, said in a letter to the company that it needed to at least provide public notice of the annual meeting.
