Kunene quits before the heat? Joburg mayor says city powerless after sudden resignation

Johannesburg mayor Dada Morero says the city council has no jurisdiction over embattled Patriotic Alliance deputy president Kenny Kunene following his resignation as councillor.
Kunene, who was serving as Johannesburg's MMC for Transport, resigned from his positions as a Proportional Representation (PR) councillor and as a Member of the Mayoral Committee (MMC) for Transport in the City of Johannesburg on Saturday, after the Patriotic Alliance placed him on suspension pending an investigation into his alleged association with a murder suspect.
In an interview on eNCA, Morero explained that Kunene's resignation meant the city could not pursue any internal inquiry.
'Council works quite differently. He has resigned as a councillor, meaning he's no longer part of council. And council, therefore, does not have jurisdiction over him in terms of our code of conduct as councillors,' Morero said.

He stressed that the matter must now be handled by the authorities: 'It's a matter of the police and his party to investigate,once a councillor has resigned, we can no longer refer the matter to the ethics committee.'
The Democratic Alliance has written to the mayor, demanding a full investigation into Kunene's conduct.
''The Democratic Alliance (DA) in Johannesburg notes the resignation of Mr Kunene as PR councillor and MMC of Transport in the City of Johannesburg,'' said the party in a statement on Saturday.
The party said this came after it wrote to Morero demanding Kunene's removal as MMC of Transport, citing the powers granted to the Executive Mayor under section 60 of the Municipal Systems Act.
While Kunene is no longer a councillor, the DA stated it still demands that investigations proceed as outlined in its letter to the Mayor.
The party is calling for a full investigation into all contracts and procurement processes at the Johannesburg Roads Agency (JRA), a full investigation into the contractors and procurement process behind the Lilian Ngoyi Street repairs, and a full investigation into contracts, appointments, and procurement processes at the Metropolitan Trading Company (MTC).
The DA maintains that Kunene had direct political oversight of these processes, organisations, and projects.
DA Johannesburg Caucus Leader Belinda Kayser-Echeozonjoku said: 'Should the Executive Mayor fail to respond to the DA within 7 days, the DA will use all avenues at our disposal, including approaching law enforcement with the information available to us, to hold the Executive Mayor as Shareholder representative himself responsible for the alleged irregularities at JRA and MTC.'
Morero acknowledged receiving the correspondence but noted that it likely arrived before Kunene's resignation.
'They know the law. They know the code of conduct of councillors,' he said, adding that his office would respond formally.
Morero also confirmed that the city is working to fill the vacant MMC for Transport position: 'We are still discussing internally and at the right time we will announce the replacements. In no time we will give you the responses,' he said.
Turning to transport-related issues, Morero addressed concerns over the Bree Street refurbishment project, which faced delays during Kunene's tenure.
He confirmed there were problems with the initial contractor. 'The contractor was not meeting the milestones as required. The contractor also raised concerns about cash flow and about payments not coming on time. But as a result, between the contractor and the city, the contract was therefore nullified and a new contractor was brought in,' he said.
Despite earlier delays, Morero assured residents the city is back on track.
'The contractor made a commitment to us that indeed by the end of August, when the explosion has happened, they would have concluded the work. So we are on track and by the 30th of August we should be in Bree Street or Lilian Ngoyi Street to announce the completion,' he said.
The mayor revealed that the project's second phase ,widening the road, adding pavements, planting trees, and creating a more pedestrian-friendly 'complete street' , will take another year.
'We do apologise and we have said so to our residents that unfortunately there were contractual issues which led to the delays, and we are resolving them,' Morero said.

The finance minister's intervention should not be taken lightly, according to the DA. Finance Minister Enoch Godongwana has given Johannesburg Mayor Dada Morero a two-week deadline to address the city's escalating financial troubles. The City of Joburg continues to struggle financially, despite an increased budget of R89 billion for the 2025/2026 financial year. Adding to the crisis, the metropolitan municipality has been without a Finance MMC since African Independent Congress (AIC) councillor Margaret Arnolds vacated the position a month ago following her re-election as council speaker. Godongwana demands action from Morero over City of Joburg's finances The situation has become so dire that Godongwana sent a strongly worded letter to Morero on 30 July, reprimanding the mayor for failure to address unnecessary spending and repeated non-compliance with the Municipal Finance Management Act (MFMA). The municipality incurred R1.4 billion in unauthorised expenditure, R22 billion in irregular expenditure, and R705 million in fruitless and wasteful expenditure in the last fiscal year. The letter warns that failure to act may lead to National Treasury invoking Section 216(2) of the Constitution, which would allow the department to withhold grant funding from the city. DA warns of collapse The Democratic Alliance (DA) has expressed concern over the developments, emphasising that the minister's warning was 'no empty threat' and should not be taken lightly. 'Johannesburg's R89 billion budget is funded through a mix of grants, loans, revenue collection and conditional grants. 'Conditional grants, which form a significant portion of the city's funding, can only be spent on what they are intended for. 'If Treasury pulls back or suspends these funds, as the minister warns in his letter, the city's ability to deliver the little basic services it is currently able to deliver, will collapse entirely,' DA Joburg caucus leader Belinda Kayser-Echeozonjoku said in a statement on Sunday. 'The DA has sent letters to the National Treasury, outlining that those heading up key departments were not doing their jobs, and warning of a total lack of consequence management in Joburg. 'Leaving the ANC in Joburg to do as they please will now come back to bite residents. We are pleased, however, to see that the minister of finance agreed with the DA's summation of what's been going on,' she said. She also warned that the city is 'barrelling towards collapse under the ANC, faster than ever before'. 'The ANC has proven, time and again, that it cannot govern Johannesburg responsibly. 'The city's finances are in freefall, service delivery is grinding to a halt, and now the very funding that keeps Johannesburg afloat is under threat.' Auditor-General flags long-standing issues Earlier this year, the Auditor-General raised red flags over Johannesburg's ongoing failure to improve its audit processes. The official from the Auditor-General's Gauteng office revealed in Parliament that the city has faced long-standing issues related to financial health, including poor debt collection, declining revenue, and recurring compliance problems. In addition, the Auditor-General expressed concern over inadequate investment in infrastructure, pointing out that the lack of funding for both maintenance and new projects has had a negative impact on service delivery. City of Joburg's 'bomb squad' Morero in June appointed a special 'bomb squad' team to address the city's ongoing service delivery issues. The 12-member team, led by ANC veteran Snuki Zikalala, will serve for the next two years. The unit's objectives include deployig rapid response teams to areas experiencing service delivery crises and provide oversight for the mayor. JOHANNESBURG - National Treasury has threatened to stop grant funding to the Johannesburg municipality if it doesn't get its finances in order. Finance Minister Enoch Godongwana has written to the Joburg Mayor Dada Morero, saying he needs to do more to curb the city's wasteful, irregular and unauthorised expenditure. The letter, dated the 30th of July, has sounded alarm bells among the opposition in the city. Like most municipalities, the City of Johannesburg receives grant funding from the National Treasury. This funding goes towards capital projects like roads, water and electricity infrastructure. Finance Minister Enoch Godongwana said he's unhappy how some of these funds are being spent by the city. The Minister highlights the fact that in the 2023/24 financial year, the city racked up over 22 billion in unauthorised, irregular, fruitless and wasteful expenditure. Democratic Alliance (DA) Johannesburg caucus leader Belinda Kayser-Echeozonjoku said the city cannot afford to lose any funding. 'Funding that keeps our Johannesburg's finances and services running. Without it, our R89billion budget will collapse and residents will pay the ultimate price.' The DA said Mayor Dada Morero is not the right man to lead Johannesburg.

Hyde Park sees real progress in War on Potholes
Just weeks after launching the City of Johannesburg's ambitious War on Potholes campaign, Executive Mayor Dada Morero visited Ward 90, on August 1, to personally inspect progress on road repairs and infrastructure upgrades. Launched on July 10, the War on Potholes initiative targets pothole repairs and road resurfacing, starting in Ward 90 and expanding to all 135 wards across Johannesburg within the current financial year. The campaign forms part of Morero's broader promise to prioritise infrastructure, improve mobility, and restore dignity in line with his 2025 State of the City Address. 'We are here in Hyde Park, once again in Ward 90. We made a commitment that we will be dealing with all the potholes, where possible. We'll do resurfacing and restoring storm water systems. So, we're here to assess the progress that we've made. 'The city is at work, and will continue to restore the roads, storm water systems, and traffic lights in your areas. I hope it will be better for the residents, and they will have better roads.' The inspection revealed significant resurfacing progress in Hyde Park and surrounding areas of Region B, with storm water restoration and road patching still underway. Morero's visit was met with appreciation from Williams. 'We're very grateful for the progress made since your last visit. This is an interim inspection and it's going very, very well. We've seen quite a bit of resurfacing and pothole work. This particular area [corner of Christopherson Road and Hurlingham Road] is mainly a storm water repair site, and it's still underway, but we're very satisfied so far. 'We're very happy for the attention that's finally being shown to Region B.
