Pag-IBIG Fund, NHA, SHFC partner to build nearly 8,000 homes under 4PH program

The Pag-IBIG Fund, National Housing Authority (NHA) and the Social Housing Finance Corporation (SHFC) signed an agreement on Labor Day to construct almost 8,000 housing units in major cities as part of the government's flagship Pambansang Pabahay para sa Pilipino or 4PH Program.
Under the agreements, Pag-IBIG Fund will provide project financing to support the construction of housing developments by NHA and SHFC in strategic locations in Valenzuela City, San Fernando, Pampanga, Davao City and Manila.
'We are happy to report that the Pag-IBIG Fund, NHA and SHFC continue to forge strong partnerships in support of the 4PH Program's goal of providing quality yet affordable homes, especially to underserved families,' said Secretary Jose Rizalino L. Acuzar, who chairs the 11-member Pag-IBIG Fund Board of Trustees and heads the Department of Human Settlements and Urban Development (DHSUD). 'In line with President Ferdinand Marcos Jr.'s directive to close the country's housing gap, the DHSUD's key shelter agencies remain united in our mission to ensure that every Filipino family has access to decent and affordable housing.'
The new housing projects include a medium-rise condominium with 372 units in Valenzuela City through NHA, as well as mid- and high-rise developments through SHFC: 3,440 units in San Fernando, Pampanga; 1,200 units in Calinan District, Davao City; 2,135 units in Tondo, Manila; and 425 units in Sta. Mesa, Manila. All these projects will be financed through Pag-IBIG Fund's Direct Developmental Loan Program, a facility specially designed by the agency to support the implementation of the 4PH Program.
Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta said the agency is fully aligned with the administration's housing vision and emphasized Pag-IBIG Fund's role in both institutional and individual housing financing.
'This initiative is part of our unwavering commitment to uplift the lives of Filipino workers by providing them with access to safe, decent, and affordable homes,' Acosta said. 'Through our continued collaboration with NHA and SHFC, we are helping build inclusive communities and contribute to the broader goal of national development.'
Through its partnership with shelter agencies, Pag-IBIG Fund will not only finance the construction of these projects but also offer end-user housing loans under affordable terms for eligible beneficiaries in line with 4PH guidelines.

The order follows the province's rejection of the Bangsamoro Organic Law's ratification in 2019 and aims to align national government operations with the High Court's ruling. The executive order stressed the need for a seamless transition of programs and services to ensure uninterrupted governance and service delivery. A technical working group chaired by the Department of Budget and Management has been created to lead the transition. It includes Cabinet officials, the Bangsamoro Government, and the governor of Sulu. The group will be tasked to issue a transition plan within 60 days and submit annual reports to Malacañang. By 2026, all national and local programs in Sulu will fall under Region IX's jurisdiction. Government workers affected by the shift will be allowed to transfer to other national or BARMM agencies, or to local government units. Those opting for retirement or separation are barred from reemployment for five years, unless in teaching or medical roles. Premature reemployment will require refunding benefits on a pro-rated basis.

Thousands of overseas Filipino workers (OFWs) from various parts of the United Arab Emirates flocked to the Dubai World Trade Centre for the Bagong Bayani ng Mundo: OFW Serbisyo Caravan, a large-scale event aimed at bringing Philippine government services closer to Filipino communities abroad. Organized by the Department of Migrant Workers (DMW), the initiative follows the directive of President Ferdinand Marcos Jr. to streamline and improve access to public services for OFWs. The event was held in collaboration with various agencies such as OWWA, PSA, Pag-IBIG, SSS, DSWD, PAO, DTI-PTIC, and the Philippine Consulate in Dubai. From 8:00 a.m. to 6:00 p.m., attendees were able to avail of services including contract verification, legal assistance, housing and financial services, and welfare programs from the Migrant Workers Office (MWO). For many, the caravan served as a one-stop shop to address pressing personal and employment concerns without having to return to the Philippines. The Department of Migrant Workers (DMW) has ordered the immediate shutdown of Visa to America Manila, Inc., a private visa consulting firm operating across the Philippines, over alleged illegal recruitment activities. DMW Secretary Hans Leo Cacdac and Undersecretary Bernard Olalia led the enforcement of the closure order at the company's main office in Ortigas, Pasig City. Simultaneous operations were also conducted in its seven other branches located in Quezon City, Iloilo City, Cebu City, Davao City, Zamboanga City, Santiago City in Isabela, and in Washington D.C., United States. According to the DMW, the firm was engaged in recruitment for overseas employment without the necessary license. It had reportedly deployed over 50 overseas Filipino workers (OFWs) to the United States since 2022, offering teaching and hospitality jobs through J-1 and H-1B visa programs with salary promises ranging from $40,000 to $100,000. 'If they are matching workers with employers in the U.S., that constitutes overseas recruitment, which requires a DMW license. Without it, it is clearly a case of illegal recruitment,' Cacdac said. Visa to America Manila advertises itself as having 31 years of 'immigration expertise,' offering visa processing, consultancy, IT services, legal support, and mock interviews. However, DMW stressed that such activities cannot include recruitment without proper authorization. The agency said it will also look into the status of the OFWs who used the company's services to ensure compliance with labor and immigration laws. The US Embassy in Manila has recently implemented stricter measures in visa applications, including requiring all non-immigrant visa applicants to publicly set their social media accounts for background checks.
