In an interview last week, PowerFM's Mbuyiseni Ndlozi quizzed Minister of Trade, Industry and Competition Parks Tau about his department's plan to create 6.4 million jobs and support a million small and medium-sized enterprises and 441 000 subsistence farmers through a variety of initiatives it plans to roll out.
Ndlozi's proposition to Tau was that members of the Department of Trade, Industry and Competition (dtic) who allow Tau to publish documents stating ambitious and completely unrealistic targets are sabotaging the minister since none of the numbers is remotely feasible.
Tau's response centred on the audacity of hope rather than the practicality of reality.

The reality …
The poor and declining state of various industries in South Africa has contributed to the poor growth and employment outcomes seen over the last two decades.
Part of it has been attributed to the natural shifts inherent in some industries on the local and global landscape, and part to the policy and regulatory frameworks which – when well executed – are meant to help affected industries stay ahead of the curve.
When they don't work well, such policies contribute to the decline and fall that impacts the nation at large.
The dtic's mandate places it at the epicentre of ensuring continuous competitiveness and the creation of support mechanisms for new industries responsive to the issues of our time.

The hope …
Tau's hope for the reindustrialisation of the country lingers on the department's ability to resolve a few difficult conversations, both internally and internationally.
On the international front, he has found himself vaulted to the forefront of the frankly impossible conversations regarding South Africa's trade relations with the US.
US President Donald Trump has managed to lump his universal disdain for global trade with his now-defunct brotherhood with Elon Musk – who harbours personal disdain for the South African policy framework – in order to launch a tariff and ideological war on the country.
Resolving this requires the dtic to navigate through the noise and lead the negotiation towards something resembling a settlement.
South Africa's trade relationship has shifted from the favourable model of Agoa (the US's African Growth and Opportunity Act) – which enabled some South African goods to access the US market without tariffs. It now lies at the opposite extreme where tariff rates of 30% to 40% are proposed, with exceptions only made for those items that happen to matter to Trump.
Tau's problem is that he is tasked with creating an economic and trade policy solution to a problem whose genesis has little to do with the trade relationship but is premised on various factors and issues far from the ambit of the dtic.
President Cyril Ramaphosa's interventions, which have included a visit to the White House and the appointment of an envoy to manage the relationship, have so far borne little fruit.
As Trump moved from the erratic tariff model unleashed on his 'Liberation Day' – which saw South Africa hit with a 34% tariff rate that was suspended pending direct negotiations – to the adjusted rate of 30%, it has become increasingly difficult to figure out if South Africa can present anything that placates the Trump administration.
The fallout from the tariffs is expected to hit South Africa's exports and, in the absence of a structured solution, decimate some companies whose business models are highly dependent on the US market.

Locally …
On the local front, Tau is juggling a few balls on the policy and governance front.
Pursuing an industrial policy framework fit for the problems of the day and enabling enough to unleash the country's industrial revival that Tau (and everyone else) covets requires the collaboration of many stakeholders within and outside the state.
Finding the right model for collaboration is a difficult task that requires a meeting of the minds between those with an inclination to defend the practices and ideologies of yesteryear – the bureaucrats and politicians – and those with an eye to the future who require instruments that enable them to innovate fast enough to stay ahead of the competitive curve.
Instances of delayed approvals or rejections that are subsequently overturned do not assist anyone.
Take the proposed transaction between Peermont and Sun International that was abandoned because bureaucrats apparently could not convene a meeting on time to deliberate on the deal, or the Vodacom-Maziv deal that was on and off again.
Tau's flagship programme aimed at growing the small- and medium-sized enterprises (SMME ) sector – the R100 billion Transformation Fund – is currently subject to public consultation and deliberations.
If it sees the light of day, it might make a dent in the SMME sector, but it is unlikely to get us anywhere close to the employment numbers that underpin the department's mission.

Own goals
What also doesn't help the department is the range of own goals that keep popping up.
In recent days, the dtic decided to refresh the board of the Industrial Development Corporation (IDC), submitting a list to cabinet that was approved.
Only after the approval did it emerge that one of the recommended board members happened to not only owe the IDC but is also subject to litigation with the IDC itself.
Quite how the vetting process could have missed this glaring anomaly, or why anyone with such a history with the institution would make himself available for a board seat to begin with, remains unclear.
But someone has to explain it all if there is to be any sense of faith in the institutions that Tau oversees given their critical role in aiding the country's economic prospects.

The messy national lottery situation
The fate of the national lottery licence – where Tau eventually announced a winner after a long process of deliberation – is even more murky as losing bidders insist on getting an explanation of how the adjudication was completed.
The tender is one of the most lucrative ones in the country and, uniquely, is one of the tenders where there is an explicit expectation to deliver on social responsibility programmes.
Any interruption to the continuity of the lottery system disrupts existing social responsibility programmes and creates an opening for more loosely-regulated online options to capture the gambling rands.
The complexities of running a lottery are such that deep pockets are needed – and few have the combination of financial resources and technical expertise to get it done.
Getting the lotto decision right is one of the processes the dtic should be expected to exercise with a much greater sense of vigilance.
The current turn of events, however, indicates that such a threshold has not been met.
While a new operator has been appointed, its confirmation as the winner was so late that it simply could not take up the job on the projected date.
Such a delay means that the incumbent – Ithuba – has been informed that its term is over, yet the country depends on it to continue running the lotto until the new operator is ready.

The difficulty with this turn of events is that the dtic – having set the rules for transition – should be explaining how it imagined it could reconcile the late announcement with the transition date if all bidders had explained how long their transition period needed to be either as continuing incumbents or new operators.
In the absence of a cogent explanation, the courts have had to intervene and endorse an interim arrangement, which works on the premise that the new operators will be able to start at the end of the interim period.
The adjudicators and evaluators appointed to run the process seem to have underdelivered for the dtic and the country.
What happens now is that losing bidders are demanding an explanation of how the decision was made and whether it all passes the muster for integrity.
Additional questions regarding the evaluation of bidders and the assessment of potential conflicts of interest will naturally emerge as part of the process of discovering how such complex tenders are assessed and whether South Africans get the best value for money.
As we wait for the court processes to unfold, Ithuba will continue to run the lottery, which addresses the risk of interruption.

Can the dtic explain and defend itself?
What the dtic does in explaining its processes and defending the integrity of its systems will be an important reflection moment for the dtic:
Can it subject its processes to external scrutiny;
Will the bidders be able to make peace with how it all happened; and
Will the country get to understand how those tasked with critical decisions that bind the nation in such large value contracts actually perform their jobs?
If it turns out – as other bidders allege – that much of the processes leave a lot to be desired, Tau's mission to position the dtic as the engine room for the turnaround in the country's fortunes, will unfortunately invite more sceptics for the key future projects that underpin the dtic agenda.

In Zambia, a country with a proud legacy of democratic governance, cultural reverence for elders and strong communal values, the death of a past president initiates a period of mourning, national reflection, and often, political reconciliation. Yet, as evidenced by the complex and contested death and burial of former President Edgar Chagwa Lungu, such events also carry deep diplomatic, legal, and emotional implications. They unveil fault lines within the state, raise questions about family rights, and underscore the challenges of balancing state authority with the wishes of grieving relatives. Importantly, these events remind us of the African philosophy of Ubuntu, which emphasizes our shared humanity and moral obligation to care for one another. In light of this, I found it worthwhile reflecting on the events surrounding Edgar Lungu's death and burial, the diplomatic entanglements that followed, the grief endured by his family, and the lessons that the African continent can draw through the lens of Ubuntu. Image: AFP The death and the diplomacy around It Lungu, who was Zambia's sixth president from 2015 until 2021, died on June 5, 2025, at a hospital in Pretoria. He was receiving treatment for a rare esophageal condition when complications from surgery resulted in his death. In response, the Zambian government declared a seven-day period of national mourning, which was later extended by an additional nine days. Flags were lowered to half-mast, and a state funeral was planned in Lusaka, in line with national customs and protocols for former presidents. However, what was intended to be a respectful and unifying national homage quickly turned into a diplomatic dispute. A private family service was scheduled in Johannesburg, but the Pretoria High Court, acting on a request from the Zambian Attorney General, stopped the burial, asserting that Lungu, as a former head of state, was both legally and symbolically a representative of the Zambian nation and therefore deserved a state burial in his homeland. South African officials, caught between honoring the family's wishes and maintaining diplomatic decorum, expressed regret over the situation while advocating for a solution that would respect the deceased's dignity. This unforeseen international legal conflict created a complex diplomatic challenge, turning what should have been a sacred and solemn event into a politically charged and widely publicised confrontation. The authorities were adamant about bringing Lungu's remains back for interment at Embassy Park, the official burial site for national leaders in Lusaka, citing both national customs and constitutional precedent. They maintained that a state funeral was not merely a formality but an essential expression of national identity and respect. In contrast, Lungu's family asserted that he had specifically requested that President Hakainde Hichilema not attend his funeral, due to unresolved issues and allegations of persecution after his presidency. They also criticized the government's approach, arguing that the personal wishes of the deceased and the emotional needs of the family were being overshadowed by political symbolism. On June 18, the family obstructed the repatriation of his body, alleging a violation of their agreement. The next day, President Hichilema declared the official end of national mourning, stating that it was no longer practical to indefinitely delay the funeral arrangements. Subsequently, on June 20, the family made the unprecedented choice to privately inter Lungu in South Africa, marking him as the first former Zambian president to be buried outside the nation. However, on June 25, the High Court intervened once more, suspending the burial until a final decision on jurisdiction could be made on August 4. This ongoing standoff highlights a complex conflict involving national identity, personal legacy, family grief, and legal jurisdiction. It evolved into more than just a burial; it became a confrontation between constitutional formalities and deeply personal mourning. Diplomatic undercurrents This unusual incident has also put a strain on the diplomatic ties between Zambia and South Africa. The Minister of International Relations and Cooperation expressed support for the family's desires but remarked that a state funeral in Zambia would be "most appropriate" for someone of Lungu's stature. Pretoria's repeated legal interventions highlighted the complexities involved in hosting a former foreign head of state and emphasized the necessity of adhering to international norms and cross-border legal frameworks. President Hichilema formally apologised to the South African government, describing the situation as "diplomatic embarrassment". His apology recognized that internal conflicts - stemming from Zambia's unresolved political tensions - had spilled over into the regional sphere, disrupting diplomatic decorum and potentially harming Zambia's reputation as a model for peaceful political transitions. This situation highlights the urgent need for African nations to establis hprotocols that balance state responsibilities with the sensitivities of grieving families, particularly in cases involving prominent national figures whose legacies elicit mixed public reactions. Family's pain and public grief In the aftermath of his passing, the Lungu family has been engulfed in grief, exacerbated by public attention, legal challenges, and political unrest. They have faced intense media scrutiny, public discussions, and legal orders that have repeatedly interrupted their mourning. Most poignantly, reports have surfaced indicating that some family members have encountered travel bans and pressure from various political figures. Makibi Zulu, a family representative, poignantly remarked, 'Perhaps this time, Edgar has refused to be laid to rest without the truth being revealed.' This sentiment captures the family's view that Lungu's death has become a disputed story, highlighting deeper issues within Zambia's political landscape. Unverified claims of poisoning and systemic harassment have further politicised his death, complicating the family's quest for closure. As they navigate both personal loss and public controversy, the Lungu family's suffering underscores the challenge of disentangling the personal from the political in the life - and death - of a public figure. Their sorrow has become a symbol of a wider national discomfort, as citizens grapple with how to honour leadership in a time of divided memories. Ubuntu and pathways to healing The African concept of Ubuntu, often translated as 'I am because we are,' provides a vital framework for how such national moments can be approached with compassion, dignity, and unity. Ubuntu calls for empathy, shared humanity, and communal responsibility - values that are indispensable in moments of grief and division. As such, African societies must prioritize empathy over politics when national figures pass. Grieving families deserve support and space to mourn. This principle applies regardless of one's political alignment or opinions of the deceased's legacy. More so, the death or burial of a leader should not inflame tensions. Elders, traditional leaders, and mediators must facilitate respectful dialogue between state officials and families to avoid conflict and ensure dignity for all parties. This is important in balancing state honour with family customs. Most importantly, I am of the view that African Union and SADC should consider formal protocols for cross-border funerals of former leaders to prevent similar disputes and ensure that such events foster unity rather than discord.

Buti Manamela, one of Nkabane's deputies, has been named the new minister of Higher Education and Training. Nomusa Dube-Ncube was appointed deputy minister. The ANC expressed confidence in the new leadership to advance access, equity, and quality in the higher education sector. Ramaphosa has wielded his axe three times in recent days. Nearly two weeks ago, he suspended Police Minister Senzo Mchunu and placed him on special leave over explosive allegations that he interfered in police work investigations that involved political assassinations. Mchunu has since denied these allegations, but was succeeded by ANC heavyweight Firoz Cachalia. On Monday, after Nkabane's dismissal, Ramaphosa also announced the suspension of the South Gauteng Director of Public Prosecutions, Adv Andrew Chauke. Manamela's appointment brought questions within the corridors of Luthuli House as officials once again questioned why Ramaphosa appointed him when he had not done so when he suspended Mchunu, overlooking his two deputies, Polly Boshielo and Cassel Mathale. A senior National Executive Committee member said, although it was Ramaphosa's prerogative to pick and choose as to who he preferred, he appeared to be selective and wanted to keep people who were trusted around him. 'Comrades have been talking about it… they say the president should be consistent in his dealings… But I for one think it's a tough decision. We have the SACP (South African Communist Party) having decided to contest the elections… and you have Buti (Manamela) and you want to keep him in the deputy position?... It's impossible. 'How Cyril Ramaphosa removes ministers is largely guided by the balance of forces for the balance of power within the tripartite alliance or the ANC, so he has to make sure that he strengthens those who protect him from any fallout that might occur. 'When he appoints new people, he will want his bodyguards to feel that he is strengthening them. These are people that would be in favour of his faction or to appease a stakeholder base,' he said. Another political analyst, Professor Sethulego Matebesi, said Ramaphosa's recent removals of high-profile individuals pointed to a significant change in his administration. 'This action might be interpreted as an effort to resolve alleged inconsistencies or disputes within his administration and to consolidate power. 'However, as opposition parties and even some members of his party voice concerns, it also calls into question the ANC's stability and the possibility of internal strife,' he said. 'Ramaphosa's decisions are perceived as being selective, which is important. It seems as if he prefers some individuals over others out of loyalty or conformity,' he said.

JOHANNESBURG - The Democratic Alliance (DA) in Johannesburg is calling for MMC for Transport Kenny Kunene to be fired after he was found at the home of a policeman suspected to be behind the murder of DJ Sumbody. News24 reported that when police arrived to arrest Katiso "KT" Molefe at his Sandton home on Monday, Kunene was there. In an interview on one of the news channels, Kunene said that he was there accompanying a young journalist who was interviewing Molefe for his media website, Africa News Global. But DA Johannesburg caucus leader, Belinda Kayser-Echeozonjoku, said that Kunene's role as transport MMC was now untenable. "The Democratic Alliance (DA) calls for Kunene's immediate resignation, and if he will not resign, Mayor Dada Morero must fire him. The laughable alibi offered by Kunene on eNCA this afternoon must be rejected out of hand by any reasonable South African."
