BIS crackdown on non-compliant helmet makers and retailers
The action, part of a nationwide crackdown on helmet manufacturers operating without valid BIS licences, saw enforcement teams confiscate more than 2,500 helmets from nine manufacturers whose licences had either expired or been cancelled. Additionally, around 500 substandard helmets were seized from roadside vendors and retail outlets at 17 different locations, the Department said in a statement issued on Friday.
India, which has over 21 crore two-wheelers on its roads, witnesses a disproportionately high number of road accidents involving two-wheeler riders. Data from previous years indicate that nearly 45% of road accident fatalities involve two-wheeler users, with a significant portion attributed to the absence or poor quality of helmets.
Calling attention to this issue, the Department has urged consumers to wear only BIS-certified helmets and called for strict enforcement against the manufacture and sale of uncertified products. "Sub-standard helmets compromise safety and defeat the purpose of protection. Quality control is critical to saving lives on roads," the statement said.
Under the Quality Control Order in force since 2021, helmets for two-wheeler riders must bear the ISI mark and be certified in accordance with BIS standards. As of June 2025, 176 manufacturers across the country hold valid BIS licences for protective helmets.
The BIS, tasked with enforcing compliance, has been conducting regular factory and market surveillance. In the last financial year alone, more than 500 helmet samples were tested, and over 30 search-and-seizure operations were undertaken against entities misusing the BIS Standard Mark.
Minister for Road Transport and Highways Nitin Gadkari, last year noted that nearly 30,000 annual deaths among two-wheeler users could be attributed to not wearing helmets. He underlined the urgency of stricter compliance and behavioural change among riders.
The BIS has also introduced features on its BIS Care App and online portal, enabling users to verify the certification status of helmet manufacturers and lodge complaints against non-compliant products,' said the statement.
Dr Rajendra Prasad, senior Neuro and Spine Surgeon and director of Indian Head Injury Foundation (IIHF), Delhi said that the government should also focus on safe protective gears for children as at least 30 kids die every day in road accidents across the country.
'A majority of such children can be saved had their parents or caretakers made them wear good quality helmets while pillion. Remember, an injury to the brain can alter their kids' life forever,' warned the doctor.

Police recover missing girl who alleges woman pushed her into flesh trade

The police have recovered the missing girl, who has accused the woman of pushing her into having physical relations with five persons. The girl's family has demanded strict action against the woman. At the same time, the allegations of the woman being beaten by the police have been described as false. The matter was as follows: On June 29, a complaint was lodged at Siwan police station in which it was stated that a girl has gone missing from her house. The family accused a woman of their neighborhood of being behind the disappearance of the girl. A panchayat was called in the Siwan police station in this case and the police questioned the woman. The following day the woman's family claimed that three male and a female police personnel locked the woman in a room in the police station and beat her up badly. The woman showed injuries to her person in a video on the basis of which Dalit organizations held protests against the police and demanded action against the guilty policemen. The police registered a separate FIR for a fair investigation in the case and entrusted the task of investigation to an SIT. Meanwhile, the police recovered the girl from near Rajaund village and counselled her. The girl revealed that the woman had entrapped her by promising her marriage and forced her to strike physical relations with many men. The girl's brother said "the woman took my sister along with her and she was raped by many men". The girl's father also made serious allegations against the woman. He said "the woman took away my daughter and misled social organizations and urged them to hold a protest against the police". He said that the woman's bruises had been given by her husband and family, not the police. DSP Lalit Kumar said the statements of the girl have been recorded, in which she has made serious allegations against the woman. A separate FIR has been registered to investigate the allegations of beating against the police by the woman, which is being investigated fairly. The girl's family has demanded immediate arrest and strict action against the woman. The father of the girl said that "this woman can also push other girls into the wrong business, it is necessary to secure other girls of the society by punishing her". The family asked the social organizations protesting in support of the woman that they should have first spoken to them to know the truth of the whole matter. Now preparations are being made to take action against the woman on the basis of the statements of the girl and investigation into the alleged beating by the police is also going on. Gurgaon: Residents of new sectors and Manesar businesses could finally get relief from regularly paying toll charges on NH-8 from next year. The National Highways Authority of India (NHAI) has prepared an estimate of Rs 18 crore to shift the existing toll plaza from Kherki Daula to Pachgaon, some 15km apart. An NHAI official said on Monday that the proposal for the new facility, which will have 12 lanes, has been sent to the authority's headquarters in Delhi for approval. NHAI has set a target of four months to complete construction of the plaza. But technical components such as digital toll infrastructure will be handled by the Indian Highway Management Company Ltd (IHMCL), and this could take a few more months. "The new toll plaza is expected to be operational only by early next year," the official said. The Haryana govt in 2014 promised to relocate the Kherki Daula toll, and a similar announcement was made by Union road transport and highways minister Nitin Gadkari in Aug 2017. Multiple timelines were floated, but execution was repeatedly delayed due to inaction and land acquisition problems. The opening of Dwarka Expressway last year increased traffic in the area and gave fresh impetus to residents' and commuters' demands. In a written reply to a question in Lok Sabha this March, the road transport ministry admitted that toll collected on NH-8's Delhi to Gurgaon stretch – called the Delhi-Gurgaon Expressway – was around Rs 2,775 crore, 11% higher than the cost incurred to build this portion of the highway. According to the proposal, the Pachgaon plaza will be a multi-lane free flow system, a toll without barriers that will allow transactions through FASTag. It will also be equipped with cameras and RFID (radio frequency identification) readers that will recognise vehicle registration numbers. A senior NHAI official said the authority will take possession of 28 acres of land where the new toll plaza will come up. "We are in the final stages of land takeover. Once the site is physically handed over to us, civil work will begin. The project will be executed in coordination with IHMCL, which will install and commission the technical components," the official said. To expedite this work, NHAI plans to change the scope of work to an agency, which was awarded the contract to renovate stretches along NH-8 in Gurgaon. "The agency is engaged for development of flyovers on NH-8. Now, it will also handle construction of the new toll plaza. We are amending the project scope to include this component. This will save time on carrying out the tender process all over again," the official said. Construction work will involve building lanes, setting up canopy, putting up road markings, signage, lighting, and the administrative office. IHMCL, a company promoted by NHAI to implement and manage electronic toll collection (ETC) systems, will be responsible for installing automatic number plate recognition (ANPR) cameras, sensors and other equipment for the plaza. Ravi Kant Sharma, a resident of Winter Hills in Sector 77, said he "hopes" the toll plaza is finally shifted out of Kherki Daula. "Every year, we hear that the toll plaza will shift, but it never happens. The idea of having to pay a toll to get home is absurd. It is an everyday burden. And for years, we have been penalised just for making 'new Gurgaon' our home. We can only hope this time that the shifting actually happens," Sharma said.
