Tamil Nadu way ahead of the rest of the country in Gross Enrolment Ratio: AICTE Chairman

With more than half the students in Tamil Nadu who pass the higher secondary exam enrolling themselves into colleges, the State has already achieved what the whole country aims to do by the year 2035, Prof. T.G. Sitharam, Chairman, All India Council for Technical Education (AICTE) said here today.
Addressing students on the graduation day of St. Joseph's College of Engineering and St. Joseph's College of Technology in Chennai, Prof. Sitharam said Tamil Nadu has a Gross Enrolment Ratio (GER) of more than 50 per cent in higher education, while in the rest of the country it was only 29 per cent. He said the State has done remarkably well in engineering education, while underscoring the role played by the private institutions towards improving the GER.
Prof. Sitharam said while degrees are important, upskilling is a priority in the world of technological disruptions. Whether it is Artificial Intelligence, generative AI, cyber security, robotics, or blockchain, these disruptions are changing the way people thought or worked. 'In this world of disruptions, you have to be constantly self-aware and keep up with these technologies,' he asserted, adding that besides picking up domain skills, students should also be prepared to pick up soft skills or any form of art or music to protect themselves from technological disruptions.
Later, talking to reporters, Prof. Sitharam said that the NITI Aayog, in collaboration with the AICTE and the Confederation of Indian Industry (CII), has launched an initiative titled DX-EDGE (Digital Excellence for Growth and Enterprise) to digitally and technologically empower Micro, Small and Medium Enterprises (MSME). This could mean that out of the eight crore MSMEs in the country, a large number of them could benefit from the use of AI that could have a 20 to 30 per cent increase in revenue.
When asked if the AICTE considered drawing up an ethical framework for the use of AI, Prof. Sitharam said putting up guardrails could limit innovation. Instead, higher learning institutions should inculcate a culture of ethics among students on how to use AI, when to use it and full disclosure on usage.
A total of 2,374 students of batches of 2023 and 2024 graduated from the St. Joseph's College of Engineering while 1,046 students of batches of 2023 and 2024 graduated from St. Joseph's College of Technology.

Chennai: To prevent ghost faculty members in engineering colleges and other institutions, the All India Council for Technical Education (AICTE) will soon issue Aadhaar-authenticated IDs to all 6.5 lakh faculty members working in professional colleges across India. Speaking to The Times of India, AICTE chairman T G Sitharam said the Union education ministry will issue a gazette notification for creating new IDs for faculty members. "We have already approached the Unique Identification Authority of India (UIDAI) and they have accepted the proposal. It will remove the ghost faculty issue," Sitharam said. To overcome the faculty shortage in computer-related courses, AICTE has taken various initiatives. Highlighting those initiatives, Sitharam said, "AICTE has introduced a PG certification programme for core engineering faculty members to train them in emerging areas. They are not being transferred but allowed to take a course after completing a course. Further, we have introduced associate professors of practice and assistant professors of practice to attract industry experts from emerging areas. They can fill up to 20% of the faculty requirement through industry experts." While the professors of practice need 15 years of experience, an assistant professor of practice and associate professor of practice need five years and eight years of experience, which will enable the colleges to hire industry experts from emerging areas. He also stressed the need for continuous upgradation of the curriculum to teach industry-relevant topics to students. AICTE has also introduced the Centre for Engineering Education Excellence to upskill engineering faculty members in partnership with IITs and the Indian National Academy of Engineering. "We are planning to train 4,000 teachers from engineering colleges in the tier-two and tier-three colleges in the next three years," Sitharam said.

Gujarat approves action plan for Artificial Intelligence implementation in governance

Chief Minister Bhupendra Patel has approved the Action Plan for Implementation of Artificial Intelligence [AI] (2025–2030), setting the stage for the integration of AI into Gujarat's governance framework over the next five years. The plan aims to improve service delivery, strengthen administrative processes, and apply AI tools in sectors such as healthcare, education, agriculture, and finance. This move aligns with the broader goals of Viksit Gujarat@2047 and the national mission of Viksit Bharat@2047, officials said. Prepared by the Department of Science and Technology based on recommendations from a 10-member AI Taskforce Committee, the plan will serve as a roadmap to equip government departments with AI systems and capabilities. It also supports the Centre's broader objective, under the leadership of Prime Minister Narendra Modi, to expand the use of artificial intelligence in public policy, administration, and digital infrastructure. The State's action plan focuses on six major areas: building a secure and regulation-compliant data ecosystem; expanding GPU and cloud-based digital infrastructure, including setting up AI factories in Tier-2 and Tier-3 cities; training 2.5 lakh individuals—students, MSMEs, and government officials—in AI, machine learning, and related technologies; promoting research and partnerships between academia and industry for building practical government-use AI models; supporting DeepTech startups with incubation, mentorship, and funding; and ensuring safe and responsible AI through audit systems, guidelines, and risk protocols. Implementation will be carried out in phases, starting with the creation of a State-level AI data repository, setting up AI development facilities, and launching pilot projects in selected departments. To oversee the entire effort, the Government will establish a dedicated AI and Deep Tech Mission. This institutional mechanism will lead the design, planning, and monitoring of AI projects while facilitating collaboration between academic institutions, industry players, and startups. Gujarat has already taken steps to strengthen its AI foundation, including the launch of an AI Centre of Excellence at GIFT City, the organisation of AI training programmes for public officials, and the issuance of an Expression of Interest for developing Indian language-based AI models. The state has also conducted an AI Innovation Challenge to encourage practical solutions.

TrEST Research Park-incubated semiconductor start-up Netrasemi secures Series A funding

Fabless semiconductor start-up Netrasemi Pvt. Ltd., incubated at the State-run TrEST Research Park, has successfully raised ₹107 crore in an achievement that could fuel Kerala's deep-tech ambitions. Higher Education Minister R. Bindu said the investment in the start-up's Series A funding round (first round of venture capital funding after a start-up receives initial seed funding) was led by Zoho Corporation and Unicorn India Ventures. 'This is a significant leap for Kerala's growing semiconductor ecosystem. Netrasemi's success adds momentum to the State's deep-tech vision and proves the value of fostering innovation through academic-industry collaboration,' the Minister said. Founded in 2020 by Jyothis Indirabhai, Sreejith Varma and Deep Geetha, Netrasemi is developing a new generation of domain-specific, power-efficient Edge-AI System-on-Chips (SoCs). These chips are being widely adopted in sectors such as robotics, autonomous systems, smart IoT devices and surveillance technologies. Flagship products like Netra A2000 and R1000 are already in commercial use, offering cutting-edge solutions powered by a patented heterogeneous parallel processing architecture capable of supporting over 100 AI/ML applications, the Minister added in a statement. The start-up has also received backing from the Ministry of Electronics and Information Technology (MeitY) under its Design Linked Incentive (DLI) and Chips to Start-up (C2S) schemes. Modelled after the IIT Madras Research Park, TrEST Research Park was established to offer world-class R&D infrastructure and mentorship, and turn academic research into market-ready solutions.
