Chandigarh: Each ward to get ₹25L to resume devp works amid cash crunch

After a year-long pause in developmental activities due to a financial crunch, the Chandigarh Municipal Corporation (MC) is set to resume small-scale infrastructure works across the city, with mayor Harpreet Kaur Babla on Tuesday, directing the councillors to prepare a list of urgent pending projects worth up to ₹25 lakh each in their respective wards.
Babla called an all-party councillors meeting on Tuesday and officially announced the allocation of a ward development fund of ₹25 lakh per councillor.
Despite receiving no additional financial aid from the UT administration or the central government, the civic body is now leaning heavily on revenue generated through taxes, especially property tax, collected in the first quarter of the current fiscal year to restart halted works.
Due to the ongoing fiscal crisis, no fresh tenders have been floated since May last year. The stagnation brought Chandigarh's local infrastructure development to a standstill. Even approved projects like road re-carpeting, renovation of community centres, improvement of public toilets and cremation grounds, and market beautification were put on indefinite hold.
Every financial year, ₹80 lakh is earmarked for development in each ward under the 'Ward Development Fund'. Notably, councillors were not allocated any development funds in the previous financial year, further adding to public grievances over stalled civic improvements.
'The fund is aimed at addressing the basic developmental needs of each ward, including infrastructure upkeep, civic amenities, sanitation improvements, and other essential services. It is important to judiciously use the available resources to ensure that residents do not face any disruption in core civic services', mayor Babla said, while urging all councillors to prioritise key issues and work in collaboration with officials to execute development works efficiently.
'This fund is a step toward empowering local leadership to address ward-level issues swiftly and effectively. Despite financial constraints, we are committed to ensuring that the basic development needs of all city wards are met,' the mayor added.

The meeting, which was also attended by municipal commissioner Amit Kumar and other senior MC officials, lasted only 15 minutes after councillors began questioning the commissioner over the pending salaries of nearly 400 contractual employees. According to councillors, workers in the public health wing—including sewer men—have not been paid for the past four months due to a delay in tendering processes. Commissioner Kumar clarified that one month's salary had recently been disbursed and that efforts were underway to release dues.
However, despite the clarification, councillors, led by BJP's Kanwarjeet Singh Rana, continued pressing the issue, seeking an explanation for the delay. 'The MC has always maintained that they would prioritise salaries over development. We hope that they always ensure that workers do not go unpaid,' said Rana. 'We are doing our job of asking relevant questions,' he added.
The commissioner eventually walked out of the meeting midway and refused to give a comment.

The meeting was attended by Ludhiana East MLA Daljit Singh Bhola Grewal, MC commissioner Aaditya Dachalwal, and senior officials from Punjab Pollution Control Board (PPCB), drainage, Punjab State Power Corportion Limited (PSPCL), Punjab Energy Development Agency (PEDA), and Greater Ludhiana Area Development Authority (Glada). Representatives of the Tajpur Road Dairy Farmers Association also attended the meeting. MP Seechewal emphasised that while the administration was not targeting any specific group, dumping cow dung into the Buddha Dariya was unacceptable and a clear violation of environmental norms. He noted that the National Green Tribunal (NGT) had also taken serious note of the issue and warned that violators would face legal action, including payment of environment compensation (EC). In addition to targeting dairy waste, PPCB officials were directed to take strict action against dyeing units discharging untreated effluents into MC sewer lines or directly into the drain. Authorities were instructed to remove encroachments along riverbanks, including those outside city limits. Both MP Seechewal and MLA Grewal urged people to support the initiative, stressing the importance of collective responsibility in protecting the environment. The crackdown marks a significant step in ongoing efforts to restore and preserve Ludhiana's water bodies and improve urban sanitation.

As Mayor Harpreet Kaur Babla nears the completion of her six-month tenure, the 351st General House meeting of the Municipal Corporation, scheduled for Tuesday, is expected to take up key proposals on revenue generation, renewable energy, and civic policy reforms. Elected on January 30 this year, Mayor Babla's leadership will be under close watch as several important agenda items, some new and some recurring are set to be tabled amid growing pressure from both the public and opposition parties. One of the most significant proposals up for discussion for Tuesday meeting is a memorandum of understanding (MoU) with CREST (Chandigarh Renewable Energy and Science and Technology Promotion Society) to implement a 'rent-a-roof' rooftop solar model on nearly 100 buildings within MC jurisdiction. Under this first-time proposal, private developers will install and maintain solar panels at their own expense, and in turn, pay periodic rent to the corporation — projected to earn the MC around Rs 40 lakh annually. The initiative aims to promote clean energy while also supporting the financially stressed civic body. For improving tax compliance, the House will also take up the question seeking list of Chandigarh's top 20 property tax defaulters. Another recurring issue returning to the House agenda is the revised policy for community centre usage. The proposal includes new guidelines for free use by Below Poverty Line (BPL) families, checks on noise pollution during events, and stricter audit protocols. Initially reviewed by a committee, the policy is being placed before the House again for final debate and approval. The civic body is also planning to launch a public-private partnership model to run gyms and fitness centres in 29 community centres, with private operators to be awarded three-year renewable contracts. While the concept has been discussed previously, this marks the first formal tabling of a detailed execution plan. Meanwhile, ahead of the House session, a pre-House meeting was convened Monday at the BJP Chandigarh state office, Kamlam, Sector 33, under the leadership of state president Jitender Pal Malhotra. The meeting was attended by state vice-president Davinder Babla, Mayor Harpreet Kaur Babla, general secretary Sanjeev Rana, and all BJP councillors. The discussions focused on finalising the party's strategy for the House, with emphasis on prioritising public issues, ensuring assertive participation, and communicating the BJP's civic policies effectively during the proceedings. The House meeting comes at a time when the corporation is struggling financially, and repeated Finance and Contract Committee (F&CC) meetings have failed to approve new development projects due to budgetary constraints. Opposition councillors have criticised the ruling party for stalled projects, sanitation concerns, and poor infrastructure management across the city.

Top 20 commercial property tax defaulters collectively owe over Rs 196 crore unpaid dues, with Panjab University topping the chart, owing a whopping Rs 68.85 crore alone, according to the Chandigarh Municipal Corporation (MC). PU is followed by IT Park (Commercial) Rs 45 crore, and Postgraduate Institute of Medical Education and Research (PGIMER) — its commercial properties owe Rs 23.06 crore. The trio — PU, IT Park and PGI —account for more than Rs 136 crore of the total over Rs 196 crore, making up nearly 70 per cent of the total unpaid dues. MC officials provided the list, which has been attached to a copy of the upcoming agenda, as it was sought in a question asked by Councillor Maheshinder Singh Sidhu. The list also features government and institutional properties such as Chandigarh Housing Board's CE UT (Commercial) with Rs 16.55 crore pending, and the Chandigarh Golf Club owing Rs 12.20 crore, which is currently sub judice. Punjab Engineering College (PEC) (Commercial) has also made the list with dues of Rs 10.91 crore, National Institute of Technical Teachers Training and Research (NITTTR) owes Rs 3.13 crore, and the Chandigarh railway station (Commercial) has outstanding dues of Rs 2.98 crore. Notably, even residential properties owned by government institutions appear on the list. PGIMER's residential holdings owe Rs 1.58 crore, and Defence Estates in Sector 9 has dues of Rs 1.86 crore. The hospitality sector also features prominently, with several luxury hotels among the top defaulters. Hotel James Plaza in Sector 17 owes Rs 1.17 crore, and Taj Hotel in the same area has dues of Rs 1.15 crore — both hotels are facing court cases over their liabilities. Similarly, Anand Theatre, another old establishment, owes Rs 80.42 lakh, and the matter is also under litigation. In the commercial property category, Plot No. 179-180 in Industrial Area Phase I has an outstanding of Rs 1.19 crore, and Sector 26 Sabzi Mandi owes Rs 1.18 crore. Smaller but significant defaulters include PEC's residential property Rs 57.90 lakh, Golf Range (Sector 6) with Rs 55.80 lakh, Haryana PWD (Sector 33A) Rs 54.80 lakh, Kendriya Vidyalaya, Sector 29, Rs 51.85 lakh and Executive Engineer, CPWD (Sector 7B), Rs 40.72 lakh in dues. While some of these cases are under judicial review, the mounting dues have prompted the Corporation to adopt a more transparent and public approach to recovery. Senior officials have hinted that in the absence of timely payments, stricter enforcement actions such as the sealing of properties, interest penalties, or recovery notices could follow. 'With municipal revenues under strain, the collection of these dues is essential for the upkeep of civic infrastructure, development works, and public services in the city,' an MC official said. MC officials have also appealed to defaulting institutions and property owners to come forward and clear their dues promptly, warning that legal recourse will be escalated if necessary.
