
Lakshadweep's smallest island planned for defence use, MP protests move
The intent is to transfer it to relevant defence and strategic agencies of the Centre.The notification, issued last week, clarified that the initiative is driven by the strategic location of the island, its national security relevance and the inherent logistical and administrative challenges posed by the civilian habitation.The territorial administration would take over the island as per the relevant provisions of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resetlement Act, 2013 for which Social Impact Assessment study has to be undertaken for the affected area.District Collector Shivam Chandra, in the order, said all stakeholders, including grama sabhas, would be consulted as part of the Social Impact Assessment initiatives.The survey of the proposed area under the acquisition would be completed within two months from the date of the publication of the notification on July 11, it added.Meanwhile, Lakshadweep MP Hamdullah Sayeed has stood up firm against the move to take over Bitra island by the UT administration and said the real objective behind the move is to displace the indigenous population.In a statement issued by his office, the MP said Bitra is the smallest inhabited island in the UT and he would strongly protest against the administration's attempt to acquire it under the pretext of defence requirements.He also demanded to withdraw the decision immediately.Sayeed pointed out that the land required for defence purposes has already been acquired by the government in several islands."Targetting Bitra, which has had a permanent population for decades, without considering any of these alternatives, is completely unacceptable," he said.He further criticised the administration for initiating such actions without any consultation with the indigenous residents, especially at a time when there are no functioning of local panchayat in the islands.He stated that this kind of unilateral action undermined the democratic system and violated the constitutional rights guaranteed to citizens.The MP, in the statement, assured that he would stand with the people of Bitra and would explore all political and legal avenues to resist the move.He also stated that he would raise the issue in the upcoming Parliament session, urging the central government to intervene immediately.- EndsMust Watch

1 2 Chandigarh: Chandigarh Congress on Sunday criticised the UT administration for bulldozing and demolishing the decades-old Furniture Market, leaving hundreds of shopkeepers devastated and rendering scores of workers jobless. Congress stated that the action was undertaken in disregard of the Honourable High Court's observation that a sympathetic view be taken and that efforts be made by the administration to see if alternate sites could be allotted to the affected parties to continue their livelihood. "Rather than pursuing a humane and consultative process, the administration opted for an abrupt and arbitrary demolition without reasonable time for evacuation and without any arrangement for the protection or relocation of inventory and assets. As a result, numerous shopkeepers suffered irreparable financial losses, losing not only their goods and furniture but also the very foundations of their businesses," Congress said. Chandigarh Congress president HS Lucky strongly condemned the administration's insensitivity, saying, "What we are witnessing is not governance, but a systematic dismantling of the social fabric that binds our city. The administration has shown no regard for human suffering and no commitment to the principles of a welfare state. We demand that an immediate and comprehensive rehabilitation scheme be introduced and that alternate sites be allotted to the affected shopkeepers to enable them to rebuild their lives and livelihoods. Anything less would be a betrayal of the very ethos of governance in a democratic and socialist republic." The Congress stated that it stands firmly with the affected families and pledges to raise this matter at every appropriate forum until justice is served. It is imperative that the administration is held accountable for this gross overreach and made to answer for its repeated failure to act with fairness, compassion, and responsibility. Manual scavenging: HC seeks report from local bodies to ensure they are equipped with necessary infrastructure
To ensure that all local bodies in Gujarat have the equipment and machineries, mandated by the government in a resolution to completely eradicate manual sewer cleaning and for strict compliance of the provisions of the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 in the state, a division bench of the Gujarat High Court has directed the Commissioners of Municipalities to get a report from each of the local bodies. In this context, the court has also observed that it is incumbent that all local bodies are equipped with necessary infrastructure either on their own or by engaging a contractor who must be equipped with the necessary machines and equipment to be used by sanitation workers engaged by the local body or the contractor. The court passed an order in this regard on July 7, while acting on a public interest litigation (PIL), seeking strict implementation of the 2013 Act in Gujarat. The PIL was moved by an Ahmedabad-based voluntary organisation, Manav Garima, in 2016, seeking strict implementation of the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, in the state. In the PIL, the petitioner had highlighted repeated incidents of death of people engaged in manual scavenging by contractors hired by the municipalities and municipal corporations as well as other local bodies across the state. Complying with an earlier order of the court, the Commissioner of Municipalities had filed an affidavit before the court, stating that a virtual meeting was convened with the Regional Commissioners of municipalities of six zones, the Mission Director, Swachchh Bharat Mission and Deputy Commissioner (Administration) on April 30 this year wherein they were directed to strictly adhere to the guidelines issued by the state government through its Urban Housing and Urban Development department to all local bodies by a government resolution, dated April 3, 2025. As recorded by the court in its latest order, the guidelines in the government resolution included procurement of 'certain machineries (equipment) for cleaning of drains so that the safety of safai karmi of the local bodies can be ensured.' In its order, the court noted, 'As there is a mandate for cleaning of drains and manholes in a particular manner, there is a requirement to equip the nagarpalika, municipal corporations and other local bodies with these equipment. There is a requirement to make an inquiry as to whether the local bodies in the state are equipped to carry out the mandate of the government resolution dated 03.04.2025…' The court order added, 'We say so, as according to us, payment of compensation, termination of contract, blacklisting of contractor and lodging of first information report against the contractor and erring officers are not a complete answer to the problem. The main issue is about absolute eradication of manual scavenging or manual sewer cleaning in the state of Gujarat by ensuring strict compliance of the provisions of the Act.' 'Once manual scavenging is completely banned, any engagement of a single person as manual scavenger is violation of the legislative prohibition. It is the duty of the executive to ensure strict implementation of the legislative provisions and in this direction, it is incumbent that all local bodies are equipped with necessary infrastructure either on their own or by engaging a contractor who must be equipped with the necessary machines and equipment to be used by safai karmi, engaged by the nagarpalika or the contractor.' It also stated: 'We, therefore, require the Commissioner of Municipalities (Administration), Gandhinagar, to get a specific report from each of the local bodies through the concerned officer…whomsoever is in direct supervision of the local bodies to ensure that all local bodies in the state are equipped with the equipment/machineries as mandated in the government resolution dated 03.04.2025.' The court said that after receiving reports from the officers concerned, the office of Commissioner of Municipalities has to 'compile the same and place it before the court'. 'Considering the seriousness of the issue', the court also said that the Advocate General of the State should be engaged to assist the court in the matter.

Odisha government directs strict implementation of POSH Act at workplace, educational institutions
BHUBANESWAR: The Odisha government has directed all departments, revenue divisional commissioners, district collectors and urban local bodies to strictly comply with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, commonly known as the POSH Act. The move comes in the wake of death of the Balasore student's self-immolation incident. The measure aims to ensure a safe, respectful and inclusive environment for women in workplaces and educational institutions. "It has been observed that in many organisations, the implementation of POSH Act 2013 is not adequate. An important step in this direction is creating awareness amongst all personnel in workplaces and students. It is imperative that sensitivity and knowledge about this Act is generated not only amongst girls and women but also amongst boys and men," said an order issued by the Women and Child Development department. The department has also issued a draft Do's and Don'ts in IEC board on sexual harassment of women at the workplace for display at prominent locations of government offices and campuses of educational institutions. "It is requested to kindly display the same at multiple conspicuous places in the workplace/ school/ college/ institution," the order said. The W&CD department further directed authorities concerned to ensure that all internal committees (ICs) are onboarded onto the She Box portal where details are registered.
