
CST Launches Public Consultation on Global AI Hub Law
According to a CST press release, the law is designed to reinforce Saudi Arabia's position as a global digital hub and a leading force in the international digital economy. It promotes innovation, entrepreneurship, and research in advanced technologies, while also enabling the development of sovereign data centers to ensure service continuity and cross-border data sovereignty. The law also supports investment in data and AI services to stimulate market growth and strengthen sustainable digital infrastructure.

Virtual Center: Both aimed at attracting major AI and cloud computing companies to serve global clients from within Saudi Arabia, offering varying levels of sovereignty and privileges.
The law aligns with international agreements and global best practices.
CST encourages feedback from government bodies, private sector entities, investors, and the general public. Contributions can be submitted from April 14 to May 14, 2025, via the official consultation portal: istitlaa.ncc.gov.sa.

The release also highlights Saudi Arabia's advanced digital infrastructure, ranking second among G20 nations in the 2024 ICT Development Index by the International Telecommunication Union (ITU). Finally, the Kingdom's telecom and tech markets reached SAR 166 billion in 2023, marking it as the largest and fastest-growing in the MENA region and a global leader in technology adoption and development.

Saudi Arabia reaffirms dedication to achieving equitable and sustainable digital development
Saudi Gazette report RIYADH — Saudi Arabia, represented by Acting Governor of the Communications, Space and Technology Commission (CST) Eng. Haytham AlOhali participated in the annual meeting of the UN Broadband Commission for Sustainable Development. This year's session marked a special edition celebrating 15 years since the commission's establishment. Saudi Arabia's participation reflects its ongoing commitment to advancing digital transformation, fostering global digital economic growth, bridging the digital divide, and expanding access to communication and technology services. Eng. AlOhali reaffirmed Saudi Arabia's dedication to achieving equitable and sustainable digital development and praised the Broadband Commission's continued support for the Sustainable Development Goals (SDGs). He noted that CST operates as a 5G regulator, as recognized by the International Telecommunication Union (ITU), and leads a range of national and global initiatives in collaboration with international partners to help realize shared objectives. He emphasized that the Kingdom's national digital strategy aligns closely with the ITU's 'Connect 2030' vision. He also referenced ongoing cooperation with the ITU to update the study titled Connecting Humanity Through Sustainable, Affordable, and Innovative Solutions, which aims to identify connectivity gaps and develop practical approaches to achieving universal and affordable internet access. AlOhali highlighted the success of the Open Access Initiative, which enabled infrastructure sharing among telecom providers and extended fiber-optic connections to more than 3.9 million homes—surpassing earlier targets. He further noted the Kingdom's continued investment in non-terrestrial network technologies, including Low Earth Orbit (LEO) satellites and High Altitude Platform Systems (HAPS), to extend coverage to underserved areas. Regionally, he pointed to Saudi Arabia's leadership in launching the 'Digital Sustainability Tool' in cooperation with the Digital Cooperation Organization (DCO), as well as its role in leading the Circular Digital Economy track under the ITU's Green Digital Action initiative. While stressing that closing the digital divide remains one of the most pressing global challenges, AlOhali called for greater collaboration and joint efforts to achieve inclusive digital development.

Saudi Arabia tops global ICT Development Index for 2025
Saudi Gazette report RIYADH — Saudi Arabia has secured the top global ranking in the 2025 International Telecommunication Union (ITU) ICT Development Index, which assesses the digital progress of 164 countries across universal and effective connectivity. The Communications, Space and Technology Commission (CST) confirmed the Kingdom's leading position, crediting it to sustained national efforts in strengthening competitiveness and driving sustainable growth in the ICT sector. The CST highlighted that Saudi Arabia's advanced digital infrastructure has been instrumental in enabling the expansion of its digital economy, which reached SR459 billion in 2024, contributing 15% to the gross domestic product (GDP). The Kingdom's ICT market, valued at SR180 billion in 2024, is the largest and fastest growing in the Middle East and North Africa. The country also recorded a mobile subscription penetration rate of 212% and monthly data usage per user three times higher than the global average.

WSM for Information Technology Co. signed, on July 2, a contract with the Business Strategies Office for Management Consulting at a total value of SAR 17.5 million to provide consultation and digital services, according to a statement on Tadawul.
