
Water tariff hike to boost construction sector, says CIMB
The revised water tariff structures help ensure the financial sustainability of the water operators, with additional revenue streams being channelled to upgrade and refurbish water infrastructure systems such as water treatment plants (WTPs) and replacing old pipes.
The firm is upbeat about a structural shift in water demand from special economic corridors and industrial zones, including the Johor-Singapore Special Economic Zone (JS-SEZ).
"This is bolstered by the rising proliferation of data centre (DC) campuses and other upcoming industrial facilities in Johor," it said in a note.
Downstream, CIMB Securities envisage spillover opportunities for contractors and pipe players if Suruhanjaya Perkhidmatan Air Negara's (SPAN) call for the DC industry to transition towards alternative water resources (e.g., treated effluent from sewage plants) is adopted.
The firm said this entails the mapping out of waste treatment plants that can be connected with the new DCs.
"Other water resource development projects that have been mooted to sustainably enhance raw water supply include the construction of off-river storage facilities or barges, rainwater harvesting, and using reclaimed water to power the DCs' cooling systems," it said.
Meanwhile, CIMB Securities said it is equally optimistic about the potential implementation of alternative funding schemes involving the private sector.
It believes this is an approach that could reduce the government's financial burden as it strives to facilitate substantial investments required by the country's Water Sector Transformation Plan 2040 (AIR 2040).
"Through a competitive bidding process, private sector companies can play an active role alongside the government to resolve major water infrastructure issues plaguing the water sector, such as non-revenue water (NRW) loss," it said.
Overall, CIMB Securities has maintained Gamuda Bhd as its preferred play for water-related infrastructure construction.
The firm expects the Penang-Perak water transfer project to take off in 2026, providing RM4 billion worth of job prospects plus other potential opportunities such as renewable energy initiatives.
"Having bagged the main contract to build Phase 1 of the Rasau Water Supply Scheme WTP, Gamuda is also gunning for similar types of work worth around RM300 million in Selangor," it added.

Dialog's earnings stay steady amid strong storage demand
KUALA LUMPUR: Dialog Group Bhd's earnings remain stable, supported by improved occupancy and spot rates at its independent tank terminals, driven by sustained regional demand for storage. Kenanga Research said the completion of legacy engineering, procurement, construction and commissioning (EPCC) contracts, which had been affected by cost escalations, should pave the way for at least a breakeven performance in the coming quarters. "For now, we believe the market's expectations are sufficiently conservative, and there remains upside potential in its medium-term earnings outlook. "That aside, the anticipated upturn in plant maintenance and turnaround activities in downstream Malaysia from financial year 2026 (FY26) could benefit its core plant maintenance segment," it added. Kenanga Research said Dialog's recent joint venture, which includes a US$330 million terminal usage agreement tied to the Pengerang Biorefinery project, was a positive surprise, as no additional capacity expansion beyond previously announced plans had been factored in. However, it said the internal rate of return (IRR) is expected to be lower at 9.5 per cent, compared to 11–13 per cent for earlier projects. "This could partly be due to a higher capex-to-capacity ratio of RM5,217 per cubic metre, versus RM4,846 per cubic metre for Pengerang Terminals 2, which has a capacity of 1.3 million cubic metres," it added. Based on a weighted average cost of capital of 6.3 per cent, Kenanga Research estimates a discounted cash flow valuation accretion of RM0.02 per share, while the annual earnings contribution is projected at RM16 million, or four per cent of its FY25 forecast. Notably, it said the project is environmental, social and governance-aligned, serving as a storage hub for sustainable aviation fuel, hydrogenated vegetable oil and bionaphtha. Kenanga Research has maintained an "Outperform" call on Dialog, with a target price of RM1.96. The firm continues to favour Dialog due to the ongoing margin recovery in its plant maintenance, EPCC and specialist product businesses.

Back to KUL In other news, Firefly will soon relocate its jet operations from the Sultan Abdul Aziz Shah Airport or Subang Skypark (SZB) to the Kuala Lumpur International Airport (KUL) Terminal 1. The airline's turboprop services will remain in SZB, to ensure ongoing connectivity to key destinations. Effective Aug 19, the relocation is part of Malaysia Aviation Group's long-term network optimisation plan. In a press release, MAG group managing director Datuk Captain Izham Ismail said, 'The move to KUL allows Firefly to scale its jet operations more efficiently, improve passenger connectivity and better leverage MAG's shared capabilities in engineering, ground handling and catering. 'This decision reinforces our commitment to strengthening KUL as the main aviation hub, while continuing to offer accessible air travel options across the country.' KUSKOP targets RM4 million in SDSI showcase at MITEC
KUALA LUMPUR: The Ministry of Entrepreneur Development and Cooperatives (KUSKOP) is targeting RM4 million in transaction value during the five-day One District One Industry (SDSI) showcase at the Malaysia International Trade and Exhibition Centre (MITEC). Minister Datuk Ewon Benedick said RM3 million is expected from PADANIAGA business matching activities, while RM1 million is projected from the entrepreneur financing initiative. The event, running from July 30, coincides with the Felda Settlers' Day celebration and the Rural Entrepreneurs Carnival (KUD) under the Mega 3D Carnival (MK3D). 'This is the first time KUSKOP is collaborating with the Ministry of Rural and Regional Development (KKDW) and Felda to organise three large-scale national programmes concurrently,' Ewon said in a statement. He added that the combined effort aims to enhance synergy, particularly for SDSI entrepreneurs, with the carnival expected to attract two million visitors. The SDSI showcase serves as a commercialisation platform, featuring exhibitions and product sales that highlight each district's identity, including food and beverage, health products, handicrafts, and homestays.
