BDPO office patwari among 2 booked for issuing fake NOC
The complaint against them was lodged by Mandeep Jindal and Indrajit Singh, residents of Govind Nagar in New Shimlapuri here.
ASI Balwinder Singh said in their complaint, they told police that a residential colony was built on 35 acres of land in Jagraon's Agwad Gujjar. To get that approved, they applied for a licence from Glada. Letters regarding the issuance of NOC were issued by Glada to various departments.
The complainants told police that after obtaining NOCs from 13 departments, they submitted the same to the office of Glada.
They said they contacted their acquaintance, Mandeep Singh, to get one of the NOCs from the BDPO office in Jagraon, as he works as a patwari in the BDPO office, Ludhiana.
The complainants said they were asked to submit the relevant documents to Patwari Jagtar Singh, posted at the BDPO office in Jagraon. They complied and provided the documents to Patwari Jagtar Singh on his request. Subsequently, the NoC issued by the BDPO of panchayat samiti, Jagraon, regarding their colony was sent to them by Jagtar Singh through their acquaintance.

The ASI said the complainant told the police that they submitted the entire file to the Glada office, following which they Glada issued a project licence. They also submitted the fees, bank guarantee, and other documents sought by Glada. However, BDPO Jagraon later called Indrajit Singh to his office, placed the copy of the NoC in front of him, and claimed that the signature on the NoC was not his.
According to the complainant, the BDPO asserted that the NOC was fake and returned the file submitted by Jagtar Singh Patwari on their behalf.
A letter was also sent to the office of Glada to inform them about the matter. The complainants said when they spoke to Jagtar Singh, he told them that Rachpal Singh Gabaria, an RTI activist, was filing complaints against them and had sent the copy of the NOC to the BDPO office.
The complainant alleged that the accused told them they had to pay a significant amount of money to Rachpal Singh Gabaria, else he would continue to blackmail them by submitting false applications against them. They subsequently lodged a police complaint regarding the matter. TNN

To avenge father's murder, cop hires killer on Instagram. The target: His brother
Finding an Assistant Sub Inspector from Indore in your DMs on Instagram is the last thing a murder accused facing seven criminal cases would expect. But this was going to be a first of many conversations that were allegedly exchanged between the two, with Madhya Pradesh police now stating that the ASI, Bhanu Tomar, orchestrated a revenge killing of his brother by engaging criminal elements – from murder accused to juveniles to those who have escaped juvenile homes. The movie, police said, was to avenge the death of his father, a former inspector. The bad blood between the two brothers, Bhanu and Ajay, dates back to 2017. Police inspector Hanuman Tomar was killed by his son Ajay over a family dispute at their home in Deednagar, Gwalior. Bhanu, who was attacked and survived, received a compassionate appointment as an ASI in Indore after his father's murder. Ajay's imprisonment led to his divorce, and Bhanu sold their ancestral house, sparking disputes over property and money, which were ongoing after Ajay's parole, police said. Ajay, who was sentenced to life imprisonment and was serving his sentence at Gwalior Central Jail, was released on parole on July 14. On July 23, while travelling by car from Shivpuri to Gwalior, he was shot dead by unknown assailants. Bhanu attended the final rites, and the family thought they had buried the hatchet, police said. Shivpuri Superintendent of Police Aman Singh Rathore personally monitored the investigation. 'The initial investigation revealed that the complainant, the vehicle driver Bhagat Singh, had stated that an unknown woman, who had been in contact with Ajay after his parole, had boarded the car at Kathmai Tiraha in Shivpuri on the day of the incident. She asked to stop the car at a secluded spot to use the restroom, after which unknown assailants shot Ajay dead,' Rathore said. A team of police officers, who scoured around 500 CCTVs between Shivpuri and Gwalior, found the woman with two of the accused, identified as Dharmendra Kushwah and Monesh Tomar, in Gwalior. It was Dharmendra who set the alarm bells ringing. 'He was involved in seven serious cases, including murder and attempted murder. In 2011, he killed a man named Pinkad Dada in his locality and was released from jail on January 26 after serving his sentence. He also met Ajay in jail,' a senior police officer told The Indian Express. The woman was identified as a juvenile detainee who had escaped custody in Indore. 'She escaped on July 12 and was also spotted in CCTV footage getting out of a vehicle owned by Bhanu. That's when we found that the ASI might be connected,' said an officer. CCTV footage confirmed Bhanu's car following Ajay's car before the incident, and his phone switched off afterwards, an investigator said. 'Bhanu had arranged for the woman to befriend Ajay… Based on a tip-off, Dharmendra and the girl were apprehended. During interrogation, Dharmendra confessed that after his release from jail, he posted photos on Instagram, and Bhanu made contact. He transferred funds to his account multiple times, and allegedly tasked him with settling scores with Ajay,' the officer said. 'On the day of the incident, the woman, as per the plan, had Ajay stop the car in a secluded area, where Bhanu and Dharmendra arrived in the former's car and allegedly shot Ajay dead. Dharmendra was hired for Rs 1 lakh,' the officer said. 'We think Bhanu is in Bangkok; a look out circular has been served,' the officer said.

Ongoing war against drugs enters final phase: CM Mann in Ludh
1 2 Ludhiana: Punjab chief minister Bhagwant Singh Mann on Monday announced that the state's ongoing 'War Against Drugs' campaign had entered its final phase, with the formation of defence committees in villages and urban wards to eliminate drug trafficking and ensure long-term vigilance. Addressing members of these newly formed committees in Ludhiana, Mann said that the campaign, launched on February, 4, had already gone a long way in breaking the drug supply chain. He expressed gratitude towards people of Punjab for their support. To maintain momentum of the campaign, the government has constituted village and ward defence committees, each comprising 10 to 20 members, based on population. Core members include the sarpanch or ward councillor, a representative from the anti-drug campaign, the BDPO or their representative, and the SHO or their representative. Only individuals with clean records and strong reputation, such as retired Army personnel, teachers, and village elders, will be included. Each committee will be officially notified by the local SDM, and members will receive government-issued ID cards to facilitate communication with authorities. These committees will monitor drug-related activities, assist in rehabilitation efforts, and conduct awareness campaigns through street plays, door-to-door outreach, and school programs. Mann also criticised previous governments for failing to curb drug trafficking, stating that traditional parties were complicit and offered protection to drug dealers. He targeted leaders such as Charanjit Singh Channi, Partap Singh Bajwa, Sukhpal Singh Khaira, Captain Amarinder Singh, and Ravneet Singh Bittu for allegedly supporting a former Akali minister currently jailed on drug charges. Mann claimed new evidence against the minister will be presented in court. In a separate announcement, the chief minister said that after the monsoon season, the government will begin repairing 20,000 km of link roads, calling them Punjab's economic lifelines. The event also saw the distribution of ID cards to defence committee members, with senior officials including health minister Dr Balbir Singh, housing minister Hardeep Singh Mundian, chief secretary K A P Sinha, and Punjab DGP Gaurav Yadav in attendance. Meanwhile, farmer union members staged a black flag protest near the venue, opposing the land pooling policy. Amandeep Singh Lalton, state vice-president of BKU Ekta Dakaunda, said they were stopped from meeting the CM and protested for several hours. He claimed the protesters included those whose land was affected by the scheme. MSID:: 123098046 413 |

3 booked for threatening cop, family
Ludhiana: The PAU police have registered an FIR against three men for allegedly barging into the house of ASI Sukhdeep Singh and threatening him and his family with a gun. The incident occurred nearly two weeks ago, but the complaint was filed on Sunday, prompting police action. The accused have been identified as Lal Singh alias Bobby of Malakpur, Harman of Ayali Khurd, and Bittu of Shimlapuri. They have been booked under multiple sections of the Bharatiya Nyaya Sanhita (BNS), including house trespass, rioting, criminal intimidation, and relevant provisions of the Arms Act. According to Inspector Harshveer Singh, SHO at PAU police station, the accused had no direct enmity with the ASI. The confrontation stemmed from a monetary dispute with the ASI's neighbour, which escalated when the ASI tried to mediate. After the neighbour failed to return the money, the trio allegedly stormed into the ASI's home and issued threats. Police are currently tracking the accused, and preliminary information suggests that one of them may be a proclaimed offender, which is being verified. MSID:: 123097316 413 |
