Qatar Launches 100% Tax Penalty Exemption Initiative

Gulf Insider01-03-2025
Qatar's General Tax Authority has announced a six-month financial penalty exemption initiative, offering businesses a 100 per cent waiver on tax-related fines as part of its commitment to fostering economic growth and strengthening the country's investment environment.
Effective March 1, the initiative is open to companies that meet compliance requirements, including registration on the Dhareeba Tax Portal, updating taxpayer data, and ensuring the timely submission of all tax returns and financial statements.
Participating businesses must also pledge to maintain full tax compliance for the next three years—2026, 2027, and 2028—by adhering to reporting deadlines and paying taxes on time.
Throughout the initiative, eligible businesses may apply for penalty exemptions through the Dhareeba Tax Portal.
Applications will be reviewed case-by-case, with decisions communicated directly through the portal. The initiative aims to ease financial burdens, promote transparency, and enhance tax system efficiency.
Commenting on the program, Khalifa bin Jassim Al Jaham Al Kuwari, President of the General Tax Authority, said, 'The launch of this initiative is part of the General Tax Authority's ongoing commitment to enhancing Qatar's business landscape and strengthening the national economy's competitive edge.
From alleviating financial strain on companies to improving tax system efficiency and fostering sustainable growth, this initiative reinforces Qatar's position as a regional and global investment destination.'
He added that the General Tax Authority is keen to balance tax compliance with corporate support, ensuring fiscal policies align with business needs.
'We encourage all taxpayers to take advantage of this unique and unprecedented opportunity, which provides them with the necessary time to achieve more efficient compliance, further solidifying our collective commitment to building a prosperous economic future for the nation,' he said.
The General Tax Authority has published a comprehensive guideline on its website detailing the initiative's conditions, application process, and eligibility criteria. Taxpayers can also seek assistance through the Authority's call centre or email.

SFDA Suspends European Pharmaceutical Factory Over Critical GMP Violations

The Saudi Food and Drug Authority (SFDA) has suspended the registration of a European pharmaceutical factory following the discovery of serious violations of Good Manufacturing Practices (GMP) during an external inspection. The decision came after SFDA inspectors identified fundamental lapses in the factory's manufacturing procedures and internal quality systems, posing a direct risk to the safety of pharmaceutical products intended for export to Saudi Arabia. The suspension was enacted as a precautionary measure to prevent the distribution of potentially unsafe medicines in the Kingdom. The inspection, conducted under the SFDA's foreign factory oversight program, aligns with international regulatory standards and involved a comprehensive review of the facility's manufacturing operations, quality controls, and distribution protocols. Several European regulatory agencies have since reached out to the SFDA to examine its technical findings and take further actions, reflecting growing international recognition of the SFDA's regulatory rigor and global role in pharmaceutical safety. The Authority stressed that the monitoring of overseas manufacturing sites is a key pillar of its regulatory framework and is carried out independently using scientific and technical data. It reaffirmed its commitment to consumer safety and pledged to continue taking decisive action against any manufacturer found to be in violation of safety protocols.

Qatar Refers 13 Companies to Prosecution Over Tax Evasion

Qatar's General Tax Authority (GTA) has referred 13 companies to the Public Prosecution for alleged tax evasion totalling QR36m ($9.9m) during the first half of 2025. The GTA confirmed the referrals stem from thorough investigations conducted in collaboration with relevant government bodies. The probe uncovered major irregularities, including cases of companies intentionally concealing income to evade taxes. The measure comes as part of the GTA's commitment to the objectives of Qatar National Vision 2030, specifically the pursuit of financial stability through enhanced tax system efficiency and universal adherence to responsibilities by all economic actors. The 13 companies, all legally registered in Qatar, are now subject to legal proceedings under the provisions of Law No. 24 of 2018 — the country's Income Tax Law — which criminalises tax evasion and fraudulent reporting. The GTA reiterated its commitment to fair enforcement and called on all taxpayers to submit accurate and timely tax returns, warning that evasion not only harms the economy but also undermines efforts to create a sustainable and diversified financial system. Tackling tax evasion is a key pillar of Qatar's broader strategy to diversify income sources and support long-term development. By building a resilient financial system, the state aims to fund infrastructure projects, enhance investor confidence, and achieve balanced economic growth. The GTA also stressed the importance of cultivating a culture of voluntary compliance and building public trust in the tax system, to raise compliance rates and reduce the burden of enforcement over time.
