RBI's new regulation? Issues draft norms on Rupee interest rate derivatives; allows non-resident to undertake transactions

(RBI) on Monday released a fresh set of draft regulations aimed at updating the rules for Rupee Interest Rate Derivatives (IRD), in a move designed to bring the regulatory framework in line with evolving market practices and increased participation from non-resident entities.
The current framework, last revised in June 2019, is being overhauled to reflect the changes in the financial landscape, including the introduction of new products and a rise in the non-residents involvement in the market.
'Accordingly, a comprehensive review of the IRD Directions was undertaken, and the draft directions have been prepared to align it with the market and other related developments,' the RBI said while releasing the Draft Master Direction, Reserve Bank of India (Rupee Interest Rate Derivatives) Directions, 2025.
Interest Rate Derivatives refer to financial contracts whose value is based on one or more rupee interest rate, prices of rupee interest rate instruments, or rupee interest rate indices.
Among the proposed changes, the draft allows non-residents to undertake IRD transactions through their central treasuries or group entities, where applicable. However, market-makers must ensure such entities are properly authorised to act on behalf of the end user.
The draft also proposes to simplify existing reporting requirements, aiming to ease the compliance load on market participants. In addition, the apex bank plans to introduce a new mandate requiring the reporting of Rupee IRD transactions carried out globally, in an effort to improve transparency across the market.
The RBI has invited feedback from banks, market participants, and other interested parties on the draft by 7 July 2025.

Bank holidays vary across states, based on national, regional and religious addition to the seven designated holidays, there are also Sunday holidays and two Saturday holidays (on the second and fourth) in July 2025. Here's a snapshot of the significant days when banks in certain states and cities will observe a July 3 - Kharchi PujaBanks will close in Agartala, Tripura in observation of Kharchi Puja, one of the largest Hindu festivals in Tripura. Stocks to buy: The Indian stock market has defied multiple hurdles to stage a sharp comeback in the first half of the calendar year 2025 after a tumultuous end to the last one. Trade war, India-Pakistan conflict, Iran-Israel war and earnings slowdown emerged as several headwinds which Nifty 50 overcame to record a nearly 8% jump in the first half of 2025 (H1 CY25). Going ahead, analysts remain hopeful about the Nifty 50's outlook and expect the index to hit new highs in H2 CY25. "On the fundamental front, the market is buoyed by expectations of strong Q1 FY26 earnings, continued policy support from the RBI, and pro-growth initiatives by the government. Patel, Senior Manager of Equity Research, Anand Rathi Voltas has recently broken out of a month-long consolidation phase, supported by a noticeable increase in volume—indicating strong accumulation interest. What makes this development technically significant is the Inside Value relationship formed during the consolidation, as the price action remained confined within the R3–S3 zone of the monthly Camarilla pivots. This structure, where the current month's pivots lie within the previous month's range, often precedes a powerful directional breakout. Strengthening the bullish outlook, the daily RSI has consistently remained above the 50 level and is currently positioned at 56, reflecting a build-up in momentum. Meta has hit back at OpenAI CEO Sam Altman for alleging that the Mark Zuckerberg-led company is offering $100 million compensation packages to poach AI researchers. During an all-hands company meeting last week, Meta CTO Andrew Bosworth debunked Mr Altman's claim that Meta was paying "$100 million signing bonuses" and "more than that" in compensation to recruit OpenAI workers on its AI superintelligence team, according to The Verge. "Sam is just being dishonest here," Mr Bosworth, 43, claimed during the meeting. "He implies we are doing this action for everyone. You see, the market is booming. It's not really hot." Mr Altman recently expressed his happiness that none of OpenAI's "best people" decided to join Meta. During an appearance on the Uncapped podcast last week, Mr Altman further stoked controversy, claiming Meta "started making giant offers to a lot of people on our team." "You know, like $100 million signing bonuses, more than that (in) compensation per year," he claimed. Meta has acquired the services of former GitHub CEO Nat Friedman and Daniel Gross, the CEO of Safe Superintelligence, a $32 billion AI business. Trapit Bansal, a key AI researcher who has worked with OpenAI since 2022 and helped develop the company's initial AI reasoning model, reportedly departed the company for Meta on Thursday, according to TechCrunch.
