Teachers' unions slam KSHEC vice-chairperson Rajan Gurukkal's remarks on the administrative deadlock at Kerala University
Prof. Gurukkal, during a recent interview with The Hindu, had emphasised the role of the Vice-Chancellor as the sole executive and academic head of the university. He also faulted the Syndicate for the existing administrative impasse that has affected the institution's functioning.
In their joint statement, All Kerala Private College Teachers' Association (AKPCTA), the Association of Kerala Government College Teachers (AKGCT) and the Federation of University Teachers' Associations (FUTA) accused Prof. Gurukkal of undermining the democratic ethos enshrined in the Kerala University Act by seemingly endorsing a top-down administrative model in university governance.
'Kerala's universities are not centres of autocracy, but democratic institutions rooted in the renaissance legacy of social justice and collective decision-making,' the statement read.
The organisations also took umbrage at Prof. Gurukkal's perceived silence on the alleged misuse of powers by a temporary V-C who has been purportedly acting in violation of university statutes.
According to the unions, the V-C's recent actions of bypassing the Syndicate and other statutory bodies and issuing unilateral orders violate not only the letter, but the spirit of the University Act. Clause 10(13), which allows the V-C to act independently only under extraordinary circumstances, is being misused, they claim.
The joint statement accuses the V-C of showing intolerance towards student democratic bodies and pursuing an administrative agenda that aligns with right-wing interests. It warns that such actions, if unopposed, will lead to the erosion of academic freedom and institutional integrity.
The unions also refuted Prof. Gurukkal's assertion that the V-C's approval is needed to implement Syndicate decisions. 'Chapter 6, Clause 2 of the Kerala University Statute allows the Syndicate to convene even in the V-C's absence. The V-C can chair the Syndicate and cast a vote if necessary, but they do not have veto power. The notion that Syndicate decisions require the V-C's approval is a serious legal violation. The High Court has ruled that such power is not granted under the University Act.'

He pointed out that while the apex court allowed the governor to appoint new interim VCs or reappoint former ones, it clearly stated that such appointments must follow the provisions of the University Act and related rules. Disquiet continues at Kerala University as V-C dissolves meeting over Registrar's presence
The power struggle at Kerala University raged on after Vice-Chancellor in-charge Mohanan Kunnummal abruptly dissolved a crucial meeting on Friday (August 1, 2025), citing objections to the presence of Registrar K.S. Anil Kumar, whose suspension remains a bone of contention. The online meeting was convened to discuss the utilisation of ₹100 crore allocation under the Centre's PM-USHA scheme. While the meeting was originally intended to be attended by members of the Board of Governors constituted for project implementation, the presence of others including Dr. Kumar and Syndicate members J.S. Shijukhan and R. Rajesh angered the Vice-Chancellor. While they refused to exit the virtual meeting on being asked, Dr. Kunnummal called off the proceedings. Sources said a heated argument broke out between the Vice-Chancellor and the Syndicate members, causing further disruption. Following the incident, the Vice-Chancellor issued a directive stating that the Syndicate hall be opened only during official committee meetings. He barred 'unauthorised entry' into the room by Syndicate members. He also instructed the staff to lock and secure the hall. Earlier, Left-backed Syndicate members reportedly engaged in an argument with a section of employees after the former summoned a few staff to the Syndicate room, questioning their compliance with the Vice-Chancellor's directive to restrict digital file access for the Registrar. This prompted the members of the Congress-backed university staff union to enter the Syndicate room in protest. They also alleged that the Syndicate members used inappropriate language towards the staff.

Cancel tenders awarded to companies yet to commence work under PM KUSUM-C scheme, says CESC MD
Chamundeshwari Electricity Supply Corporation (CESC) Managing Director K.M. Munigopal Raju directed officials to cancel tenders awarded to companies under the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyaan-C (PM KUSUM-C) scheme which have not yet commenced works despite an approaching deadline. He was speaking at a progress review meeting of the scheme with senior officials of CESC, here on Friday. The PM KUSUM envisages provision of energy and water security to farmers, and component C of the scheme enables solarisation of grid-connected agriculture pumps which assures day-time power to farmers. Mr. Raju said that even if the tenders awarded to companies yet to start works have already received the Power Purchase Agreements (PPAs), they should be cancelled and fresh ones be invited. The progress review covered the ongoing works and performances of all agencies which were awarded the tender and the contract to implement the PM KUSUM-C scheme across five districts under the jurisdiction of the CESC. The CESC Managing Director said that a detailed discussion on the PM KUSUM-C scheme was held in a meeting chaired by the Energy Minister, and August 20 has been fixed as the deadline for the commencement of work. Mr. Raju stated that there were directions from the Energy Minister that notices be issued to erring agencies who have delayed the commencement of work despite receiving the PPAs. Agencies that have secured the tender must identify suitable land and begin work without delay and CESC officials must follow up the process with a sense of urgency, he added. 'CESC has set a target of generating at least 5 MW of electricity within three months through KUSUM-C. However, it is disappointing that several agencies have not commenced work despite obtaining PPAs months ago. These agencies must take the matter seriously and begin implementation. If problems such as land availability cannot be resolved, their tenders will be withdrawn,' warned Mr. Raju. He pointed out that government land may not be available at all locations for the implementation of the KUSUM-C scheme and said that in such areas, private land should be procured and work should commence. In places where it is difficult to get the required extent of land, work should begin based on the available area, and the CESC Executive Engineers and staff below them should help identify the land at the local places and help expedite the process for effective implementation of the project, said Mr. Raju. The meeting was attended by CESC Technical Director D.J. Divakar, Mysuru Zone Chief Engineer Mrutyunjaya, Hassan Zone Chief Engineer Harish, and CESC General Manager for IT and MIS Ramaswamy, among others.
