Auto Theft Claims Rise in Alberta, Deepening Strain on Insurance Market: IBC Urges Action

EDMONTON, AB, July 3, 2025 /CNW/ - Newly released data from Insurance Bureau of Canada (IBC) shows that the cost of auto theft continued to climb last year and is up dramatically over the past three years in Alberta. Auto theft claims costs were $110.3 million in 2024 compared to $67.0 million in 2021, an increase of 65%. The two cities hit hardest are Calgary and Edmonton, which saw auto theft claims cost increases of 81% and 79% between 2021 and 2024. Looking at the longer-term trend, since 2014, auto theft costs across the province have risen by 161%. "The auto theft crisis persists in Alberta at a time when the province's auto insurance system is already under tremendous strain from tariffs, inflation, growing legal costs, and rising vehicle repair and replacement costs," said Aaron Sutherland, Vice-President, Pacific and Western, IBC. "The provincial government took an important step last fall when announcing significant auto insurance reforms. But much more is needed, including more measures to curb auto theft." Auto theft disrupts lives and creates fear in communities across the province, with the province's city centres being hit the hardest. Top Five Alberta Cities by Increase in Auto Theft Claims Costs, 2021 to 2024 The Alberta government has begun to take steps to address the auto theft issue, including only allowing people with an Alberta driver's licence or ID to register a vehicle for someone else. This is a positive early step, but it is not enough. Alberta's auto insurers urge the Alberta government to take the following actions: Prohibit the vehicle information number (VIN) override function at registries. Currently, registry agents can override the VIN input system and enter an invalid or unconfirmed VIN, making it simple to change vehicle information for the purpose of fraud or theft. Alberta has seen an increase in reVINed vehicles and vehicles stolen for export, according to the 2024 Auto Theft Trend Report from Équité Association, a not-for-profit organization that helps insurers fight fraud. Update and standardize vehicle bills of sale. Updating policies to standardize vehicle bills of sale would make it more difficult to sell stolen or reVINed vehicles. Restrict third-party vehicle registrations to dealerships. The greater the number of people who can register a vehicle, the greater the fraud risk. Restricting this to licensed dealers helps prevent stolen or reVINed vehicles from entering the system. Implement an Insurance Validation Program (IVP). This would let law enforcement and provincial auto registries instantly confirm that a vehicle has active insurance, deterring uninsured driving. "Addressing the auto theft crisis requires urgent action on multiple fronts," said Sutherland. "By working together with governments, law enforcement, and other stakeholders, we can help ensure that Alberta's drivers are better protected against the scourge of auto theft." The rate cap aggravates the problem As auto theft and other pressures climb, the cost of providing auto insurance continues to grow, yet for the past three years, Alberta has frozen or capped auto insurance rates below the cost of providing coverage – the longest period of government interference in auto insurance in Canadian history. With premiums no longer reflecting the cost of providing auto insurance coverage, Alberta auto insurers paid out $1.17 in claims and expenses for every $1 they earned in premiums in 2024. This is not sustainable and, as Alberta auto insurance is becoming financially untenable, insurers have been forced to restrict the sale of coverage leaving many drivers facing challenges securing the coverage they need. Unless rates are permitted to reflect the actual cost of coverage, the ability of the Care-First model to deliver improved premiums will be placed in jeopardy. A new report from consulting firm MNP also found that the government's intention to maintain the ability to sue in Alberta's Care-First auto insurance model could add up to $136 to required premiums annually, further calling into question whether there will be any savings when the new system comes into place January 1, 2027. ("Blue Sky"), a privately held Canadian company founded in 2017 and a pioneer in industrial hemp whole plant utilization, has sold its hemp-based food division to Fresh Hemp Foods, a major hemp food company, for an undisclosed amount. "Thanks to a differentiated strategy and disciplined execution, Blue Sky has delivered two consecutive years of positive EBITDA and net earnings—an uncommon achievement in this sector," said CEO Andrew Potter. "After strong growth in both our food and cannabis divisions, we reached a strategic crossroads. With limited physical space and capital, we concluded that monetizing our successful hemp food business would allow us to better scale our cannabis operations and drive long-term shareholder value." Proceeds from the sale will be used to accelerate expansion of Blue Sky's contract manufacturing services—including vape pens, pre-rolls, and softgels—building on its strong foundation in topicals and oils. The company is also on track to complete EU-GMP certification, unlocking new global opportunities for bulk extracts and finished products. New electricity generation projects will help meet customers' growing energy needs and support economic development KELOWNA, BC, July 3, 2025 /CNW/ - FortisBC Inc. (FortisBC) is planning to launch a call for power later this year as the next step to its Request for Expressions of Interest (RFEOI) issued in 2024, to support economic growth and help meet customers' growing electricity needs in communities across the Southern Interior region. The call for power will be conducted by way of an invitation-only competitive process, with organizations that were selected through the RFEOI process being invited to participate. This initial call for power is one of the next steps in FortisBC's work to expand its electricity system and increase power generation in the region by working with companies that can deliver local power and Indigenous communities in the Southern Interior. "By supporting local power projects and working with Indigenous organizations, we can expand electricity generation to ensure homes and businesses in the Southern Interior have the energy they need." said Joe Mazza, vice president of energy supply and resource development. "This call for power is an important step in delivering safe, reliable and affordable energy—driving economic development and strengthening communities for the future." In 2024, FortisBC issued an RFEOI for new power to identify projects from lower carbon and renewable 1 sources in British Columbia that could add up to 1,100 gigawatt hours (GWh) of energy supply for its approximately 190,000 electricity customers by 2030. Through the RFEOI, FortisBC received more than 80 submissions representing about 20,000 GWh of electricity. The call for power is the next step in FortisBC's work to increase power generation in the region and includes two key components. Firstly, FortisBC recognizes the importance of economic reconciliation and projects must have a minimum of 25 per cent Indigenous equity ownership. Therefore, it is seeking submissions with comprehensive Indigenous participation plans. Secondly, in the call for power, FortisBC will focus on wind projects that can directly connect to its electricity system in the Southern Interior and provide energy in winter months when customer demand for power is highest. This targeted competitive procurement process will enable FortisBC to focus on projects that align closely with its strategic objectives of acquiring energy to address its immediate needs to meet high demand for electricity during the coldest days of the year. FortisBC may issue additional calls for power in the future. The Government of British Columbia recently passed legislation to modernize permitting and regulation of renewable energy projects. The new legislation establishes the BC Energy Regulator as the single window for permitting renewable energy projects in accordance with strict environmental standards. This legislation and upcoming regulations could help bring more power to FortisBC's customers faster. "FortisBC's upcoming call for power is great news for British Columbia as we build our supply of clean energy to drive our economy forward," said Adrian Dix, Minister of Energy and Climate Solutions. "With a focus on wind projects in the Okanagan region and a requirement for Indigenous participation, the call for power will increase B.C.'s supply of renewable electricity to serve growing communities and businesses in the Southern Interior, create local jobs and investment, and generate important opportunities for Indigenous communities."
