The Visakhapatnam Metropolitan Region Development Authority (VMRDA) is set to undertake a massive land acquisition exercise as per the government's directives and NITI Aayog's Growth Hub Strategy. The aim is to transform Visakhapatnam into a 'Bay City or Miami of the East'.
The Municipal Administration and Urban Development (MA&UD) department has authorised the VMRDA to implement a Land Acquisition Scheme (LPS) for acquiring 1,941.19 acres. This includes 1132.09 acres in Visakhapatnam, Vizianagaram (25.41 acres) and Anakapalli (783.69 acres).
Keeping in view the Visakhapatnam Economic Region (VER) plan, this land pooling will enable two key urban sprawls, Vizag 2.0 (210 sq. km) and Vizag Bay City (40 sq. km), to be developed as brownfield projects to accommodate future urban and economic growth in a structured and sustainable manner.
The approved land pooling model, guided by the VMRDA's Land Pooling Scheme Rules, 2016, is designed as a debt-free financing method. Landowners voluntarily provide land and in return, a portion of the developed plots is allotted to them. VMRDA will monetise the remaining land to fund infrastructure development. This approach avoids huge acquisition costs and fosters public-private collaboration in urban planning.
The scheme will also pool public and private lands near strategic corridors like the Anakapalli-Bhogapuram Highway. In addition, regularisation of eligible encroached lands will be undertaken, with the RDOs of the respective districts being appointed as the implementing officers.
The Visakhapatnam regional economy is expected to grow from $54 billion to $135 billion by 2032. To support these developments, the government is investing in comprehensive infrastructure, including the Vizag Metro Rail phases 1 and 2, scheduled to be completed between 2028 and 2030. The project will connect IT corridors and the Bhogapuram International Airport (second phase).
'Land pooling serves as a non-debt capital mobilisation tool, allowing VMRDA to create a land bank of developed plots from pooled lands and to monetize developed plots to fund major infrastructure projects such as metro rail, roads, utilities. Ensure cost-effective urban development by avoiding large-scale upfront land acquisition costs. Ultimately, it will take forward Vizag 2.0 and Vizag Bay City concepts into reality,' a VMRDA official told The Hindu on condition of anonymity.

Reports of potential downsides from the rollout of 20 per cent ethanol-blended fuel (E20), are sweeping through India's consumer base, stirring doubts about its readiness for the road and impact and auto engines. From fears of engine damage to worries about fuel efficiency, the transition to E20 has triggered widespread debate over whether the benefits outweigh the costs. Here's a breakdown of what the E5, E10, and E20 labels mean and how they affect your vehicles. What's the latest According to a release by the Ministry of Petroleum & Natural Gas on March 20, India achieved the 20 per cent ethanol blending target (E20) around five years ahead of schedule, initially set for 2030. Similar to E20, the target of 10 per cent ethanol blending in petrol was achieved in June 2022, five months ahead of the target during Ethanol Supply Year (ESY) 2021-22. Since June, ethanol blending gradually increased to 12.06 per cent in ESY 2022-23, 14.60 per cent in ESY 2023-24 and 17.98 per cent in ESY 2024-25 by February 28. So far, no decision has been taken by the government to increase ethanol blending beyond 20 per cent. In January, Petroleum Minister Hardeep Singh Puri said that E20 fuel was available at more than 9,300 stations in India. The government was on track to cover the entire country by 2025, he said. To boost the adoption of E20 fuel, Prime Minister Narendra Modi had launched it in 84 retail outlets of oil marketing companies across 11 states and union territories in 2023. What the labels mean The labels – E5, E10, and E20 – represent blends of ethanol with petrol or gasoline. The numerals indicate the percentage of ethanol blended in the fuel. E5 = 5% ethanol + 95% petrol E10 = 10% ethanol + 90% petrol E20 = 20% ethanol + 80% petrol Why is ethanol added to petrol? Ethanol is an alcohol-based fuel, usually made from sugarcane, corn, or grains. Mixing ethanol with petrol can help reduce oil imports, cut CO2 emissions, and support farmers through increased demand for crops like sugarcane. It reportedly helps reduce waste, as ethanol is not just made from sugarcane, but also from surplus rice, maize, damaged food grains, and agricultural residues. A Niti Aayog study on life cycle emissions of ethanol assessed that Greenhouse Gas (GHG) emissions in the case of sugarcane and maize-based ethanol are 50-65 per cent lower than petrol. E20 blending helped India reduce emissions by 700 lakh tonnes. On Monday, the Petroleum Ministry listed the benefits of E20 fuel while also addressing the concerns regarding its adoption in a lengthy post on X. 'The E20 blending significantly strengthens India's energy security by reducing dependence on crude oil imports. Since FY15, India has saved over ₹1.40 trillion in foreign exchange through petrol substitution,' the ministry said. The ministry added that ethanol blending is also supporting the rural economy. Payments of over ₹1.20 trillion were made to farmers, thereby creating income and employment opportunities in the agricultural and biofuel sectors. Is it safe for your vehicle? Several reports claiming that the use of E20 fuel reduces the vehicle's mileage were being circulated in the media. According to a survey by LocalCircles released on Tuesday, two in three vehicle owners with a vehicle that was purchased in 2022 or earlier opposed the government's E20 petrol mandate. They said that their vehicle's fuel mileage had reduced in 2025. However, the petroleum ministry called these reports 'largely unfounded and not supported by scientific evidence or expert analysis.' Explaining that ethanol is lower in energy density than petrol, the ministry said that there is only a marginal decrease in mileage. The decline is estimated at 1–2 per cent for four-wheelers designed for E10 and calibrated for E20, and around 3–6 per cent in vehicles, the ministry added. It further mentioned that this marginal drop can be further minimised through improved engine tuning and the use of E20-compatible materials. Most of the leading automobile manufacturers have already adopted E20-compatible materials. The Society of Indian Automobile Manufacturers has confirmed that E20-compliant vehicles began rolling out from April 2023. Ride quality and vehicle performance According to the Ministry of Petroleum, ethanol has a higher octane number (108.5 approx) than petrol (84.4 approx). High-octane fuels (95 RON approx) are better suited for modern, high-compression engines, which results in a smoother and more powerful drive. Vehicles tuned for E20 fuel can deliver even better performance, thanks to the increased octane content. Ethanol also has a higher heat of vaporisation, which cools the engine's intake system. This improves the air-fuel mix, making the engine more efficient. What BIS requires? Bureau of Indian Standards (BIS), the national standards body of India, has set formal mandates for ethanol-blended petrol. While IS 15464 (2022) covers the requirements for anhydrous ethanol, the pure ethanol used in blends, IS 17021(2018) specifies the quality and testing criteria for E20 fuel used in spark-ignition engines. Under the mandate, oil marketing companies need to ensure that the ethanol is homogeneously blended at 19–20 per cent volume. Regular ethanol-content checks via the BIS-mandated water-extraction method need to be done. What you'll see at the fuel pumps E20 dispensers have display labels like 'E20' along with RON (octane) value, and BIS certification mark. Oil marketing companies declare ethanol content compliance and blending quality visibly on pump signage. If ethanol falls outside acceptable limits (per company lab tests), sales must be stopped until corrected. What should consumers look for?

The NITI Aayog is conducting an 'evaluation study' of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), the Government informed Lok Sabha on Tuesday, even as the Ministry of Rural Development has circulated a proposal seeking approval for the scheme's continuation and an outlay for Rs 5.23 lakh crore till 2029-30, a period that coincides with the next Finance Commission (16th) cycle. The proposal seeks the approval of the Ministry of Finance's Expenditure Finance Committee (EFC). The 'evaluation study' by the Government's premier public policy think tank is crucial for getting EFC approval, said a source. The Ministry of Finance has told all ministries and departments that no centrally sponsored scheme or central sector scheme will be considered for continuation beyond March 31, 2026, without a third-party evaluation. Sources say the EFC approval and appraisal are part of a central exercise to evaluate and approve the Government's schemes for the next Finance Commission cycle. In a written reply to a question asked by Communist Party of India (Marxist-Leninist) Liberation member Sudama Prasad, Union Minister of State of Rural Development Kamlesh Paswan informed the House that the Development, Monitoring and Evaluation Office (DMEO), NITI Aayog, has recently taken up an 'evaluation study' of the MGNREGS. The last time the NITI Aayog had conducted an 'evaluation study' of the MGNREGS was in 2019-20. It had also evaluated five other schemes. 'The study focused on the effectiveness, efficiency, impact, and sustainability of these schemes, including the Mahatma Gandhi NREGS, to gauge their overall contribution to the national rural economy,' Paswan said. Paswan also shared details of internal audits and review of the MGNREGS conducted in recent years. 'The Internal Audit Wing (IAW) under the Office of the Chief Controller of Accounts (CCA) has been conducting Risk-Based Internal Audits of MGNREGS implementation in states since FY 2013-14…Risk Based Internal Audits of Mahatma Gandhi NREGS have been conducted in 225 districts of 30 states/UTs since 2013-14,' the Union minister stated. 'Further, Amarjeet Sinha Committee was constituted in 2021 to examine various factors affecting demand for wage employment in the rural sector in different parts of country and to study/analyze the trends of expenditure across States under Mahatma Gandhi NREGS along with reasons for inter-state variations with specific focus on governance issues. The report of the Committee has since been received and some of the recommendations have been identified for appropriate action,' he further said. 'In addition to this, Development, Monitoring and Evaluation Office (DMEO), NITI Aayog also has recently taken up an Evaluation Study of Mahatma Gandhi NREGS,' Paswan added. The MGNREGS is backed by law and therefore the EFC approval is just a formality. The MGNREGS was launched in 200 most backward rural districts of the country in 2006-07, was extended to an additional 130 districts during 2007-08, and to the entire country from the financial year 2008-09. The scheme saw a spike in demand for work during 2020-21, when a record 7.55-crore rural families availed of the scheme in the wake of Covid outbreak. The scheme became a safety net for migrants who returned to their villages during the Covid lockdown in 2020. However, since then the number of families that worked under the MGNREGS has gradually come down—7.25 crore in 2021-22, 6.18 crore in 2022-23, 5.99 crore in 2023-24, and 5.79 crore in 2024-25. The scheme has been suspended in West Bengal since March 2022. India's EV adoption slower than US, EU, China: NITI Aayog report

Adoption of electric vehicles in India has been increasing, but the pace is slower than what is in some of the leading markets like the US, EU and China. In India, electric vehicles made up only 7.6 per cent of the country's total vehicle sales in 2024, which put the pace of growth well short of the 30 per cent goal the country is aiming to achieve by 2030. While there has been notable progress in electric two-wheelers and three-wheelers, penetration of EVs in buses, cars and long-haul truck segments remains sluggish. To emphasise these untapped segments, India needs a national EV policy, believes NITI Aayog. NITI Aayog has called for stricter regulations to mandate EV adoption across public fleets and the electrification of 100 per cent urban transport in five pilot cities in India. A report by the think tank, titled "Electric Vehicles in India: Unlocking a USD 200 Billion Opportunity," has outlined an ambitious roadmap to boost the adoption of electric vehicles in the country. The report identifies key challenges and proposes bold mandates to achieve the target of 30 per cent EV sales by 2030. It also proposed strategic investments and regulatory reforms to accelerate the transition. India is far behind its peers in EV transition The report states that India's EV sales grew from just 50,000 units in 2016 to over 28 lakh units in 2024, as against global EV sales having risen from 918,000 units in 2016 to 18.78 million units in 2024. India has progressed to only about 7.6 per cent of the sales in 2024 being electric, which is far behind its target of 30 per cent by 2030. The report also noted that India has taken nearly 10 years to reach a penetration level of 7.6 per cent and now needs to increase this share by over 22 per cent in the next five years alone. "India is doing well with electric two-wheelers and electric three-wheelers. With regard to electric buses, it has made some progress, but with electric cars, it has been slow. Long-haul electric trucks have virtually not taken off," it further added. India's EV transition: Way forward The report outlines multiple policy shifts and calls for a transition from incentives to mandates for zero-emission vehicle (ZEV) adoption. The report focused on the electrification of urban fleets of buses, para-transit, and freight vehicles in five cities to create a demonstrable impact. The report has proposed the establishment of a pooled fund with multilateral support to reduce capital cost barriers for electric buses and electric trucks. Also, the development of a robust EV charging infrastructure along 20 high-density freight corridors, as well as a nationwide unified EV charging app for ease of access and payment, are among the proposals mentioned in the report. NITI Aayog has proposed a progressive plan that includes disincentives for internal combustion engine (ICE) vehicles, tighter Corporate Average Fuel Efficiency (CAFE) norms, and regulatory support for battery leasing and EV power lines (EVPL). A special focus is placed on enabling small operators, who form the majority of bus and truck owners in India, through priority sector lending and risk-mitigation mechanisms. The report notes that India's vehicular landscape is dominated by two-wheelers and small fleet owners, unlike Western countries, where private cars are the norm. The need for shorter travel distances and lower-cost mobility solutions makes India's EV trajectory distinct, warranting a saturation-based approach rather than nationwide distribution, stated the report. It said that while India fares reasonably well in charger availability, one charger for 14 electric cars, utilisation of those remains low due to poor location planning, land access issues, and lack of consumer awareness. To overcome this challenge, the report has recommended setting up a nodal agency in each state of the country, in order to streamline charging infrastructure rollouts. NITI Aayog calls for a national EV transition policy The report emphasised an immediate action plan to kickstart the EV transition momentum. NITI Aayog has recommended that there should be a national EV transition policy with clear timelines. Stricter regulations to mandate EV adoption across public fleets and the electrification of 100 per cent urban transport in five pilot cities have been proposed. It also stated that there is a need to operationalise a blended finance fund for affordable EV loans and form an inter-ministerial task force to resolve regulatory bottlenecks.
