How Covid changed the way Britain works and plays

Jessica (not her real name) is facing up to the reality of juggling work and childcare for the first time. After having a baby during the pandemic, the data analyst from the north of England is now expected to spend 40% of her working week in the office, a rule enforced by her employer since January.
'I'm struggling with the requirements for office time and it's meaning I have much less free time and am feeling constantly stressed,' she said. 'The reality is that I'd need to leave my job if I had to be in the office full-time.'
Despite working part-time, combining a long commute with nursery drop-off and pickup is proving tricky, especially as her husband's job is not flexible.
Even though her manager is pleased with her performance, he is unable to change what he considers a 'stupid policy', which Jessica views as 'an arbitrary rule imposed by senior leaders who have very different roles'.
Over the past few years, Jessica and millions of other office-based workers like her have benefited from the post-pandemic rise in home working, and are now grappling with employers' enforcement of office attendance or fresh return-to-office mandates.
When the first lockdown was called in March 2020, millions of office-based workers were hurriedly packed off home with their laptops, from where they would spend much of the next year carrying out their roles from their kitchen tables, spare bedrooms or even garden sheds.
This may not have done wonders for workers' backs (ONS data charts a big rise in the number of people found unfit for work because of neck and back injuries), yet for many the temporary measure has proved permanent.
Many employers saw the proof that staff could work efficiently from home; productivity remained the same, or even increased at some organisations. Meanwhile, workers got a taste of life without the commute, enjoying more time for family or hobbies and a better work-life balance.
While remote working is not possible for all professions – prompting warnings from analysts that Britain is splitting into a two-tier workforce – professionals who are able to carry out their jobs remotely for some of the week have come to regard this as a right rather than a perk.
'Pre-Covid, people were at their wits' end,' said Christine Armstrong, a researcher in the future of work. 'In the last 20 years, office days have expanded, with laptops, BlackBerrys, mobiles, conference calls at 10 o'clock at night with international colleagues.'
Enforced home working 'showed people there was an alternative', she said. 'In almost every group of workers if there is the ability to have some flexibility they are keen to have it. Obviously it suits working parents, and particularly working dads.'
Once the lockdowns were lifted, the vast majority of organisations settled in to a hybrid model – with the working week split between the office and home, or another location.
While the proportion of people working only from home has dropped from its lockdown peak – 37% in February 2021 to a third of that figure in late 2024 – the proportion of people hybrid working has remained relatively stable at 28%.
Hybrid working is now more common for certain groups, including people with higher qualifications, those working as managers or professionals, parents, and people aged over 30.
Research by the commercial property analytics company CoStar found that in the early months of 2020, offices were as full as they had been in more than a decade, with 4.5% of office space vacant. By winter 2024, this number had nearly doubled to 8.6%. The highest rate of vacancies is in London and Scotland, where 10% of office space is empty, according to the report.
The 'working from home debate' seemed settled: the future was hybrid. Then, last summer, came a flurry of return-to-office mandates from a string of large corporates including Asda, BT and KPMG. Amazon went one step further and hauled staff back to their desks five days a week.
This sparked enormous tension in the workforce, said Armstrong, as the bosses calling for office attendance stressed how cooperation and collaboration was fostered by bringing teams together under one roof.
So far, a refusal to return to the office has not faced many legal tests, and few analysts expect employers to fire reliable workers over the issue. In the race for talent, recruiters report that those employers demanding higher office attendance receive fewer candidates for vacancies, or have to pay a premium.
The balance of power between leaders and their staff may, however, shift further under Labour's employment rights bill, which could make flexible working the default option for workers from day one on the job.
For many workers, less frequent office working equals less money spent on commuting, which became vital for some during the cost of living crisis that followed the pandemic.
However, cheaper fares don't appear to hold the key to enticing more workers back to their desks. Transport for London's 2024 trial of charging off-peak only fares all day on Fridays across London Underground and other rail lines was deemed to have made no noticeable difference. TfL wanted to know if cheaper tickets would boost passenger numbers – and the capital's economy – after the Friday morning rush-hour had remained stubbornly quieter than other weekdays since Covid.
Office workers' desire to bookend a 'core' week in the office – Tuesdays, Wednesdays and Thursdays – with home working on either side has also had an impact on city centre pubs, bars and restaurants.
Walk past many central hospitality venues on a Thursday evening, and it's clear the traditional Friday night drink with colleagues, once the entry to the weekend, has been swapped for a Thursday post-office get-together before the final commute home of the week.
'Something really dramatic happened to change consumer behaviour during Covid in a way that I have never seen in the last 30 years, and a big part of it was the ability to work from home,' said entrepreneur Sarah Willingham, who previously owned the Bombay Bicycle Club chain of Indian restaurants.
She launched her latest venture, the Nightcap hospitality group – owner of bar chains including The Cocktail Club and Dirty Martini, as well as Brighton's i360 tower – during the pandemic, and has witnessed the ensuing 'revolution' in how customers socialise.
'We can see it in the bars, Thursday night is much bigger than it used to be, but Friday night is still bigger,' she said, adding this was particularly evident at City of London venues.
Another unexpected Covid hangover for hospitality is customers' desire to reserve a table in advance, Willingham said, rather than spontaneously turning up at a venue.
While eating and drinking with friends remains as popular as it was before the pandemic, smaller numbers of people are hitting the dancefloor. The final song has been played at hundreds of nightclubs over the past decade, leaving 831 venues across Great Britain in September 2024, almost 1,000 fewer than in 2013. The pandemic sped up their decline, causing more than a third of Britain's clubs to fall silent, the Night Time Industries Association has said – although recent figures suggest the picture could be improving, with 14 cities seeing an increase in numbers between December 2023 and December 2024.
More than 17,000 of the UK's licensed venues, including pubs, restaurants and hotels, were unable to survive the months of enforced closure, or the subsequent repayment of Covid-era loans, closing their doors for good during the five years after December 2019, according to analysts CGA via NIQ for their hospitality market monitor. The number of new venues being opened each year has not yet returned to pre-pandemic levels.
The hospitality sector was 'devastated' by Covid, according to Kate Nicholls, chief executive of the trade body UKHospitality, and has fought hard to meet its customers' changing needs.
Throughout the tumult of the past few years, consumers' desire to socialise with colleagues or friends has not diminished. 'But hospitality has had to adapt to changing working patterns and consumer behaviour to ensure it is delivering for the public, who still list eating and drinking out as one of their priorities,' she said.

Doctors have been handed the biggest pay rises of any profession since 2017, according to official data, as Britain braces for five days of strikes in a row over pay. Figures published by the Office for National Statistics (ONS) showed doctors have benefited from pay rises of 91pc over the past eight years, a real-terms increase of 41pc when adjusting for inflation. The average advertised salary for a medical practitioner was £99,500 in May, up from £52,000 in January 2017. After adjusting for inflation, this represents a £21,400 real terms increase. The figures, which were compiled by tracking median salaries in online job adverts, show that no group of workers has seen bigger pay rises than medical practitioners. It comes as junior doctors are poised to walk out over five days from next week, with unions demanding a 29pc pay rise. The ONS data shows doctors' advertised wages have grown twice as fast as those earned by cleaners, which saw the second-largest increase by profession over the period. Cleaners are on average offered 21pc more than eight years ago in real terms, boosted by big increases to the national minimum wage. The ONS data includes 105 occupations, of which only 25 had higher advertised salaries than in 2017 after inflation. Pilots and printers miss out The figures underline tensions as doctors are pushing for another major pay increase after receiving a 22pc boost last year, at a time when big tax rises are looming. In contrast, the median advertised salary in the UK was £33,000 in May, scarcely up from £29,100 over the same period. Once adjusting for inflation, this represents a 16pc fall in real terms – equivalent to £4,760. Patients are bracing for cancellations and delays from next week unless Wes Streeting, the Health Secretary, can avert strikes in negotiations with unions. Hospital bosses have warned the strikes will cause 'absolute chaos', with reports of previous walkouts being linked with five deaths in 2023 and 2024. It is understood Mr Streeting is exploring writing off student debt to avert up to 50,000 medics going on strike. The figures published by the ONS show that the vast majority of occupations offer lower advertised average wages now than in 2017 after inflation – making doctors significant outliers. Among the biggest losers are pilots, logistics managers and printers. Likewise, architects, IT technicians and project managers command far lower salaries in today's market - with median advertised pay a fifth lower after inflation. While the data only includes job postings that specify salary bands, it comes after a decade and a half of poor pay growth following the financial crisis. The biggest relative winners are mostly found in occupations boosted by inflation-beating jumps in the minimum wage and worker shortages. They include traffic wardens, labourers and forklift drivers. Tax rises on the horizon Demands from doctors for pay rises well above the 5.4pc they have been offered come against a backdrop of a shrinking economy, struggling jobs market and tight public finances. Hiring has been falling for three years straight, with Deutsche Bank warning 'hiring plans are near a standstill.' The latest figures published this week meanwhile show unemployment at a four-year high of 4.7pc. Polling by YouGov shows only a third of the public are behind striking doctors, while half oppose the walkouts. Economists have warned they will cost the economy nearly £13m a day. The pay protests from doctors come as Rachel Reeves faces a black hole in the public finances that could be as large as £30bn ahead of the autumn Budget. High borrowing costs, uncertainty from Donald Trump's trade war and costly Labour u-turns on welfare and pensions mean the Chancellor will likely have to put through major tax rises. A British Medical Association spokesperson said: 'It's selective to just look at job advert figures – they do not represent what people earn and their purchasing power. When you look at the ONS's own statistics on earnings, doctors' pay has fallen by a much greater amount in real terms than the rest of the population. 'Meanwhile, while doctors' pay is still at least a fifth down on 2008/09, analysis of ONS figures show that wages across the whole economy are closer to returning to pre-2009 levels.'

More than a fifth of patients in parts of England fed up with 'poor' GP services - how does YOUR area fare?

More than a fifth of patients in some parts of England are suffering 'poor' experiences at their GP, official data revealed today. Figures show nationally just 10 per cent of people were dissatisfied with the care they experienced between May and June this year. But in Nottinghamshire, the figure is 22.5 per cent, according to the Office for National Statistics (ONS). By comparison, just 4.3 per cent of patients were dissatisfied in Coventry and Warwickshire. It comes as the latest GP patient survey last week—jointly carried out by NHS England and Ipsos—discovered patient satisfaction with GP services has improved on the previous year. Ministers have been under renewed pressure to fix the crisis in general practice and banish the hated 8am scramble for appointments millions face every morning. Disgruntled patients have even previously complained of having to visit A&E instead, heaping extra pressure on swamped casualty units. In the NHS 10 year plan, unveiled earlier this month by the Government however, Downing Street pledged to tackle the crisis head on and 'bring back the family doctor'. The ONS survey, carried out between May 27 to June 18, asked over 75,000 participants about their experiences of contacting and attending GP surgeries. According to the report, patients in Derby and Derbyshire followed Nottinghamshire, with 18.7 per cent reporting a 'poor' experience with GP services. Kent and Medway, meanwhile, logged a figure of 17.5 per cent. Patients in Bristol, North Somerset, South Gloucestershire and Shropshire, Telford and Wrekin, both reported a 16 per cent dissatisfaction rate. The report, however, also found the proportion of people who had a 'poor' experience nationally fell to 10.9 per cent, down from the 15 per cent reported in July and August 2024. Equally, the percentage of people who found it 'difficult' to contact their GP practice decreased from 18.7 per cent in July to 15 August 2024to 10.6 per cent in May and June 2025. The GP crisis has been bubbling away for years, despite multiple ministerial promises to fix it. In total, there are now just over 28,000 fully-qualified full-time GPs in England. Numbers have dwindled over the past decade despite attempts to recruit thousands more. Many are retiring in their 50s, moving abroad or leaving to work in the private sector because of soaring demand, paperwork and aggressive media coverage in the NHS. At the same time, the population has also grown, exacerbating the problem. It means millions of patients are rushed through, in scenes compared as 'goods on a factory conveyor belt'. Some have described it as being impossible to see a GP, with a Glastonbury-esque to get an appointment. But in the 10 Year Plan for Health, unveiled earlier this month, the Government revealed community outreach, which sees clinicians going door to door, would reduce pressure on GPs and A&E. The plans also outlined training for thousands more GPs, to end the '8am scramble' to get an appointment. GPs will be encouraged to use artificial intelligence to take notes, while technology will be used to speed up the answering of calls to surgeries. Sir Keir said: 'The NHS should be there for everyone, whenever they need it. 'It's reform or die. Our 10-year health plan will fundamentally rewire and future-proof our NHS so that it puts care on people's doorsteps, harnesses game-changing tech and prevents illness in the first place. 'That means giving everyone access to GPs, nurses and wider support all under one roof in their neighbourhood—rebalancing our health system so that it fits around patients' lives, not the other way round.' It comes as the latest GP patient satisfaction survey last week found 75 per cent of 702,000 respondents had a good experience at their practice, up slightly from 74 per cent in 2024. Some 70 per cent also said their overall experience of contacting their family doctor was good, up year-on-year from 67 per cent. At the time, Louise Ansari, chief executive at Healthwatch England, said: 'It's promising that this year's findings show modest increases in people's overall experiences of GP, including an increase in the number of people given a choice of time, day or location for their most recent appointment. 'We know from previous years' results that this directly links to improvements in overall experience.

As a virologist I apologise for not being more effective in persuading all parents to get their children vaccinated against measles as a matter of course. In terms of lives saved and safety it is not possible to better the vaccine as a triumph of medical science. Unfortunately, however, a link with deprivation still exists, not with mortality – in the olden days measles killed 9.2 per cent of children living in single room flats compared to1.5 per cent in those in houses with four or more rooms – but with vaccine uptake, which a century later still shows a similar difference between the most and least deprived areas. Fortunately rare, occurring in 1 in 10,000 infections, the sufferer always dies after developing personality changes, seizures, and a terminal paralytic state. It takes Melania Trump's words to basically tell the US President, don't believe what Putin is saying as he won't keep his word, which, if you remember the great 'show me respect' meeting they had in the Oval office, is exactly what Zelensky told him all those months ago – Putin can't be trusted to keep his word on any agreement. J Moore, Glasgow Inflation pain Double-digit inflation may be over but, largely driven by food prices, annual inflation is up again to 3.6 per cent according to the ONS. Life continues to feel tough for many households. Any hope on the horizon? Not according to the Resolution Foundation. Its new report, 'Living Standards Outlook for 2025', does not make for happy reading. The report finds the mild recovery in real incomes in 2024-25 fails to compensate for a 'lost half-decade'. It also confirms the cost-of-living crisis is still very much with us. Food insecurity was twice as high at the start of 2025 as in 2021. Looking ahead, the real income of a 'typical non-pensioner' is expected to rise by just 1 per cent by 2030, giving 'zero growth' over the entire decade! 'Lower-income' households are projected to be 1 per cent worse off and those on 'very low incomes' 8 per cent worse off (that's poorer by £1,000). By contrast, the real income of a' typical pensioner' is expected to rise by 5 per cent, and that of an 'outright homeowner' by 4 per cent. A 'typical mortgage holder', however, is projected to be 1 per cent worse off. Advertisement Hide Ad Advertisement Hide Ad These pressures, if realised, do nothing to alleviate the embarrassment of the UK being ranked ninth most unequal among 38 OECD countries in terms of income. Trade union discontent can be expected to intensify, especially in the public sector, with the Government seemingly powerless to instil stability (taxpayers will surely pick up the tab). Simultaneously, AI adoption is reducing job opportunities in the private sector, especially for new graduates. Dynamic growth would ease tensions. But the Chancellor knows, that's still like looking for smoke on some distant horizon – on an increasingly windy day! Ewen Peters, Newton Mearns, East Renfrewshire Realism needed I would suggest that in his article 'Why major changes to the ISAs regime are long overdue' (14 July), Adrian Murphy has the diagnosis spot on but the prescription could be better. Part of the reason people keep money in Cash ISAs and avoid stocks and shares investments is the need to gain access at short notice with the assurance they will not lose money; while possibly not keeping up with inflation they are a better option than keeping cash 'under the mattress'. Many, many people must have relatively small amounts to invest and cannot afford to lose it or wait months for favourable conditions to prevail should they need to withdraw it. Sadly, the volatility of stocks and shares is precisely what discourages them from the greater returns possible, with the cash ISA being the least worst alternative. There is another factor, which is the cost burden of investing in those products – these are multi layered so that often the only people making money, or at least too much of it, are the advisers and fund managers, to the detriment of the investor whom the products are supposed to help. I agree with Mr Murphy that the ISA regime needs to change – not by reducing the amount one can put into a Cash ISA each year but by limiting the total amount held there. If mis‑selling of Lifetime ISAs is happening then that needs to be sorted for sure. On the fees, there needs to be simplification and proper regulation with limitation on fees charged so that a better proportion of returns goes to the investor, not the institutions. In reply to Brian Bannatyne-Scott (Letters, 16 July), the app on the NHS England service has been running for years – fact. Scotland's is going to be rolled out over two areas serving 70,000 people to see if it works – fact. This morning, visiting Gloucester Royal, the out-of-hours GP said that if I had my prescription with me there was information on it that would have allowed my request for medication much easier. Far from anti-SNP propaganda and based on a false premise, my point was that the NHS should not be devolved in the first place. My reasoning for this is that the SNP are utterly useless, inept and couldn't organise a chimps' tea party – there's your anti-SNP rhetoric! – and fully justified this view is after 18 years of complete incompetence, certainly not a false premise! Could Mr Bannatyne-Scott fill me in on the successes of the cabal at Holyrood? And please do not omit the great strides made while in cahoots for votes with the ultra left-wing, royal family-hating Greens? I am fairly confident it shouldn't take up too much time. D Millar, Lauder, Scottish Borders Tram trials Advertisement Hide Ad Advertisement Hide Ad It's hard to understand how Edinburgh trams have posted a loss of £10 million in 2024, despite a rise in passenger numbers (your report, 16 July). I wonder who's footing the bill. Presumably, taxpayers are still paying off the exorbitant bill incurred for their installation. The trams have been a totally unnecessary luxury, whose construction has caused severe damage, not least to businesses en route. Simply put, it was a vanity project for the council of the time. The trams, even in their extended route, do little more than replicate what is already covered by our excellent bus system. If further modes of transport were needed, which is questionable, the resurrection of the intra-city rail routes would have been money well spent, taking the burden off our already overcrowded roads. This works perfectly well in Glasgow. Ian Petrie, Edinburgh Call for change M Blair (Letters, 16 July) takes the National Trust for Scotland to task for their telephone response (or lack of it). Sadly, their experience is true of almost every organisation. How often must we wait in a telephone queue being told 'due to a high level of calls...' as we wait and wait and wait to speak to a human? If our call really 'was important', as the messages say, these businesses and public bodies would look at their call volume trends and ensure the service was sufficiently staffed to give the public a decent call answer time, combined with the aim of resolving queries first time. Advertisement Hide Ad Advertisement Hide Ad The bad situation is being exacerbated by the increasing use of chatbots, who seem determined to do everything to avoid the customer being passed to a real human being. AI has a long, long way to go in helping to deliver excellent customer service, but it definitely does have a role. In some ways, we are all in part to blame for constantly seeking more for less, but at least we have a choice and can go elsewhere. With public bodies, we have no choice and our job is to allow our pockets to be picked more and more deeply simply to 'feed the beast'. There are exceptions – many financial services companies (such as Standard Life and Chase Bank) do strive to provide excellent service – but I must declare a bias having worked for one and as a customer of the other. My plea is that every single Executive or Director of a private or public body calls their own organisation at least once a week to experience the service provided to the public. Perhaps then, and only then, will things improve. And no 'special service' lines for MPs, MSPs etc. Let them experience what us mere mortals do. Brian Barbour, Prestonpans, East Lothian Praise be!
