Government takes action on Community Work Programme amid national minimum wage demands
The Department of Cooperative Governance says a review is under way in the Community Work Programme after participants demanded to be paid the national minimum wage.

The government is reviewing its public employment initiatives, such as the Community Work Programme (CWP), as employees are demanding to be paid in terms of the national minimum wage.
This has emerged from communication sent by the Department of Cooperative Governance director-general Mbulelo Tshangana, earlier this month in response to demands for the national minimum wage to be implemented in the CWP.
'The department (Cooperative Governance) is part of discussions that are led by the Department of Employment and Labour about the future of public employment programmes, which are funded through the national fiscus.
'The issue of minimum wage forms part of that review and outcomes will be communicated once such processes have been concluded,' he told CWP management, staff at site, district and provincial level, participants and financial administrators in a circular dated May 9.

After Tshangana approved adjustments of between 5% and 7% effective from last month, stipends for participants are set at R120 a day, while supervisors receive R144 daily.
Site administrators, safety officers, district managers, financial administrators, and provincial managers can be paid between R315 and R1,500 a day. The national minimum wage is nearly double the stipend paid to each CWP participant at about R29 an hour (or R230 a day).
According to the Department of Employment and Labour, workers employed in another public employment initiative, the Expanded Public Works Programme, are entitled to a minimum wage of just under R16 an hour.
Delivering the Budget on Wednesday, Finance Minister Enoch Godongwana allocated the CWP R10.3 billion, of which an estimated 70% (or R7.2bn) is set aside for participants' stipends and the remainder for items such as tools and materials, protective clothing, training, professional services, and programme overheads.
The Department of Cooperative Governance plans to maintain the number of CWP participants in the programme at 178,860 over the next three financial years.
The CWP was set up to foster social and economic inclusion by providing individuals with a source of income in targeted high-unemployment areas.
It also offers participants valuable work experience, which the government hoped could significantly increase their access to broader career opportunities when they exit the programme.
Earlier this year, participants aged 60 years and above were informed that their contracts were extended for a period of four months last month to the end of July and will not be renewed.
'The last payment will therefore be (on) August 25, 2025. All participants reaching an age of 60 years will be automatically exited from the programme as from August 1, 2025, in compliance with CWP implementation policy,' Tshangana reminded them.

Next Stay Close ✕ We must be concerned by declining levels of voter turnout, fueled by despondency amongst society and by public representatives who exploit the privilege to lead as an opportunity to loot. Legislation is subject to public participation, including at Nedlac where Labour and Business hold extensive engagements helping enrich Bills before they are tabled at Parliament for further public participation. While there are legitimate complaints about the extent to which government and Parliament listen to society's views, Cosatu can point to many instances where the workers' proposals carried through, from the Two Pot Pension Reforms releasing R44 billion helping 2.4 million highly indebted workers, to overhauling of the Public Investment Corporation Act to tackle corruption and ensure it invests its funds in ways that protect pension fund members, grow the economy and create jobs. The core of the liberation struggle was to defeat the apartheid regime and institutional discrimination and hence the call that all national groups shall have equal rights and all shall enjoy equal human rights. Today these laws have been repealed and hate speech and unfair discrimination criminalised. Yet we have seen a flurry of hate speech on social media, which must no longer be tolerated. The Constitution declares all shall be equal before the law but all too often workers cannot exercise their rights due to long court delays and expensive legal fees. The other core calling of the Freedom Charter for the people shall share In the country's wealth has seen the growth of a Black middle class, the removal of apartheid barriers and state investments in the social wage. But much more must be done to support emerging SMMEs and Employee Shareholder Ownership Programmes plus investing in rural communities and townships. Our status as the world's most unequal society and staggering rates of unemployment must be a wake-up call. The Freedom Charter calls for The Land Shall Be Shared Among Those Who Work It! Despite significant interventions since 1994, land ownership remains overwhelmingly guided by the colour of one's skin and generational wealth. This is a ticking time bomb requiring decisive action, in particular releasing public and abandoned land for housing, economic and agricultural opportunities plus prioritising farm workers, labour tenants, informal and rural residents with the necessary support to become successful farmers and entrepreneurs. The Freedom Charter boldly demanded that there shall be work and security. Cosatu as leader of the trade union movement is often challenged on what workers have achieved since the democratic breakthrough. Under our progressive Constitution and labour laws workers have the right to unionise and collective bargaining, to be protected from unfair discrimination, to equal pay for equal work, to work in a safe environment, and to receive financial support when on maternity or parental leave, when retrenched or dismissed, or injured or in the event of death at work. Child labour has been criminalised. The National Minimum Wage Act has raised 6 million farm, domestic, construction, hospitality, security, transport and other vulnerable workers' wages. Yet many workers struggle to exercise their labour rights, especially with a 43.1% unemployment rate. The government's plans to drastically increase the number of labour inspectors will be an important step towards ensuring the rights of all workers are respected. Key to an inclusive economy is ensuring the doors of learning and culture shall be opened. Strides have been made with no fee schools and free meals helping ensure millions of poor children are in class, nearly R50 billion spent annually enabling millions to access tertiary education, hiring teaching assistants boosting classroom learning and the pending enrollment of 700 000 learners in Grade R as a compulsory part of schooling. But we must act to tackle the rising teacher learner ratios, gang violence affecting township schools, the 10% TVET graduation rate and the shortage of skills in a struggling economy. The Freedom Charter compels government to ensure there shall be houses, security and comfort. Today 61% of the Budget is spent on the social wage supporting millions to access housing, healthcare, transport and social security. Parliament recently passed the National Health Insurance Act providing a path towards universal healthcare. Many achievements have been won since 1994, but many of these are under severe threat due to corruption, criminality, budget cuts and a struggling economy. A decisive shift is needed to capacitate the state to fulfill its developmental mandate and tackle entrenched levels of poverty and inequality. South Africa has moved from being a threat to the region to an active participant in bringing peace to Africa. Our ability to continue to honour the call for There Shall Be Peace And Friendship! requires an SANDF and SAPS that are provided with the resources needed to fulfill their mandates, be it in Manenberg, Phillipi, Congo or Darfur. Cosatu is proud of our strides towards realising the vision of the Freedom Charter. We are equally pained by our own goals. We remain determined to continue working towards ensuring that all South Africans, in particular the working class, enjoy that society envisaged in Kliptown in 1955. EFF demands Minister Tau explain ANC appointments to IDC board
The EFF is calling on Minister of Trade and Industry Parks Tau to explain the recent appointments of high-profile ANC figures to the IDC board, questioning the criteria and motivations behind these appointments. Image: Cape Argus Mzwandile Masina, chairperson of a Parliamentary Portfolio Committee on Trade, Industry and Competition, is mulling over a request by the EFF to summon Minister Parks Tau to appear before committee to be grilled on the appointments of prominent ANC figures to Industrial Development Corporation (IDC). Masina said on Sunday that he has responded to the EFF in writing, undertaking to provide a detailed answer within 48 hours after Monday, pending consultation with Parliament's legal advisors. The EFF had asked Masina to summon Tau to explain the appointment process for Ayanda Dlodlo, Dr Nomusa Dube-Ncube, and Dr Sydney Mufamadi to the IDC board, questioning the criteria used and suggesting the appointments are politically driven. Asked if he will grant the EFF's request and summon Tau to appear before the committee, Masina said: 'I have written to the EFF and undertook to respond fully in writing within 48 hours after Monday. Next Stay Close ✕ EFF national spokesperson and MP Sinawo Thambo expressed grave concern over the recent appointments of the three ANC loyalists to the IDC board. 'All three of these individuals are deeply entrenched ANC loyalists, with lengthy careers inside government structures under the ANC-led administration,' the party said in the letter to Masina. The EFF pointed out that Dlodlo has a history of serving in senior government positions as an ANC-aligned official, including stints as Minister of State Security and Minister of Public Service and Administration. The EFF also highlighted that Dube-Ncube is a former ANC-elected Premier of KwaZulu-Natal, while Mufamadi is a veteran ANC figure who remains deeply embedded in the party's political circles. Thambo said: 'It is further alarming that Dr Dube-Ncube was recently removed from a proposed appointment to the BANKSETA (Banking Sector Education and Training Authority) board, following concerns over the irregularity of her nomination. Her reappearance on the IDC board, so soon after this debacle, suggests that public institutions are being used to recycle and reward ANC-aligned figures, and not based on skill or strategic fit, but due to political favour.' He questioned the appointments, saying they are not only inappropriate but also compromise the IDC's role as a developmental finance institution aimed at driving industrial transformation, supporting black industrialists, and fostering inclusive economic growth. He said the EFF has formally requested the portfolio committee to urgently summon Tau to appear and provide a full explanation of the selection process for the IDC board appointments, among other pressing concerns. The party also wants Tau to explain the criteria used to assess the suitability of the appointees and whether they possess the necessary industrial or developmental expertise and experience to justify their appointments. 'As the legislative oversight body, the Portfolio Committee has a duty to prevent the continued erosion of governance, and to ensure that public entities like the IDC are not transformed into political patronage networks,' the EFF said. Tau's spokesperson, Yamkela Fanisi, has yet to respond to a request for comment on whether the Minister considers the appointments of the trio to be above board and fair. The IDC, on the other hand, has welcomed Gloria Serobe as its new board chairperson, along with six other new members. Serobe, co-founder and CEO of Women Investment Portfolio Holdings, brings extensive experience in governance and business leadership, having held senior roles at Denel, Adcorp, Sasfin, Old Mutual, and Nedbank.

Senzo Mchunu refutes DNA backlog crisis in forensic labs

Image: GCIS Police Minister Senzo Mchunu firmly refuted allegations of a substantial backlog of forensic exhibits in the South African Police Service (SAPS) laboratories. This after EFF MP Rebecca Mohlala asked in parliamentary questions about concrete steps the police has taken to address the persistent and massive DNA backlog that continued to delay justice for victims of rape and femicide amid thousands of forensic samples remain unprocessed for years, perpetrators remain at large within communities and affected families are left in a prolonged state of uncertainty. 'How does the SAPS justify the ongoing backlog crisis when the lives and dignity of women urgently depend on timely forensic intervention?' Mohlala asked. Mchunu said the assertion that there was a persistent and massive backlog of exhibits at the police forensic science laboratory (FSL) was invalid. 'The FSL has had an increase in the volume of exhibits received. Registered case entries for analysis, increased by 63.21% from 307 826 in 2021/22 to 502 407, as at the end of the 2024/25 financial year,' he said. Video Player is loading. Mchunu said the main contributor to the case exhibits were reference samples used for DNA intelligence purposes. He pointed out that the police have four forensic science laboratories in the country, of which three are fully operational in Gauteng, Western Cape and Eastern Cape. 'The KwaZulu-Natal laboratory is only partially utilized after flooding in 2022, however, an alternative accommodation solution has been sought, and it is at an advanced stage, which will improve the efficiency and effectiveness of the FSL.' The minister stated the process with the Department of Public Works and Infrastructure on alternative accommodation for Kwa-Zulu-Natal would be inclusive of the DNA processing Laboratory that was never there before. There is 'on-going discussions with the Department of Public Works and Infrastructure on appointment of a permanent contractor to resolve any facility challenges immediately.' Mchunu also said the SAPS has established a project with the National Prosecuting Authority to ensures the prioritisation of cases for the timely analysis of DNA exhibits as well as ensure the provisioning of the required reports, known as 212 Statement), to prevent the withdrawal of cases due to an outstanding DNA report. 'A total of 55 702 gender-based violence and femicide (GBVF)-related DNA reports were provided for GBVF cases since the commencement of the project, until 31 May 2025. Furthermore, a total of 127 078 DNA reports (212 statements) were generated for other types of offences requiring DNA analysis,' he said.
