South Africa's Department of Electricity and Energy (DEE) and National Treasury have announced significant strides in the Independent Transmission Projects (ITP) Programme, a public-private partnership aimed at revolutionising the nation's transmission infrastructure.
The initiative seeks to unlock billions in investment, accelerate economic growth, and support the country's energy transition by modernizing its overstretched power grid.
According to the Integrated Resource Plan (IRP 2019) and Eskom's Transmission Development Plan (TDP 2024–2033), over 14 000 km of new transmission lines are required within the next decade to accommodate an additional 53 GW of generation capacity. With the current grid expansion lagging at an inadequate pace, the government aims to construct at least 1 400 km of lines annually to ensure energy security and economic stability.
"Government is acting deliberately, and decisively to partner with the private sector to assist the National Transmission Company of South Africa (NTCSA) to accelerate the rollout of the transmission infrastructure to enable economic growth and the addition of the renewable energy capacity," DEE and Treasury said in a statement on Friday.
They said the government has made notable progress since the programme's inception. A global market sounding exercise conducted between December 2024 and February 2025 garnered over 130 responses from local and international developers, financiers, and manufacturers. Key findings highlighted strong interest in partnerships, with 44% of local respondents planning collaborations with global entities. Stakeholders agreed there was a need for a stable regulatory environment and a predictable project pipeline to ensure investment and supply chain readiness.
"Risks identified included permitting, Right of Way, and supply chain constraints, which will be proactively mitigated through upfront government measures, drawing on global best practice," they said.
On March 28, 2025, a landmark Ministerial Determination was gazetted, designating the DEE as the procurer and the NTCSA as the buyer under Transmission Services Agreements (TSAs). The determination outlined a 1 164 km project scope of 400kV transmission lines across the Northern Cape, North-West, and Gauteng, with procurement adhering to fair and competitive tendering processes.
Further advancing the programme, draft Electricity Transmission Regulations were gazetted for public comment on April 3, 2025. These regulations establish transparent cost recovery mechanisms, defined regulatory approval processes, and enforceable project implementation frameworks to ensure the programme's bankability. Following the close of public consultations on May 22, 2025, the DEE is finalising the regulations for promulgation, DEE and Treasury said.
Structured Procurement Timeline
The Independent Power Producer (IPP) Office, leveraging its proven expertise in energy procurement, will oversee the ITP's Phase 1 tender process. A pre-qualification tender (Request for Qualification) is set for July to shortlist capable bidders, followed by a Request for Proposals by November. "These timelines provide developers with sufficient lead time for due diligence and consortium formation, ensuring a robust and credible procurement process," they said.
Innovative Financing Solutions
To bridge South Africa's infrastructure funding gap, the government, in collaboration with the World Bank, is developing a Credit Guarantee Vehicle (CGV). Operating as a licensed non-life insurance company, the CGV aims to mobilize private capital and support the Just Energy Transition Partnership (JETP) decarbonisation goals.
"A draft Information Memorandum (formal offer via private placement of shares in the CGV) which provide granular details on how the CGV 4 of 4 will operate has been developed and will be shared with our development partners. Following the sharing of the Information Memorandum, the team will in July 2025 engage in one-on-one discussion with the identified development partners who expressed interest in participating in phase one of the CGV. It is envisaged that the CGV will become operational in 2026," the statement said.
Looking ahead, the government reaffirms that a programmatic, multi-phase ITP rollout will follow the Phase 1 tender, ensuring a clear pipeline of future bid windows to:
• Stimulate industrialisation, support local manufacturing, and build domestic technical capability.
• Enable continuous improvement in procurement design and risk allocation.
• Foster market depth, investor confidence, and price discovery.

Alarm over the increases was illustrated by Nersa's comment that a record number of objections and submissions by affected customers were received from individual households. High tariff increases Nersa approved an 11.32% increase in Eskom's wholesale prices to municipalities earlier this year, but these municipalities made individual applications for increases for their own customers. Metropolitan municipalities covering Johannesburg, Cape Town, Bloemfontein, Gqeberha and East London will have their electricity increase between 12.4% and 12.8% from 1 July. The utility reported that while occasional system constraints arise, strategic deployment of sufficient emergency reserves helps meet peak demands during critical morning and evening hours. Eskom's Generation Recovery Plan is underway, aiming to restore a total of 2 450MW of generation capacity before the evening peak on Monday, 30 June 2025, in a proactive move to enhance grid reliability. From the week of 20 to 26 June, Eskom said planned maintenance efforts have averaged 3 789MW, marking a decline in planned outages. Concurrently, the Energy Availability Factor (EAF) fluctuated between 60% and 64%, ultimately resulting in a month-to-date average of 60.61%. However, Eskom faces challenges as the Unplanned Capability Loss Factor (UCLF) stands at 29.36% for the current financial year, reflecting a worrying increase from last year's 27.25%. The uptick in unplanned outages can be partly attributed to delays in returning units from maintenance, specifically the 800MW from Medupi Unit 4, which has not yet been brought back online. At present, unplanned outages total 15 137MW, with the 800MW from Medupi impacting the available generation capacity of 30 703MW. This figure notably excludes the 720MW from Kusile Unit 6, which, although not yet fully operational, has been supplying power to the national grid since 23 March 2025. Nevertheless, this combined generation capacity positioned Eskom well to meet Friday night's anticipated peak demand of 28 810MW. Recent statistics revealed a decline in the year-to-date load factor for open-cycle gas turbines (OCGTs), which now stands at 11.37%, reflecting a slight dip from the previous week. Despite this reduction, the load factor remained strong when compared to 6.21% during the same timeframe last year. Diesel usage is projected to decrease as more units return to service from long-term repairs, thereby bolstering generation capacity. Eskom said the Winter Outlook, released on 5 May 2025, continues to stand valid, indicating that load shedding might be averted if unplanned outages remain below 13 000MW. It said should outages rise to 15 000MW, any necessitated load shedding would be limited to a maximum of 21 days over 153 days, confined to Stage 2. Key performance indicators revealed that during the week of 20 to 26 June, unplanned outages averaged 14 696MW—an increase of 2 815MW from last year and above the base case estimate of 13 000MW by 1 696MW. This escalation largely stems from the ongoing situation with Medupi Unit 4, which was initially anticipated to return to service by 30 May 2025. Meanwhile, planned maintenance for the financial year-to-date has averaged at 5 481MW, accounting for 11.67% of total generation capacity, albeit representing a slight decrease from the previous week. Year-to-date, the EAF has observed a noticeable upward trend, reaching 58.47%. However, this remains below the 61.19% recorded during the same period last year, primarily due to an increase in unplanned maintenance of 2.1%. Furthermore, Eskom's financial commitment to fuel for the OCGT fleet has risen to approximately R4.76 billion, generating 810.24GWh, in contrast to 442.65GWh from the previous year; still within the budget for the current financial year. As the utility now faces the winter months, Eskom has issued a strong reminder urging the public to refrain from illegal connections and energy theft. Such practices lead to transformer overloads and significant equipment failures, jeopardising the stability of the electricity network. Citizens are encouraged to solely purchase electricity from Eskom-accredited vendors and report any illegal activities impacting Eskom's infrastructure to the Crime Line. In the spirit of energy efficiency, Eskom urged consumers to manage their electricity consumption wisely this winter, employing tools like the Eskom Residential Calculator to track and optimise usage effectively. Image: File Eskom has strongly rejected false claims circulating online about imminent stage 4 and stage 6 loadshedding from 6 July until 20 July with the power utility saying the country's power system remains stable with loadshedding suspended since 10pm 15 May 2025. "The Winter Outlook, published on 5 May 2025, covering the period ending 31 August 2025, remains valid. It indicates that loadshedding will not be necessary if unplanned outages stay below 13 000MW. If outages rise to 15 000MW, loadshedding would be limited to a maximum of 21 days out of 153 days and restricted to Stage 2. There are no planned outages of this scale. Misinformation causes unnecessary alarm. Stay informed—trust only official Eskom updates on our official platforms," the power utility said. This past week, electricity and energy minister Kgosientsho Ramokgopa said municipalities with a combined debt of over R100 billion have not been able to reduce the amounts they owe to Eskom. The minister added that the ongoing challenges could result in the total collapse of the South African electricity complex. The minister described Eskom's challenge of supplying electricity but being unable to collect revenue as an 'existential problem'. 'They are spending money they must collect from the bulk consumer, and where they are reticulating. They are finding it difficult to collect, so they're unable to reinvest back into their asset base. It's going to result in, if not managed, a total collapse of the electricity complex in the country," Ramokgopa said. On Friday, Eskom revealed that despite the high unplanned outages and severe weather conditions in parts of South Africa, the available generation capacity was enough to meet peak demand. The power utility also revealed that for the week of 20 to 26 June 2025, unplanned outages averaged 14 696MW, exceeding last year's figure by 2 815MW and the base case estimate of 13 000MW by 1 696MW. It said the increase was largely due to Medupi Unit 4, which has been offline since August 2021 and was scheduled to return on 30 May 2025. The delay in its return was factored into the unplanned outage calculations from 1 June 2025, adding 800MW. Year-to-date, average unplanned outages stand at 14 031MW. [email protected]
