Go solar, DPM Fadillah tells local councils for cheaper, cleaner electricity

KUALA TERENGGANU, May 25 — The government is opening opportunities for all parties, especially local authorities, to adopt Solar Photovoltaic (Solar PV) systems as part of efforts to transition towards clean energy.
Deputy Prime Minister Datuk Seri Fadillah Yusof said that by installing Solar PV systems at their premises, these entities can save on electricity consumption, generate new renewable energy and reduce carbon emissions.
Fadillah, who is also Minister of Energy Transition and Water Transformation (PETRA), cited the example of the Kuala Terengganu City Council (MBKT) initiative, which installed Solar PV systems at the MBKT Tower's parking area and rooftop.
'The Solar PV system at MBKT is the largest installed on a building owned by a local authority under the Net Energy Metering (NEM 3.0) programme, under the NEM GoMEN category, approved by the Sustainable Energy Development Authority (SEDA) Malaysia on Dec 16, 2021.
'It has been operational since Jan 2, 2024, and is estimated to generate 1,147 megawatt-hours (MWh) of green electricity annually, resulting in estimated electricity bill savings of 11 per cent or over RM200,000 per year,' he said.
He was speaking to reporters after inspecting the Solar PV installation at the MBKT Tower today during the PETRA Squad East Zone Roadshow, a two-day event held in Kelantan and Terengganu that began yesterday.
Fadillah also said the PETRA Squad tour continued to the Large-Scale Solar (LSS) Coara Marang plant to observe its operation firsthand, which is part of the government's initiative under the LSS3 programme.
'The energy capacity generated by this plant is estimated to supply electricity to more than 10,000 households daily and is among the most advanced solar plants in terms of technology and efficiency.
'Besides helping to reduce carbon emissions, the LSS Coara Marang project also serves as a model for disaster-resilient solar plant design suitable for development in flood-prone areas, thereby strengthening the resilience of the country's energy sector,' he said.
Fadillah said the roadshow concluded with a visit to the biogas power plant operated by Concord Biotech Sdn Bhd in Kemaman.
He said the development of the biogas power plant involved an investment of RM21 million, including the installation of two biogas engines with a total capacity of 2.404 megawatts (MW), using biogas derived from palm oil mill effluent (POME).
The plant commenced commercial operation on March 12, 2022, with the Sustainable Energy Development Authority Malaysia approving the Feed-in-Tariff (FiT) quota on Feb 18, 2019.
'As of March 31, 2025, the power plant has generated 29,158 MWh of electricity, equivalent to avoiding 22,568 metric tonnes of carbon dioxide equivalent (CO2eq) emissions,' he said. — Bernama

SHAH ALAM, July 7 — Seizure of assets is among the mechanisms being considered by the Selangor government against husbands who evade and default on court-ordered nafkah (financial support) maintenance. State Islamic Religious Affairs and Cultural Innovation Committee chairman Dr Mohammad Fahmi Ngah said other proposed measures include income withholding orders, garnishment orders, and the sale of property belonging to defaulters. 'The selection of an appropriate and efficient mechanism by the party seeking maintenance, especially the ex-wife or children's guardian, is a crucial factor in ensuring the successful enforcement of maintenance orders. 'Failure to choose the right channel or mechanism can cause delays, confusion, and ultimately jeopardise the rights of the maintenance recipient,' he told the State Assembly today. He was responding to an oral question from Mariam Abdul Rashid (PH-Meru) on efforts by the state government to strengthen state laws and enable stricter action against those who evade maintenance payments. Mohammad Fahmi said the state government, through the Syariah Judicial Department (Jakess), is also exploring strategic collaboration opportunities with other agencies such as the National Registration Department, the Inland Revenue Board, and financial institutions to assist in the process of tracing and seizing the assets of individuals who have defaulted on maintenance orders. 'The Selangor Islamic Religious Council (Mais), together with Jakess, the Selangor Islamic Religious Department (Jais), academics, and Shariah legal experts, are currently reviewing and proposing amendments to the Islamic Family Law Enactment (Selangor State) 2003 to improve provisions related to the enforcement of maintenance orders,' he said. He also told the State Assembly that 1,189 complaints of maintenance violations had been received by the Selangor State Family Support Division since 2022 until May 31 this year. — Bernama

KUALA LUMPUR, July 7 — Westports Holdings Bhd's container volumes are estimated to be higher in the second quarter of 2025 (2Q 2025) compared to 0.6 per cent recorded in the 1Q 2025 due to the start of the Gemini Cooperation shipping alliance from Feb 1, 2025, according to CGS International Securities Malaysia Sdn Bhd (CGS MY). It said the volume growth resulted in a one-off boost to Westports' trans-shipment (t/s) volume in the first three months of 2025, as Hapag-Lloyd reshuffled its boxes when it joined Gemini and got a permanent boost to Westports' t/s volumes. 'Two of Evergreen's container shipping services were relocated to call at Westports instead of Port of Tanjung Pelepas (PTP) from April 1, 2025 (Evergreen relocated five services from PTP to the Port of Singapore),' it said in a research note today. CGS MY said Evergreen's move was directly linked to the higher t/s volumes that Gemini's Maersk and Hapag-Lloyd have given to PTP due to Gemini's transition to the hub-and-spoke model. It also opined that Westports' t/s volumes for 2Q 2025 were boosted by the US trade war with China, which started on April 2, 2025, but was largely suspended for 90 days on May 14, 2025. It added that the collapse in US-China trade in April caused shipping lines to redeploy their vessels to other trades, but US-China shipping capacity was reinstated after mid-May as US import demand returned. 'The whiplash vessel deployments resulted in greater t/s moves at both Port Klang and Singapore, according to Westports,' it said. CGS MY said a modest 3.4 per cent year-on-year (y-o-y) recovery to 11.19 million t/s in 2026 is expected, further accelerating to 5.5 per cent y-o-y to 11.80 million t/s in 2027, as manufacturers' efforts to move production out of China to Southeast Asia in light of the US trade war against China would begin to positively impact Malaysia's containerised volumes. 'Y-o-y growth in Average Revenue Per Teu (ARPT) and sequentially stronger container volumes in 2Q25F to be potential share price rerating catalysts for Westport,' it said. Meanwhile, CGS MY stated that the 15 per cent rise in port charges from July 15, 2025, would also boost Westports' 3Q 2025 results.
