Brics summit: China's Xi to skip summit for first time in 12 years; Gordon Chang hints at Jinping's losing influence
Chinese President Xi Jinping will not attend the upcoming Brics Summit in Brazil, marking the first time in 12 years that the Chinese leader will be absent from the annual gathering of major emerging economies.
The two-day summit, taking place in Rio de Janeiro on July 6-7, 2025, comes at a point when Xi's absence is fueling speculation about internal political shifts in China.
Gordon Chang, a noted expert on US-China relations, said Xi's absence may reflect deeper troubles within China's political hierarchy. 'This is another hint that Xi Jinping is losing influence in China's capital,' Chang posted on X.
However China has attributed Xi's no-show to a 'scheduling conflict' and pointed to his earlier meeting this year with Brazilian President Luiz Inácio Lula da Silva, as reported by the
South China Morning Post
.
In Xi's place, Chinese Premier Li Qiang will lead the delegation, continuing a recent pattern of the Chinese President limiting his appearances on the global stage.
Xi will not be the only high-profile absentee. Russian President Vladimir Putin, a close ally of Xi within the group, will participate only via video link. Brazil is a signatory to the International Criminal Court (ICC) over alleged war crimes in Ukraine and would be legally obliged to detain Putin were he to attend in person.

The dual absence of Xi and Putin will shift spotlight on Indian Prime Minister Narendra Modi. PM Modi will attend both the Brics summit and is on a state visit to Brazil, positioning India as a central figure in this year's summit.
Brics, originally formed in 2009 with Brazil, Russia, India, and China and joined by South Africa in 2010, seeks to reassert itself as a counterbalance to the Group of Seven (G7). The bloc has recently expanded to include five new members — Egypt, Ethiopia, Iran, Saudi Arabia, and the UAE — in a push to enhance its representation of the Global South.

HYDERABAD: Chief minister A Revanth Reddy will leave for New Delhi on Monday on a two-day visit. He will be meeting Union ministers to seek approval for key projects as well as release of central funds for them. Before leaving for the national capital, the CM is expected to launch the Vana Mahotsav programme by planting saplings at Professor Jayashankar Telangana Agricultural University campus in Rajendranagar in the morning. During his stay in the national capital, he, along with officials, is expected to urge the Union ministers to expedite approvals for the Hyderabad Metro rail phase-II project, the detailed project report (DPR) of which was submitted to the Centre. Sources said the chief minister's office (CMO) has sought appointments with over half-a-dozen Union ministers on Monday and Tuesday. The Congress govt in the state has already declared the area between the Outer Ring Road (ORR) and the proposed RRR as Telangana's semi-urban area, where industrial clusters would be set up. Revanth would also address the issue of the Musi rejuvenation project, industrial and defence corridors, and fertiliser supply, and seek forest and environmental clearances for various projects. The CM, along with minister D Sridhar Babu and PonnamPrabhakar, was supposed to meet Union home minister Amit Shah during his visit to Telangana recently. However, Shah, due to his busy schedule, did not meet even his party leaders who had planned a programme at the Begumpet airport. Revanth is also set to invite AICC leader Rahul Gandhi and Priyanka Gandhi for the public meetings to be organised in Telangana. In May, Revanth had met Prime Minister Narendra Modi in the national capital and urged him to approve a dedicated channel for Telangana to attract global investments and boost exports. He also requested the issuance of a notification for the Hyderabad-Bengaluru defence corridor, support for defence and aerospace projects, approval to include Telangana in India's Semiconductor Mission, and the Union cabinet's approval and funding for Hyderabad Metro rail expansion, RRR, and the dry port greenfield corridor with dedicated railway lines around it. He met the Prime Minister immediately after the NITI Aayog meeting.

Putin calls for expanding use of national currencies among Brics nations
Russian President Vladimir Putin has called for expanding the use of national currencies in trade among Brics countries and proposed the creation of an "independent settlement system" on the Brics platform to make transactions "faster, more efficient and safer." Speaking via video conference at the Main Plenary Session of the 17th Brics Summit, Putin said, "It is necessary to further expand the use of national currencies in mutual settlements." He stressed the advantages of creating an independent settlement and depository system within Brics. "The creation of an independent settlement and depository system on the Brics platform will, it seems, make currency transactions faster, more efficient and safer," he said. Putin noted that the share of national currencies in trade between Brics members is steadily rising. He cited Russia's trade figures with Brics countries in 2024, stating, "By the way, the use of national currencies in trade between our countries is steadily growing: in 2024, the share of our national currency, the ruble, and the currencies of friendly countries in Russia's settlements with other Brics countries amounted to 90 per cent." He also spoke about the need to boost reciprocal capital investments among Brics nations. "The task of increasing the volume of reciprocal capital investments by the member countries of the association, including through the Brics mechanisms and primarily the New Development Bank, also seems relevant. For these purposes, Russia has proposed forming a new Brics investment platform. The idea is to jointly develop agreed instruments for supporting and attracting funds from the economies of our countries and the countries of the Global South and East," he said. Putin underlined the importance of strengthening cooperation within Brics in major areas. "The main thing is that the Brics countries continue to deepen cooperation in key areas of politics and security, economics and finance, and cultural and humanitarian contacts," he stated. "Our association has expanded significantly and includes leading states of Eurasia, Africa, the Middle East and Latin America. Together we possess truly enormous political, economic, scientific, technological and human potential," he added. The 17th Brics Summit focused on topics such as peace and security, reform of global governance, and future cooperation in the political, economic, trade, cultural and humanitarian sectors. Discussions also covered key international issues.
