Penang's labour market shows strength with unemployment rate dropping to 2.2pct
In his Labour Day message, Chow said that according to the latest data from the fourth quarter of the 2024 Labour Force Survey (LFS), Penang recorded an unemployment rate of 2.2 per cent.
He added that the state also posted a Labour Force Participation Rate (LFPR) of 73.2 per cent, indicating that the public is increasingly optimistic about the labour market and is being encouraged to seek employment.
"The Penang government remains committed to championing the rights and welfare of workers through inclusive policies, skills training programmes and the creation of more high-value job opportunities.
"The development of the digital, green and smart technology sectors will continue to be prioritised to ensure our workers remain relevant and competitive.
"I also call on all employers to maintain harmonious and fair relations with their workers. The long-term success of an organisation depends not only on profits but also on the well-being and happiness of its workforce," he said.
Chow said Labour Day held a special place in his heart due to Penang's role as a land of opportunity, not only for the people of Penang, but also for many people and families who reside or commute daily from neighbouring states in search of livelihood in this state.
Thanks to the collective efforts of all parties, he said, Penang has strengthened its reputation as a key international trade destination, especially in the rapidly growing electronics and semiconductor sectors.
"As a result of our shared success, Penang continues to solidify its position as Malaysia's leading hub for investment and technological innovation, with approved manufacturing investments amounting to RM17.3 billion involving 182 projects and nearly 16,254 job opportunities created in 2024," he added.
Chow urged all to continue to work hand in hand, strengthen the spirit of unity and fight for a brighter future for all workers in the state of Penang.

GEORGE TOWN: Penangites should not have to pay more for water when the state's water company recorded a RM144.17mil profit last year, says Penang MCA. The party wants Chief Minister Chow Kon Yeow to withdraw plans for another possible water tariff hike and use the government-owned Penang Water Supply Corporation's (PBAPP) financial performance to ease the public's struggles against the cost of living. Chan Wooi Jin, vice-chairman of the party's election preparation and scrutiny committee said instead of delaying the possibility of another water tariff hike to next year, it should be cancelled outright. 'Why raise the water tariff again? On what grounds does the state government justify this when PBAPP's net profit last year was RM144.17mil?' Chan asked. Chan pointed out that water tariffs were already raised in February 2024, and said it was unfair to impose another hike so soon. 'PBAPP is not short of money. It just launched a RM5bil sukuk programme to fund major projects. And yet they are still thinking of raising tariffs?' He said PBAPP should focus on improving operational efficiency and trimming unnecessary costs instead of transferring financial pressures to consumers. The sukuk programme, the first of its kind by a state-linked water supply operator, was announced earlier this week. It is designed to support long-term infrastructure works such as the RM2.1bil Water Contingency Plan 2030 and the newly launched Mengkuang water treatment plant, without over reliance on bank loans or further tariff hikes. 'Water is a basic need. Any hike will hit everyone directly. The government should be finding ways to lighten the people's burden and not add to it,' he said. He urged Chow to withdraw the proposal in full and not merely postpone it. On Tuesday (July 8), Chow, who is also PBAPP chairman, announced that he planned to ask the federal government to delay an impending water tariff hike in Penang to at least the middle of next year, even though it would cost PBAPP RM40mil. The National Water Services Commission (SPAN) announced on Wednesday (July 9) that as of June 30, it received applications to review water tariffs from PBAPP and operators in nine other states, which are Perlis, Kedah, Kelantan, Terengganu, Selangor, Negeri Sembilan, Melaka, Johor and Pahang. The commission added that it was still considering the applications.

New Penang chip academy targets to train 1,000 IC engineers by 2030
GEORGE TOWN, July 10 — Penang today officially opened its chip design academy (PCDA) to train 1,000 engineers specialising in integrated circuit (IC) design in the next five years. Penang chief minister Chow Kon Yeow said the academy will provide hands-on, industry-driven courses in physical design, verification, layout and analog design. 'PCDA directly addresses what the industry needs today and tomorrow,' he said in his speech at the official opening ceremony of PCDA Penang Skills Development Centre (PSDC) here today. He said PCDA will have trainers who are industry veterans with two decades of global experience to train the students who will consist of fresh graduates and existing engineers. The first batch of 25 trainees have already started the intensive four to nine-week IC Design Mastery Courses from June 16. Chow said the PCDA is a key milestone in the state's mission to build a strong, sustainable and AI-ready talent pipeline under the Penang Silicon Design @5KM+ initiative. 'Just last week, we launched the Penang Silicon Research and Incubation Space so today's launch, along with the IC Design and Digital Park, strengthens our integrated design ecosystem within a 5KM+ radius right here in Bayan Lepas,' he said. Hey said this is how the state can move towards its goal of designing and developing 'Made in Malaysia' chips that are driven by Penang talent. He said there is a growing confidence in Penang's talents and their capabilities as the Penang IC Design and Digital Park that was launched last year now has double the number of companies from 20 to more than 45. He said the state is building the ecosystem for IC Design and talent is one of the big issues that foreign investors consider. 'With talent ready for them to start operations is another plus factor to attract FDI,' he said. InvestPenang chief executive officer Datuk Loo Lee Lian said the Penang Silicon Design @5KM+ initiative is to encourage local companies to venture into manufacturing and producing chips made in Penang. 'We are not only looking at attracting FDIs but also looking at domestic investors, we are looking at more local champions to design, manufacture and produce Malaysian-made chips,' she said. The PCDA's training modules cover high-speed interconnects such as Peripheral Component Interconnect Express (PCle) and Compute Express Link (CXL), as well as key memory technologies including Double Data Rate (DDR) and High Bandwidth Memory (HBM). PSDC chief executive officer Harry Narayanan said the aim is to train about 200 students a year, to achieve about 1,000 students in five years.

Time to rework negotiation playbook with US to reduce 25pc tariffs, Penang CM tells Putrajaya
GEORGE TOWN, July 10 — Penang chief minister Chow Kon Yeow has called on the federal government to restrategise and renegotiate with the United States regarding the 25 per cent tariffs to be imposed on Malaysian exports. The Penang lawmaker said the Ministry of International Trade and Industry (Miti) and the federal government need to urgently relook at their negotiating strategy. 'What we're doing now may not be enough — we must restrategise, and more importantly, enable the US more effectively and assertively,' he said in his speech at the official launch of the Penang Chip Design Academy at Penang Skills Development Centre here. He said Malaysia must be able to make a stronger case. 'We owe it to our industry, our workers and our future,' he said. He said he read news reports that some manufacturers might consider relocating from Malaysia and appealed to these companies to reconsider. 'There may be other challenges if they relocate so I feel working towards facing the challenges here would be a better way than relocating to a new place with other challenges,' he said. He said if they were to relocate, the future in the new place is just as uncertain and it may not be better than when they are located here. 'We are moving into uncertainty so maybe we should wait and see, since negotiations is still ongoing,' he said. Later in a press conference, he said the industries are now facing uncertainty due to the US tariffs but it is hoped that Malaysia will be able to get a better outcome at the end stage of the negotiations. 'The new tariff will only take effect from August 1, and it is pending any changes, we are not sure yet,' he said. He agreed that a 25 per cent tariff is considered high by the industries so the government is also working towards lowering the tariff. 'Of course, not all industries, not all sub-sectors are impacted in the same manner, some are not impacted,' he added. In the meantime, Chow said Penang will need to continue to build resilience during uncertain times like this. 'We have to continue to strengthen ourselves, our ecosystem and development of talent in the pipeline,' he said. He said the state is continuously getting industrial lands ready and improving ease of business through speedy approval processes and implementation of projects. 'If an investor decides on Penang, they will be able to start operations and export in 12 these help to increase our competitive edge,' he said. He said neighbouring countries may enjoy a lower percentage of the tariff so Malaysia and Penang will have to face this and overcome it through its own measures and banking on its competitive edge.
