Arrest warrant issued vs. Harry Roque, Cassandra Ong over alleged POGO-linked trafficking

Filipino Times15-05-2025
The Regional Trial Court Branch 118 in Angeles, Pampanga, has issued arrest warrants for former presidential spokesperson Harry Roque, Cassandra Ong, and 48 others in connection with alleged qualified human trafficking linked to the Philippine Offshore Gaming Operator (POGO) hub Lucky South 99.
The court issued the warrants, citing 11 separate counts of violations under Republic Act 9208 or the Expanded Anti-Trafficking in Persons Act of 2012.
Lucky South 99, located in Porac, Pampanga, was raided in 2024. Authorities rescued at least 158 foreign nationals and uncovered alleged acts of torture, kidnapping, and sex trafficking, according to the Presidential Anti-Organized Crime Commission (PAOCC).
The company has denied all allegations.
Roque and Ong were implicated during congressional hearings on the raid. Roque was accused of assisting in securing the facility's license to operate and was identified as the head of its legal department based on documents related to the firm's license reapplication. PAGCOR eventually denied the application. Ong, meanwhile, was listed as the firm's authorized representative.
Roque denied the accusations, saying he merely accompanied Ong, whom he believed was a victim of estafa. He is currently in the Netherlands and has filed for asylum.
In a Facebook post, Roque claimed the charges were politically motivated due to his loyalty to former President Rodrigo Duterte.
'I will seek all available legal remedies to secure my life and liberty, which are currently under threat,' he said.

Duterte lawyer says ex-spox Roque not part of ICC legal team

President Rodrigo Duterte does not want former spokesperson Harry Roque involved in his case before the International Criminal Court (ICC), according to his legal counsel, Nicholas Kaufman. In a report by '24 Oras,' Kaufman said Roque is considered a fugitive from Philippine justice and could potentially compromise the former president's legal defense. He emphasized that Duterte has no intention of seeing or being represented by Roque. Kaufman also criticized Roque's move to engage a Dutch lawyer to file a case against the Netherlands for its alleged involvement in Duterte's supposed rendition, calling it a 'crazy scheme' that could have jeopardized the case. The effort was stopped after Kaufman intervened. 'This is not the first time I've heard of such lunacy,' Kaufman said, adding that such a move would be a grave mistake, as cooperation from the Dutch government is necessary in matters involving the ICC. In response, Roque denied interfering in the ICC case. He said he continues to support Duterte's legal team and only offered a separate legal remedy to help bring the former president back to the Philippines, with the approval of Duterte and his family. Roque said his actions stem from loyalty, insisting that offering alternatives should not be considered a 'crazy scheme.'

Duterte's Lawyer says ex-spokesperson Roque unwelcome in ICC case

Former President Rodrigo Duterte does not want his former spokesperson Harry Roque involved in his case before the International Criminal Court (ICC), according to Duterte's legal counsel, international lawyer Nicholas Kaufman. In a report aired on 24 Oras, Kaufman said Duterte believes Roque's involvement could compromise the case, citing that the former presidential spokesperson is considered a 'fugitive from justice' in the Philippines. 'The former President has expressed no desire to see Harry Roque nor to be assisted by him. Harry Roque is a fugitive from justice in the Philippines and the former President thought it best not to have his ICC defence compromised by engaging him,' said Kaufman in a statemen Kaufman also claimed that Roque had no authority to engage a Dutch lawyer to file a case against the Dutch government, which allegedly assisted in Duterte's transfer to ICC custody. He described Roque's attempt to pursue such legal action as 'lunacy,' saying it was halted after he contacted the lawyer involved. Roque, for his part, denied interfering in Duterte's ICC case. In a Facebook post, Roque maintained that he continues to support Duterte's legal defense and has not made any statements or taken actions that would affect the case. 'As a loyal foot soldier of the Dutertes, I have no wish but to bring the former President back to the Philippines alive. And like many Duterte diehard supporters, I feel a sense of frustration on the pre-trial detention of our beloved President. I thus offered an additional legal remedy, outside of the ICC, subject to the approval of the former President and his family,' he added. Roque also dismissed the accusation as unfair, saying: 'I cannot be blamed for devising remedies to bring former President Duterte home alive. No such idea can be characterized as a crazy scheme.'

The Spin: When mistakes make it to the front page

Those with a keen eye on news and advertisements – or, should we say, errors and mistakes within media and marketing – sent in a couple of interesting submissions to The Spin this month. Several of these submissions, unfortunately, appear on the front page of local news titles, so we've reserved the top spot for them on the last page of this edition. Kicking things off in big, bold font is an inescapable typo on the front page of the Norwich Evening News. Looks like the headline either made the front page in a hurry or the sub-editor might have called in sick on 10 June. Funnier still, we have a typo on the front page of the Irish Examiner that might have escaped notice if it were anything but the name of a certain UK Member of Parliament – who remains quite unpopular in Ireland. Let us know if it tickles you when you read it aloud. Meanwhile, in what seems to be quite the coincidence, Indian newspaper Mid-Day ran a Daddy's Day Out ad by KidZania on its front page, which was prepared well in advance, to advertise an aviation experience for kids. The coincidence: The ad, which shows a portion of an Air India plane popping out of a building, was featured on 12 June – the same day an Air India plane crashed into a building in India. Note to creatives: Maybe, next time avoid any associations between planes and buildings? Speaking of aeroplane-related mishaps in the media, Sky News and The Guardian went live with a howler during their coverage of the Heathrow airport closure. They reported that the British Army's Special Air Service (SAS) cancelled 12 flights to and from Heathrow. However, it was Scandinavian Airlines System (SAS) that actually cancelled its flights. On a a Facebook post, the latter SAS had a field day, saying: 'We get it, Sky News and The Guardian – [we both have the] same initials, both wear uniforms, operate internationally and move fast.' What better way to advertise ways to 'Make You Fluent' than to destroy the language with an ad that reads: 'Say Goodbye to Fear of Speaking New Language.' Looks like this one was custom made for The Spin. We are looking for 10 volunteers who need to start speaking new language this month. No matter what.' If you think about it, what's the point of great copy, if the target audience doesn't understand it anyway? We wind up this edition of the The Spin with an AI-generated Sciatica ad that seems more like a wind up. Is there a better way to get rid of the pain than chopping off the parts of the body responsible for it?
