Vijayawada: S Suresh Kumar, Principal Secretary, Department of Municipal Administration and Urban Development, on Tuesday pointed out that Andhra Pradesh was witnessing rapid urban expansion, with nearly 40- 45 per cent of its population now living in urban areas.
This demographic transformation calls for a paradigm shift - from traditional administrative models to agile, digitally empowered urban governance, said Suresh Kumar. He was the chief guest at the State-level workshop conducted at the School of Planning and Architecture, Vijayawada on Tuesday.
The State government in collaboration with the Capacity Building Commission (CBC), Government of India, organised a State-level orientation workshop on 'Capacity Building for ULB Officials' under the Mission Karmayogi framework. The event marks the beginning of a transformative capacity-building journey for urban administration in the State.
The workshop brought together Municipal Commissioners of 123 ULBs and key State urban departments, including MEPMA, Public Health and Municipal Engineering, and Town and Country Planning. The sessions focused on bridging skills gaps, integrating digital learning and fostering a culture of continuous professional development.
Suresh Kumar said 'Under the Mission Karmayogi' framework, the State is initiating comprehensive gap assessments to evaluate existing capacities within ULBs and identify key functional, domain and behavioral competencies required at various roles.
Based on these findings, minimum annual training hours will be prescribed for municipal officials.
Further, training will not be limited to technical domains. The State is promoting holistic development, with certificate courses offered in areas such as leadership, communication, ethics, digital literacy and even personality development - ensuring that public servants are equipped not just with professional skills, but with the confidence and emotional intelligence needed to engage meaningfully with citizens.
He informed that to encourage active participation, a framework for non-monetary incentives linked to training milestones is under consideration. These may include certificates of recognition, preference in transfers / internal postings, visibility in performance appraisals and access to advanced learning programmes. The intent is to create a culture where learning is rewarded and professional growth is seen as integral to public service.
A key highlight of the workshop was the demonstration of the iGOT Karmayogi platform, the digital hub of Mission Karmayogi. With over 8 lakh government officials already onboard nationwide, the platform offers role-based, modular learning content tailored for ULB functionaries. Courses range from municipal finance and e-governance to urban resilience, inclusive planning and citizen engagement.
The workshop saw participation from several senior dignitaries from the Government of India and domain experts, including: Dr Alka Mittal, Member (Admin.), Capacity Building Commission, V Lalithalakshmi, Secretary, CBC and CEO, Karmayogi Bharat, Shubham Katyayan, Programme Manager – ULBs, CBC, Soumi Banerjee, General Manager, iGOTKarmayogi Bharat and others. They shared insights on the role of continuous learning in transforming governance and the strategic utility of role-based skilling.

But down the chain of command, accountability has to be fixed, since we know now that it was a security and intelligence lapse. The next step would be to fix responsibility. And then heads must roll,' he said. Post Pahalgam, the chief minister expressed optimism to a question whether his government could balance the fragile peace with the vital need to revive tourism saying, 'We have to trust our forces to do what is right and to ensure that any gaps that have been identified as a result of Pahalgam are plugged.' He stressed about his government's push to restart tourism, saying 'tourism is an important part of JK's economy' and said a vast number of jobs and its appeal as a destination people genuinely want to visit. The recent, gradual return of tourists was a heartening sign, a testament to the active efforts of his government to participate in events across the country to bring them back. About the security audit of tourist spots, he said, 'Not that it should be done, it was being done… and those have gradually started to be reopened, and I am hopeful that after Amarnath Yatra, most of the other ones that are closed will also be reopened.' The closures, he noted, were an anomaly. 'We have never had tourist destinations closed,' he said, a hint of disbelief in his voice. 'Even in the worst of days, tourist destinations were not closed.' He presented a stark choice. Either the situation was now far worse than it had been 10 or 15 years ago, which he believed was not the case, or a considered decision needed to be made. 'If that's not the case, then we need to sort of take a considered decision, and post-Amarnath Yatra, start reopening all the closed areas,' he concluded, making it clear that a return to a full sense of normalcy was both necessary and long overdue. In an exclusive interview to ANI, father of Ranjit Singh, Mohan Lal Sen, said, "We want to tell Modiji to act on it, Government of India should work to bring him back. We have been suffering from the last 5-6 days. He has little children. We are very worried about him- where is he abducted, has he eaten anything or not". His mother, Sadhu Devi, is distraught, hasn't slept or eaten since the incident, and is desperate to see her son return home. The grieving mother, Sadhu Devi told ANI, "Please bring my son back. I want him back. I haven't slept in nights or eaten anything. When will my son come back?" Tears rolling down her face, she said, "We are very worried about his whereabouts. He has three small children, they are also worried. We want our son to come back home safe and sound." Previously in March, Niger had seen a terrorist attack by the Islamic State in Great Sahara in Kokorou, which had resulted in the deaths of at least 44 civilians and had left 13 severely injured, as reported by UN Security Council Press. US State Department's 2023 Country Report on Terrorism for Niger had observed, that terrorist organizations exploited Niger's extensive borderlands and sparsely populated regions to attack and recruit among populations where access to government services was weak and economic opportunity negligible. Due to the small size of its "defence force, ineffective coordination among security services, budget shortfalls, and instability in Burkina Faso, Libya, Mali, Nigeria, and the Lake Chad Basin", Niger's efforts to fight terrorism were hampered. Niger is in the midst of a political upheaval as a military coup has taken control, ousting the democratically elected President. Niger has been facing a severe security crisis due to jihadist insurgencies linked to Al-Qaida and the Islamic State, exacerbated by a military coup in July 2023. In July, 2023 President Mohamed Bazoum was detained by the Presidential Guard and General Abdourahamane Tchiani declared himself the new leader. This event led to widespread international condemnation. The Niger coup is the seventh such event in West and Central Africa since 2020, highlighting a concerning trend of military interventions in the region.
