Illinois debates Clean Slate Act to seal or expunge eligible criminal records

Yahoo19-03-2025
ROCKFORD, Ill. (WTVO) — The Illinois Clean Slate Act, currently under consideration in the General Assembly, would create an automated system to seal or expunge eligible criminal records, offering individuals with past convictions a fresh start.
'We talked to over 100 legislators and every one of us that we've talked to so far has been really excited about passing clean slate legislation,' said Rev. Ciera Bates-Chamberlain, the executive director of Live Free.
'The system is problematic,' she continued. 'If everyone who was eligible to have their records sealed went down to the courthouse, it will take 154 years for them to actually seal all of those cases because of the backlog.'
Advocates for the Clean Slate Initiative say that a criminal record creates barriers to employment, housing, and other opportunities.
The plan would automate the process, automatically clearing an offender's record once they become eligible for relief.
Rev. Violet Johnicker, pastor of Brooke Road United Methodist Church, said, 'So, people think, 'oh, well, they've served their time. Why don't they just go get a job?' Because we unfortunately, as a society, and particularly Illinois, continue to place obstacles in the way of those folks who are working to better themselves and be meaningful, doing good contributions back to society So we want to remove those barriers and get themselves back on their feet.'
The Clean Slate Act has been passed in 12 states.

French President Macron says France will recognize Palestine as a state

PARIS (AP) — French President Emmanuel Macron announced Thursday that France will recognize Palestine as a state, amid snowballing global anger over people starving in Gaza. Macron said in a post on X that he will formalize the decision at the United Nations General Assembly in September. 'The urgent thing today is that the war in Gaza stops and the civilian population is saved.″ The French president offered support for Israel after the Oct. 7, 2023 Hamas attacks and frequently speaks out against antisemitism, but he has grown increasingly frustrated about Israel's war in Gaza, especially in recent months.

Vanuatu Wins Landmark Legal Battle Over Climate Change Impact

One of the world's most vulnerable countries to the fallout from climate change has just won a landmark legal battle. The International Court of Justice has sided with the South Pacific island of Vanuatu in a case brought two years ago via the United Nations General Assembly. In its advisory opinion, delivered on Wednesday, the ICJ said countries have a responsibility to do what they can to limit global warming to the critical threshold of 1.5C, saying that failure to do so may violate international law.

Maryland rep calls out redistricting ‘cheats,' files bill asking for new map

Maryland House Majority Leader David Moon (D) called out redistricting 'cheats' on Tuesday and pledged to redraw the state's district lines if others are allowed to do so outside of the traditional census period. 'I'm introducing legislation to redraw Maryland congressional districts if any other state cheats & draws new maps outside of the census period,' Moon wrote in a Tuesday post on X. 'Seems Trump has convinced Texas, Missouri & others, and FWIW TX did it years ago & got away with it because nobody responded,' he added. In addition to the statement, Moon posted a screenshot of his bill request form seeking to draft legislation that would be enacted 'upon any other US State adopting a new congressional district map outside of the regular decennial census period, would require the Maryland Governor to propose a new congressional district map.' 'If the Governor declines to propose a new map within a certain time frame, the General Assembly has the option to propose and adopt a map of their own development,' he wrote. The move comes after Texas Republicans proposed redistricting the Lone Star state in an effort to maintain a GOP majority in Congress. President Trump has backed the effort with fierce criticism from Democrats. 'If the Republicans are going to redistrict in the middle of the decade, then we have no choice but to do the same,' said Rep. Ritchie Torres (D-N.Y.). 'Because to do otherwise would be unilateral disarmament.' Texas Gov. Greg Abbott (R) will hold a special session this week to consider redistricting, among other priorities. Redistricting across the country was originally slated for 2030 and an earlier draft date for new maps will likely rewire midterm elections set to take place next year.
