PM tells health minister to review Act 723 issues urgently: Fahmi

PUTRAJAYA: Prime Minister Datuk Seri Anwar Ibrahim has instructed Health Minister Datuk Seri Dr Dzulkefly Ahmad to urgently review the concerns raised by private medical practitioners (GPs) regarding the implementation of the Price Control and Anti-Profiteering Act 2011 (Act 723). Communications Minister Datuk Fahmi Fadzil, who is also the Madani Government spokesman, said the matter was discussed at today's Cabinet meeting, during which Anwar sought clarification from Dzulkefly. 'The issue raised involves the use of Act 723, which falls under the Ministry of Domestic Trade and Cost of Living. 'Some doctors (GPs) have questioned why that act was applied instead of the Private Healthcare Facilities and Services Act 1998 (Act 586). The prime minister has therefore requested an immediate explanation,' he said at his weekly press conference here today. Yesterday, more than 300 GPs staged a peaceful gathering lasting about two hours near the Perdana Putra building here to oppose the application of Act 723 to the medical profession. Among the demands of the GP community is a review of Act 723, advocating for the medical profession to be fully regulated under Act 586, which they believe is sufficient to govern private medical practice and healthcare services. Fahmi said the Seventh Schedule under Act 586, which regulates consultation and procedural charges for GPs at private clinics, will also be reviewed, and Dzulkefly has said that a Cabinet paper has been prepared. 'We expect the matter to be brought back to the Cabinet for a decision within a week or two,' he added. 'The total collapse of the healthcare system, absence of aid, and depletion of fuel are all being weaponised to coerce the population into voluntary displacement,' he said. He further cautioned that the so-called humanitarian zone is incapable of hosting Gaza's 2 million residents within just 60 square kilometres of devastated land, describing the area as uninhabitable and void of any semblance of life or future. JOHOR BAHRU, July 15 (Bernama) -- The Johor government and the Ministry of Health (MOH) have agreed on the urgent need to fill vacancies, improve facilities and upgrade infrastructure at three major hospitals to strengthen healthcare services and support frontline workers. Johor Menteri Besar Datuk Onn Hafiz Ghazi said these key matters were discussed during a meeting between the state delegation and Health Minister Datuk Seri Dr Dzulkefly Ahmad in Putrajaya today. The discussion focused on enhancing the operations of Johor's three main hospitals, Hospital Sultanah Aminah, Hospital Sultan Ismail and Hospital Kulai. 'Both parties also agreed that Hospital Pasir Gudang and Klinik Kesihatan Cendana must be further improved with additional manpower and equipment ahead of their expected opening early next year. 'To ensure smooth implementation, a special task force will be set up to coordinate and monitor short-, medium-, and long-term action plans,' he said in a statement posted on Facebook. He also expressed his appreciation to the Regent of Johor, Tunku Mahkota Ismail, for his continued concern for the welfare and well-being of Johoreans, particularly in the area of public healthcare. Onn Hafiz emphasised that the state government and MOH remain committed to upholding the people's right to fair, efficient and quality medical treatment, while also safeguarding the welfare of frontline workers who form the backbone of the healthcare system. Yesterday, Onn Hafiz revealed that Johor is facing a worsening healthcare manpower crisis, with some nurses reportedly managing between 10 and 14 patients per shift, far exceeding the ideal nurse-to-patient ratio of 1:6, or a maximum of 1:8, especially at major hospitals. He described the situation as alarming, warning that it not only affects the morale of healthcare workers but also compromises the quality of care provided to patients.
