It encouraged attackers to plan social media posts in advance, and to publish them during the attack. It also recommended pre-recording a video stating your message, also to be posted during the attack. Finally, it emphasized that if the attack is being recording live by media, the attacker should use the opportunity to proclaim the message.

Shafaq News – Baghdad Armed clashes erupted Sunday morning between members of the Popular Mobilization Forces (PMF) and Iraqi security forces at a Ministry of Agriculture office in the Dora district, south of Baghdad. The incident left two people dead—including a civilian passerby—and injured at least twelve others. According to Iraq's Joint Operations Command, the gunmen belonged to PMF Brigades 45 and 46, affiliated with the Kataib Hezbollah faction. The command said the group stormed a government building and exchanged fire with state security personnel tasked with protecting public institutions. Security forces arrested 14 suspects during the operation. Upon verifying their identities, authorities confirmed all belonged to the aforementioned PMF brigades. Legal proceedings have been initiated, and the detainees have been referred to the judiciary. The Iraqi Interior Ministry provided further details, revealing that the armed group broke into the Ministry of Agriculture's office in western Baghdad during an internal meeting, prompting panic among employees who called for immediate help. Several officers and personnel sustained injuries in the confrontation. Security sources told Shafaq News that the incident originated from a dispute between two individuals affiliated with the PMF over an administrative appointment. When the newly appointed director attempted to assume his duties, the current officeholder refused to hand over the position. The incoming official reportedly returned with an armed group, leading to an exchange of gunfire. Military and security officials from Baghdad Operations Command, the Federal Police, and the PMF's own internal security directorate later intervened to de-escalate the situation. Authorities confirmed the site is now secure and no further violence has been reported. Prime Minister Orders Accountability In response, Prime Minister Mohammed Shia al-Sudani, who is also the Commander-in-Chief of the Armed Forces, held an emergency meeting with senior military officials. He ordered that all individuals involved in the attack be held accountable in accordance with Iraqi law. Al-Sudani emphasized the state's responsibility to protect its institutions and called for a thorough and professional investigation, warning that 'no one is above the law' and that unauthorized armed actions will not be tolerated. PMF Leadership Disavows Incident The PMF Commission issued a statement Sunday evening pledging full cooperation with authorities. It reaffirmed that the PMF operates under the command of the Iraqi state and that any individual or group acting outside established procedures would face consequences. 'The PMF exists to serve the nation and act in coordination with official security institutions,' the statement read. 'Any individual or group that steps outside this framework is violating the law and the principles of the PMF.'

Iraqi politician convicted in corruption case, sentence suspended
Shafaq News – Baghdad Iraq's Central Anti-Corruption Criminal Court has handed a one-year suspended prison sentence to Jamal al-Karbouli, a prominent Sunni political figure and head of the al-Hal (Solution) Party, a judicial source told Shafaq News on Sunday. The conviction was issued under Article 453 of the Iraqi Penal Code, which criminalizes breach of trust involving the misuse of entrusted movable property for personal or unauthorized purposes. Al-Karbouli was initially arrested in April 2021 on corruption-related charges but was released later that year, on November 28. Al-Karbouli, born in 1965 and trained as a medical doctor, rose to national prominence as President of the Iraqi Red Crescent Society during the post-2003 period. He later transitioned into politics, founding the National Movement for Development and Reform, better known as the al-Hal Party, one of the leading Sunni political platforms in Iraq. He is also Sheikh (leader) of al-Karabla tribe, part of the Dulaim tribal confederation in al-Anbar province. Throughout his political career, he maintained a role in shaping Sunni parliamentary blocs and electoral coalitions, often positioning himself as a rival to other Sunni leaders such as former Speaker of Parliament Mohammed al-Halbousi.

In a statement, the Security Media Cell of the Joint Operations Command said that 'a reprehensible incident' occurred at the ministry's Karkh district office on Sunday morning, resulting in injuries among security forces. 'Security forces were able to arrest 14 suspects' who were identified as members of the PMF's 'brigades 45 and 46,' the Cell added, noting that the suspects 'have been referred to the judiciary, with legal proceedings underway.' Brigades 45 and 46 are affiliated with the Kata'ib Hezbollah - a powerful Iranian-backed Iraqi armed group designated by the United States as a Foreign Terrorist Organization (FTO). Washington holds Kata'ib Hezbollah, a key player in the Iran-led 'Axis of Resistance,' responsible for numerous attacks on US assets in the region since the outbreak of the Israel-Hamas conflict in October 2023. In response to Sunday's incident, Iraqi Prime Minister Mohammed Shia' al-Sudani - who also serves as commander-in-chief of the Iraqi armed forces, including the PMF - 'has ordered the formation of a high-level investigative committee' to probe 'how an armed force acted without official orders or approvals, attempted to seize a government building, and opened fire on security units,' the Security Media Cell added. In a previous statement on Sunday, the Iraqi interior ministry noted that 'the incident coincided with a newly appointed director beginning his duties,' adding that Iraqi federal police units and Karkh emergency patrols 'quickly intervened and came under direct gunfire, resulting in several officers and personnel sustaining various injuries.' The ministry noted that 'search and pursuit operations are ongoing' to apprehend remaining suspects, affirming its strong condemnation and stressing that Iraqi forces 'will not tolerate any party attempting to impose a de facto situation by force or threaten state institutions. 'Upholding the authority of the state and the rule of law remains a top and non-negotiable priority,' the ministry emphasized. This is not the first time Kata'ib Hezbollah has been linked to clashes with Iraqi state forces. The incident notably occurred shortly after clashes between security forces and supporters of Iran-backed armed groups protesting election results. While Kata'ib Hezbollah has strongly denied involvement, the use of explosive-laden drones, a hallmark of Iran-backed Iraqi armed groups, and Kadhimi's then-perceived alignment with the US fueled widespread belief in their responsibility.
