PETALING JAYA: Industry experts are upbeat that Malaysia's initial public offering (IPO) market will continue its buoyancy into the second half of this financial year (2H25) despite global uncertainties.
Maybank Investment Bank regional head for equity capital markets Raymond Chooi told StarBiz he expects the momentum of IPO launches to continue and it would be possible to meet Bursa Malaysia's target of 60 listings for this year.
'The first half of 2025 saw increased volatility and caution with the FBM KLCI posting a decline of 6.7% and average daily trading volume in the market falling to RM2.5bil from RM3bil in 2H24.
'Further de-escalation in trade tensions is expected as there are clearer outcomes of trade negotiations.
'Locally, whilst individuals and businesses are adjusting to the impact of the sales and service tax's (SST) scope expansion, we believe the easier interest rate environment would help cushion any impact as well as improve liquidity that would eventually be positive for the equity market,' Chooi noted.
From January to July 2025, there were 37 IPOs on Bursa Malaysia which raised about RM4.2bil, out of which six IPOs were listed on the Main Market, 28 on ACE Market and the remaining three on the LEAP Market.
He highlighted that external developments remain a key factor on the country's economic performance.
Unless there's a major shock globally, Chooi expects the IPO momentum for the second half to improve compared to the first half as there's still ample domestic liquidity.
'Companies with good growth track record and trajectory and firm growth plans and strategies are expected to continue to pursue their IPO plan in the second half of the year.
'Since March 2025, we have completed three Main Market IPOs during a volatile period and successfully sustained investors' interest throughout the process, he noted.
Chooi said based on the latest filings (December 2024 to July 2025), he expects the IPOs in the second half to be primarily in the consumer, industrial, transport and logistics, energy and construction sectors.

Bank Muamalat Malaysia Bhd chief economist Mohd Afzanizam Abdul Rashid said the prevailing trend of IPO in 2025 thus far has been quite commendable.
'Nonetheless, the outlook for the global and domestic economy is likely to be challenging in view of the impending US tariff and geopolitical risks as well as the ongoing fiscal consolidation which would exert cost of doing business higher in the near term,' he noted.
He said this could result in prospective companies who wish to go for listing feeling jittery as the equity prices might not get the right premium post listing based on the prevailing trend.
'While the market condition is part of the consideration for the IPO, there are also other factors such as capital structure, ownership goals, corporate readiness, strategic goals and regulatory environment.
'I suppose the IPO listing target of 60 could be achieved,' Mohd Afzanizam said.
He added that sectors such as ports, healthcare, consumer and retail, industrial and manufacturing, technology and data centre, real estates and real estate investment trusts (REITS) are the possible ones that would dominate the IPO markets during the second half of the year.

Meanwhile, Deloitte Malaysia transactions accounting support partner Wong Kar Choon said the IPO outlook in the country remains optimistic for the remainder of 2025, with 32 listings recorded as of June 30, 2025, putting Bursa Malaysia on track toward its full year target of 60 listings.
'However, the recent US trade tariffs and geopolitical tension have introduced uncertainty and we foresee that there could be an impact on the IPO market.
'Additionally, companies may delay their IPO plans, especially for export-driven companies that are affected by supply chain disruptions and cost pressures,' he said.

KUALA LUMPUR: Bursa Malaysia closed at its intraday low on Thursday, tracking weaker regional sentiment despite optimism on Malaysia's strategic policy vision under the 13th Malaysia Plan (13MP) announcement. Prime Minister Datuk Seri Anwar Ibrahim tabled the 13MP at the Dewan Rakyat sitting today. At 5pm, the FTSE Bursa Malaysia KLCI (FBM KLCI) fell 11.25 points or 0.74 per cent due to late selling to settle at 1,513.25 from Wednesday's close of 1,524.50. The benchmark index opened 0.51 of-a-point firmer at 1,523.99 and hit its highest level at 1,524.05 in the early session before trending downwards throughout the rest of the day. However, the broader market was slightly positive, with gainers outpacing losers 545 to 475, while 483 counters were unchanged, 992 untraded and 53 suspended. Turnover increased to 3.77 billion units worth RM3.10 billion from 2.65 billion units worth RM2.07 billion yesterday. The local index's slide was in tandem with the negative tone across key regional markets. Hong Kong's Hang Seng Index slipped 1.60 per cent to 24,773.33, Singapore's Straits Times Index shrank 1.06 per cent to 4,173.77, South Korea's Kospi dipped 0.28 per cent to 3,245.44, while Japan's Nikkei 225 surged 1.02 per cent to 41,069.82. UOB Kay Hian Wealth Advisors Sdn Bhd's head of investment research Mohd Sedek Jantan said the Bursa Malaysia Technology Index rebounded sharply after three consecutive sessions of decline. He said the recovery was driven by renewed investor optimism following Anwar's presentation of Malaysia's strategic policy vision under the 13MP. "The plan lays the foundation for the country's medium-term economic transformation, with a strong emphasis on inclusive growth, environmental sustainability, and technological innovation. "Flagship initiatives such as the National Artificial Intelligence Action Plan 2030, along with a concerted focus on strengthening digital infrastructure, are intended to position Malaysia as a regional hub for high-value, future-facing investments," he told Bernama. Mohd Sedek also said investors awaited clarity ahead of the United States (US) trade tariff negotiations deadline. He noted that market sentiment remains fragile, with heightened uncertainty surrounding the trajectory of US trade policy under President Donald Trump's anticipated announcement either today or tomorrow. "Additionally, investors are also monitoring whether the current tariff negotiation deadline will be extended; the imposition of new tariffs on Malaysia as the country currently faces a 25 per cent rate and other trading partners; and the potential revision or reversal of previously secured tariff arrangements. "While no official announcements have been made, the uncertainty surrounding trade policy direction has prompted many Malaysian firms to adopt a wait-and-see approach, delaying investment decisions and export orders pending further clarity," he added. Among the heavyweights, Maybank lost six sen to RM9.39, Public Bank fell eight sen to RM4.21, Tenaga Nasional dropped 26 sen to RM13.02, CIMB was flat at RM6.55, while IHH Healthcare gained two sen to RM6.65. Of the most active counters, Pharmaniaga went up 1.5 sen to 17.5 sen, Zetrix AI added 3.5 sen to 88 sen, Top Glove advanced 1.5 sen to 68.5 sen, VS Industry perked up 7.5 sen to 80.5 sen, while TWL and EA Holdings were flat at 2.5 sen and half-a-sen, respectively. Top gainers Malaysian Pacific Industries bagged 74 sen to RM20.14, Nestle climbed 68 sen to RM88.08, and Hong Leong Industries garnered 16 sen to RM13.06. As for the top losers, Hong Leong Bank dipped 30 sen to RM19, Petronas Chemicals erased 19 sen to RM3.88, and Kuala Lumpur Kepong shed 12 sen to RM19.58.

13MP is bold yet pragmatic, say economists

KUALA LUMPUR: The 13th Malaysia Plan (13MP) is seen as a bold yet pragmatic blueprint for steering the nation towards long-term economic resilience, said economists. UiTM Business Management Faculty senior lecturer Dr Mohamad Idham Md Razak said the 13MP sets a forward-looking agenda that prioritises high-value industries, sustainable development and economic reforms. "With its 4.5-5.5 per cent growth target, the plan is attainable as long as Malaysia maintains its reform momentum and capitalises on the global recovery," he told Business Times. Mohamad Idham said the government's efforts to curb inflation, strengthen fiscal discipline and upskill the workforce through targeted subsidies and prudent spending offer a strong foundation for shared prosperity. "However, further enhancements to private investment incentives, climate resilience planning and bipartisan support will only improve the plan's overall effectiveness," he said. Bank Muamalat Malaysia Bhd chief economist Dr Afzanizam Abdul Rashid described the 13MP as a "reasonably crafted" roadmap that reflects both aspiration and economic realities. He noted that the government acknowledged headwinds such as geopolitical tensions and global tariff shocks, and has taken a more realistic stance. "For instance, revising the compensation of employees (COE) target from 45 per cent under 12MP to 40 per cent now, which is closer to the current level of 33.6 per cent," he said. "This shows pragmatism in policy setting, rather than overpromising," he said. Universiti Malaya's International Institute of Public Policy and Management adjunct professor Tan Sri Dr Sulaiman Mahbob said the thrust of the 13MP lies in its focus on value creation, across public and private sectors, as well as in household and institutional planning. "At its core, the 13MP is about maximising impact, ensuring every project, policy and partnership delivers real, measurable value to the people," Sulaiman said. He stressed the need to strengthen the value chain, minimise leakages, and enhance implementation across the board. "Whether from government or private sector planners, the focus must be on outcomes. That is how we create added value for the country and improve the rakyat's well-being," he said. Putra Business School economist Prof Dr Ahmed Razman Abdul Latiff said the 13MP incorporates the core objectives of the Kerangka Ekonomi Madani while remaining agile enough to respond to uncertainties in the next five years. "Even though the 13MP covers more areas than the 12MP, that is necessary for Malaysia to remain competitive and sustainable. "Some of the targets are realistic, whilst some are a bit ambitious, but the monitoring system of MyRMK will ensure that any intervention can be made in a timely and structured manner," he said. He added that diversified strategies will be critical in navigating external shocks and domestic challenges while upholding national priorities.
