Japanese regulators find Visa pressured firms, hiked fees

Japan 's antitrust watchdog said on Tuesday it had told Visa Worldwide to reform its business practices after concluding that the firm restricted and pressured card companies to use its credit information system.

It marks the first administrative action taken by the Japan Fair Trade Commission against a credit card company. The commission said the global credit card brand's
Singaporean unit, which manages the Asia-Pacific region including Japan, had charged higher fees to other credit card firms that did not use its network to check credit information.
The commission said the Visa unit has submitted plans to improve its practices, adding that it has accepted the plans. The company was exempted from facing fines or other punitive measures under the antimonopoly law.
According to the Japan Consumer Credit Association, as of 2020, the Visa credit card brand accounted for about half of the market share in Japan. The total amount of credit card transactions in the country in 2024 stood at 116 trillion yen (US$785 billion).
Credit card transactions involve an issuing company and management company, which both utilise a trusted reference system when a transaction is made, according to the watchdog.

Interchange fees, typically set by global brands, are paid by the management company to the issuing company during a transaction, while the issuing company pays a service charge to a different company – in this case Visa Worldwide – providing the reference system.

Stellantis-backed Leapmotor has announced the latest phase in its global push by launching an electric midsize sedan that offers similar features to Tesla's Model 3 at less than half the price. The Hangzhou-based electric vehicle (EV) builder said the B01, priced from 89,800 yuan (US$12,542) in mainland China, would target markets around the world as it pursued new growth engines amid cutthroat competition at home. 'We are offering our answer to customers' demand for an exquisite, value-for-money mass market car,' Cao Li, Leapmotor's senior vice-president, told a press conference in Hangzhou on Thursday. 'We are confident that the new car has largely exceeded market expectations.' Deliveries to mainland Chinese customers would begin this month, but the company did not say when the new car would be sold overseas. Leapmotor developed the new model based on its upgraded architecture, known as Leap3.5, which supports smart driving and fast charging. Beijing has further institutionalised its export-control regime on critical minerals – widely considered a trump card held by Chinese authorities in trade negotiations with the US – as officials intensify crackdowns on smuggling. In the two months since China launched a campaign to combat illegal exports of strategic minerals, authorities have identified attempts by 'a small number of lawbreakers' to circumvent regulations through various means, leading to escalating risks of illegal technology outflows, said He Yadong, a spokesman for the Ministry of Commerce, at a press conference on Thursday. 'Government agencies have strengthened interdepartmental coordination, adopting a zero-tolerance approach and taking forceful measures against the smuggling and illegal export of strategic minerals,' He said. 'A number of illicit export cases have been investigated, with multiple smuggling suspects apprehended. 'These concerted efforts have demonstrated resolute enforcement and established a powerful deterrent effect.' With its stranglehold on the global supply chain for critical minerals, China has been increasingly leveraging that dominance to exert influence in geopolitical matters.
