
Revealed: the council that spends more on pensions than it collects in tax
Cash-strapped local authorities are spending more than half of their council tax revenue on staff pensions, a Telegraph investigation has found.
The Shetland Islands council puts the equivalent of 111pc of its council tax haul into staff pensions, while councils in Hackney, South Oxfordshire, Newcastle-under-Lyme and the Orkney Islands all shell out more than half.
Another 19 fork out the equivalent of at least a third of what they take in.
Together, the 24 councils have stuffed almost £3bn into staff pensions over the past five years – but still hiked their tax rates by an average of over 7pc for 2025-26.
As rates soar to record levels and second home owners are hit with double premiums, Telegraph Money can reveal:
12 Scottish, nine English and three Welsh local authorities now shell out more than a third of their council tax on staff pension contributions – with the total bill exceeding £730m a year.
60 councils spend at least 20pc of what they collect.
The Local Government Pension Scheme already pays 2.3 million retirees and another five million current and former workers are building up generous, inflation-linked pensions.
It comes after nine in 10 areas across England endured the maximum 4.99pc council tax rise last month, with parts of Scotland and Wales slapped with even higher increases.
Local authority funding comes from multiple sources, including government grants, but tax receipts represented more than half of English councils' core spending power last year, according to the Institute for Fiscal Studies.
The Local Government Pension Scheme for England and Wales is one of the world's largest funded schemes, with 6.7 million members and £390bn in assets. Scotland's scheme has another 639,000 and assets of £60bn.
Together, they pay retirees £15bn a year in inflation-linked, guaranteed pensions for life. Employers pay an average contribution of 19.8pc of salaries for staff pension in England and Wales and 17.5pc in Scotland.
Now, following a series of Freedom of Information requests, The Telegraph can reveal the true cost of the generous schemes – and how much of your council tax is used to fund them.
Nigel Farage, Reform leader, said: 'For all the talk of debt, for all the talk of interest rates, for all the talk of local, county and national budgets, the real elephant in the room is public sector pensions.
'What is happening is a microcosm of an even bigger national problem. These will present big challenges for Reform in the councils we're in control of.'
The Shetland Islands council reported the highest percentage of contributions paid compared to council tax collected with 111pc. Its pension costs of £74.9m over the past five years dwarfed the £67.7m it collected from ratepayers.
In March, council officials said the council's major spending commitments and millions in borrowing repayments would lead to cuts to everyday services.
Orkney Islands council was also near the top of the list after spending the equivalent of 58pc of council tax.
The highest in England was Hackney council, which collected £415.2m in council tax between 2020 and 2024 and paid £243.3m, or 59pc, into staff pensions. It has yet to release its 2024-25 figures, but confirmed in November it would need to make savings of £67m by 2028.
South Oxfordshire district council received £43.8m over the past five years, but spent £25.2m, or 58pc.
Blaenau Gwent county borough council, at 39pc, was the highest in Wales after taking in £176.9m and spending £68.5m.
A total of 60 local authorities have spent more than a fifth of the council tax they collected on pension contributions since 2020-21.
Among the 24 that spent over a third, the average council tax increase for 2025-26 was 7.5pc. It ranged from 1.99pc in Newcastle-under-Lyme to 15pc on the Orkney Islands.
Birmingham council, which effectively filed for bankruptcy and announced £300m in cuts over two years, spent more than £100m a year, equivalent to 29pc of its council tax.
The figures come as homeowners and renters battle soaring council tax rates across the country.
Almost half of properties in England now face bills of at least £2,000, while the number of households on the hook for a £5,000 bill has quadrupled.
Six councils were also granted permission for exceptional increases by Angela Rayner, with Labour-run councils in Bradford and Newham hiking rates by 9.99pc and 8.99pc respectively. Increases in Scotland and Wales were even higher.
Second home owners have also been hit after more than 200 local authorities brought in a 100pc council tax premium from April 1, enabled by rules introduced under the Conservatives.
Telegraph analysis found that 2,000 second home owners in popular holiday hotspots could face bills of £10,000 or more across both their residences. The average second home owner will now see their tax bill rise 77pc to £3,672 in 2025-26.
John O'Connell, of the TaxPayers' Alliance, said: 'Local taxpayers are fed up with seeing more and more of their cash being used to prop up gold-plated pensions that most could only dream of.
'Households across the country are still reeling from the latest round of council tax rises and authorities are cutting back key services. All the while, those working in local councils are sitting pretty on defined benefit nest eggs that are all but non-existent in the private sector.'
Despite the amounts paid in by councils, the Local Government Pension Scheme remained almost £6bn in deficit at its last valuation. Of 87 individual schemes, 26 still didn't have enough money to pay their retirees.
There were hopes that councils would be able to cut their contributions following the next round of valuations, due later this year. However, experts fear this is now less likely after Donald Trump's announcement of global tariffs hit investment markets.
Andy King, of wealth manager Evelyn Partners, said the 'huge divide' between public and private sector pensions raised questions over affordability and fairness for taxpayers.
He said: 'A lot of council tax payers will be surprised at just how much of their continually rising bills go towards funding pensions, rather than into local services. The scheme is hugely more generous than private sector pensions, and local government staff may not know how good it actually is.'
A Local Government Association spokesman said: 'The Local Government Pension Scheme [LGPS] can help encourage people to develop a career in local government. With pay often lower in local government than comparable private sector roles, the LGPS can mitigate that while occupational pensions, like the LGPS, can help public sector workers avoid needing welfare benefits in retirement.
'The LGPS is the most robust public sector pension scheme. Compared with other major public sector pension schemes, the employer contribution rates in the LGPS are also generally much lower.'
A Hackney council spokesman said: 'Council tax income is just one of many funding sources that form our £1.9bn budget this year and help us deliver over 800 services that our residents rely on.'

Energy future: Paying up front should lead to tangible savings ahead
Why you can trust Sky News Ofgem's approval of a £24bn investment in expanding the energy grid, and the £102 bill increase that will pay it, is an acknowledgement that cleaner, more predictable and hopefully cheaper prices in future will only come at a price today. The investments given the green light today, £10bn of which will be spent by the three electricity grid operators in England, are fundamental to the UK's energy transition. They will pay for new high-voltage cables, on pylons, underground and undersea, along with new substations and circuitry required to connect new renewable sources, primarily offshore wind, to the people who need it. It is a massive and ambitious project that will ultimately cost £80bn with the goal of delivering a clean power grid. The aim is to reduce both emissions and the UK's reliance on volatile wholesale gas markets, which both underpin electricity supply today, and set the price in the market, even when renewables provide the majority of supply. That volatility saw domestic bills rise above £4,000 in the wake of Russia's invasion of Ukraine, prompting Liz Truss to authorise a £40bn state subsidy to cap bills at £2,500 for every household in the country. 1:57 An expansion of renewables and storage capacity alongside new nuclear should at some point in the future tip the balance so gas is no longer king in the UK market. To get there however we are all going to have to pay upfront, in the shape of subsidies and price guarantees to incentivise the building of renewables, and the increase in "network costs" announced by Ofgem today. Over time these investments should deliver tangible savings. These will include an end to "constraint payments" paid to power stations and wind farms to switch off in times of excess supply because the grid can't handle the load. They cost customers more than £1bn last year and are forecast to more than double before new infrastructure brings them down. Ofgem say that will save around £80 per household, cutting the net cost expansion to just £24 per-household per-year. The private companies delivering the investment meanwhile - National Grid in England and SSE and Scottish Power in Scotland - will receive a return on their investments of 6% on equity, an average of 5.57% on debt, and be permitted to take dividends of 3%. A fair return says Ofgem. Consumers will want service and prices to match if they are to agree.

Promises broken by SNP are clearly not forgotten by Scotland's voters
Nothing hurts as much as a broken promise – either on a personal or a political basis. It destroys forever the credibility of the person making the promise. In the case of Nicola's power company promise, it was made in a keynote conference speech which was televised live and ended with a standing ovation from the hundreds of SNP members in the hall. READ MORE: Tommy Sheppard: SNP must treat the Holyrood lists as the most important votes If the power company concept was not as 'straightforward' as it first appeared, perhaps the then first minister should have done a little more homework before even mentioning the subject. She had of course a small army of civil servants who could have carried out the work for her. The really sad part in all this is that back in 2017 there was a window of opportunity to turn the concept into a reality. That window has now closed, probably for all time. Stan also mentions the 'possibility of replacing the Council Tax' and claims the situation is 'more complex that one would initially suspect'. In their 2007 manifesto, the SNP promised to abolish Council Tax and replace it with a local income tax set at 3% of earnings. The plan was dropped in 2009. In 2011, they said Council Tax was unfair and committed to 'consult with others to produce a fairer system based on ability to pay'. That ultimately led to the Commission on Local Tax Reform, which recommended a replacement property tax, a land value tax or a local income tax. Instead Nicola Sturgeon announced an increase in Scotland's four highest Council Tax bands. READ MORE: Poverty levels in Scotland below UK for 20 years, graphs show The party's 2021 Holyrood manifesto had them 'committed' to reforming Council Tax 'to make it fairer". This would involve a citizens' assembly to come up with a way forward. That did not happen and the Council Tax remains in place and will no doubt rise again in March 2026. Attempts by Graeme McCormick to get the SNP to even consider the possibility of replacing the Council Tax, and other taxes, with an annual ground rent have been completely ignored. While on the subject of broken promises, I very distinctly remember Nicola Sturgeon, at a Covid press conference, promising she would not, and could not legally, delete her WhatsApp messages. She later admitted she had done just that. Back in 2017 the then health secretary Shona Robison told GPs at a special BMA conference that the Scottish Government would aim to increase the number of GPs in Scotland by at least 800 over the next decade. 2027 is now not far away and the number of GPs has absolutely no chance of increasing by 800 by then. Let us not mention the promised free bikes and free laptops for our children. In the years between 2017 and now, SNP membership has halved, the party's representation at Westminster has been reduced to a rump, and its support at recent by-elections is at a level probably last seen at the October 1974 General Election. Labour has betrayed its promise to stop the boats
Immigration policy is the single biggest avoidable failure of the political class in the past generation. It is one of the main reasons Labour won a landslide one year ago and is likely to be one of the main reasons it fails to get re-elected four years hence. Labour made extravagant, and in this case justified, attacks on the Tory record – a useful way of signalling it had become a normal party again after Corbyn – while, as in so many other areas, merely replicating that Tory failure, at least in relation to ' smashing the gangs '. Moreover, despite having so long to prepare for Government it seems to have done no original thinking on either legal or illegal immigration. That said, Labour's record on legal migration has been better than I expected, and the immigration white paper remains an extraordinary volte face for a pro-immigration party, eloquently making the case that mass migration sceptics have been making for 20 years. The biggest story of the past year has been the almost halving of net immigration to 431,000 in 2024, almost entirely due to measures taken by Rishi Sunak's government. But the white paper measures will build on Sunak in three important respects: the complete ban on social care visas, extending the qualifying period for indefinite leave to remain from five to 10 years, and raising the skill threshold for skilled work visas that will make it much harder to bring in people for middle-skill jobs. The biggest disappointment was cutting the two year post-study work option for international students to 18 months rather than abolishing it or restricting it only to students at elite universities, especially as international students at lower status universities turn out not to contribute much to the cross-subsidy of domestic students. Nevertheless, Labour has probably achieved three, and maybe four, of its five pledges on immigration, a better record than most areas, though mainly thanks to Sunak government decisions. The pledges were: bring down net immigration, reduce reliance on overseas workers, tackle smuggling gangs, clear the asylum backlog and accelerate the removal of people without legal status in the UK. The asylum backlog initially went up after July 2024 when Sunak's Illegal Immigration Act was repealed but is now probably a little below the inherited level. Returns have continued the gentle upward trend that began in 2021 but only 3 per cent of small boat crossers have been returned and most of those are accounted for by the deal with Albania signed by the previous Government. There are some less promising signs too. The recent industrial strategy paper talked ominously about using the soon-to-be-revised temporary shortage list to plug skill gaps. There is the failure, too, to clamp down on the nearly half of food delivery drivers who the Home Office reckons are working illegally. And we should be reading headlines about training boot camps in the many skill shortage areas, akin to the way the HGV crisis was dealt with after the pandemic. But the great failure of Labour's first year was to repeal the Rwanda off-shoring plan with nothing to replace it. For all the talk of reset with the EU it is an astonishing breakdown of international co-operation that no agreement has been reached to automatically return all Channel crossers – now at a record 19,000 for the first six months of the year and more than 170,000 since 2018 – either to France or a coalition of European countries. A hard stop consistently applied to all crossers for just a few days would end the flow immediately; why pay $5,000 to a people smuggler to bring you to the UK if you are automatically returned? This is clearly in France's interests too as at least a proportion of those queuing at Calais would not arrive in France at all if the UK option was removed. On top of a guarantee that all those accepted back by France after the hard stop, surely no more than a couple of thousand, would be matched by someone taken from the French asylum lists, the UK would have to offer an extra sweetener to enable French politicians to sell the idea. Simple enough? Various plans for such a Rwanda-style off-shoring, but within Europe, have been floating around for months, some involving France others involving a broader coalition of the willing. A plan is finally expected in the next week or so, but it's unlikely to involve the kind of hard stop that is necessary. And why is there no plan to stop using asylum hotels within 12 months, rather than at the end of the Parliament (also unlikely to be achieved). Why not a new version of Homes for Ukraine or calling on diaspora groups to house their co-nationals? More generally Labour is zig-zagging on immigration, as on so much else, between a new toughness, in response to the Reform surge, and its old liberal instincts. The latter is symbolised by Keir Starmer's extraordinary expression of regret at his 'island of strangers' comment. Expect more zig-zagging ahead.
