
Congo's budget goes mainly for arms spending
The Congo government is in an economic tight spot. Its eastern provinces which have lucrative mineral resources like gold, tin and coltan reserves are in the eastern provinces now controlled by the rebel M23 soldiers, supported by the Rwandans.
The main challenge for the Congo government is to feed the war machine, and the budget exercise is to equip the army and pay the soldiers' salaries. This is turning out to be a financial burden because the rich provinces under rebel control also reduce the tax potential of the government.
It has been calculated that the tax revenue is expected to fall from 15.1 per cent to 12.5 per cent. And the military expenditure has gone up because of the war. The government had promised to double the salaries of soldiers and the police, costing $500 million in the year. The army counts 268,602 personnel, among whom 74,000 are in combat zone.
More than 36,000 are considered non-active, and 3,618 are retried soldiers waiting for $145 million unpaid benefits. Unnamed sources told Reuters that the salaries have not been paid. It is also reckoned that defence and security-related spending that was incurred in the first four months of the year was $1 billion. According to an unnamed military source, 'The bulk of these funds are handled outside the formal budget framework. We don't have full visibility either.' This pertains to just rise in the defence expenditure. It is estimated that the budget deficit would increase from 0.8 per cent to 1.2 per cent.
The economics of war is negative, to put in simple terms. Valuable money is spent in destructive armaments and precious lives of human beings as soldiers and as non-combatants is lost. There just does not seem to be an iota of regret and penitence in the minds and hearts of politicians and generals about the countless lives of people lost in meaningless wars.
The only people who seem to be thriving are the arms merchants and the countries that are hubs of arms manufacture. Ironically, Western lending agencies like the International Monetary Fund (IMF) and the World Bank (WB) end up lending money for supporting these local conflicts.
It does not mean that if the IMF and WB do not give money, the wars would end. They would not. Politicians of countries at war with each other are going to fight them anyway, and they will buy the arms and create an underworld market of arms smugglers.
What is happening in Congo is indeed the fate of many countries in Africa, especially in West African countries like Burkina Faso, Male, where military governments are fighting armed rebels.
It is the civilians, young and old, and women who are caught in the crossfire. As normal life in cities, towns and villages is disturbed, people are forced to migrate to the neighbouring countries, where they are not welcome. Almost all countries in Africa are facing economic stress, and they cannot bear the burden of refugees.
There is also the new element of private armies for hire. In many of the western African countries, the presence of private armies like Wagner from Russia, for example, has become quite prominent. Earlier, the French had stationed their troops in some of these countries. But due to political fluctuations, the military rulers have asked French troops to leave, and they have been replaced by mercenaries of the Wagner type. Wars have become anarchic. It is not always the armies of one state fighting the armed forces of another. So, when the peace terms were worked out, there was the guarantee that the nation-states would keep the promise. But with the presence of militants and their nexus with the arms dealers, ending wars has become a big problem.

Rwanda, Congo sign peace deal in US to end fighting, attract investment
Rwanda and Democratic Republic of Congo signed a US-brokered peace agreement on Friday, raising hopes for an end to fighting that has killed thousands and displaced hundreds of thousands more this year. The agreement marks a breakthrough in talks held by US President Donald Trump's administration and aims to attract billions of dollars of Western investment to a region rich in tantalum, gold, cobalt, copper, lithium and other minerals. "We're getting, for the United States, a lot of the mineral rights from the Congo as part of it." Rwandan Foreign Minister Olivier Nduhungirehe called the agreement a turning point. Congo Foreign Minister Therese Kayikwamba Wagner said it must be followed by disengagement. Trump later met both officials in the Oval Office, where he presented them with letters inviting Congolese President Felix Tshisekedi and his Rwandan counterpart Paul Kagame to Washington to sign a package of agreements that Massad Boulos, Trump's senior adviser for Africa, dubbed the "Washington Accord". Nduhungirehe told Trump that past deals had not been implemented and urged Trump to stay engaged. Trump warned of "very severe penalties, financial and otherwise", if the agreement is violated. Rwanda has sent at least 7,000 soldiers over the border, according to analysts and diplomats, in support of the M23 rebels, who seized eastern Congo's two largest cities and lucrative mining areas in a lightning advance earlier this year. The gains by M23, the latest cycle in a decades-old conflict with roots in the 1994 Rwandan genocide, sparked fears that a wider war could draw in Congo's neighbours. ECONOMIC DEALS Boulos told Reuters in May that Washington wanted the peace agreement and accompanying minerals deals to be signed simultaneously this summer. Rubio said on Friday that heads of state would be "here in Washington in a few weeks to finalise the complete protocol and agreement". However, the agreement signed on Friday gives Congo and Rwanda three months to launch a framework "to expand foreign trade and investment derived from regional critical mineral supply chains". A source familiar with the matter told Reuters on Friday that another agreement on the framework would be signed by the heads of state at a separate White House event at an unspecified time. There is an understanding that progress in ongoing talks in Doha - a separate but parallel mediation effort with delegations from the Congolese government and M23 - is essential before the signing of the economic framework, the source said. The agreement signed on Friday voiced "full support" for the Qatar-hosted talks. It also says Congo and Rwanda will form a joint security coordination mechanism within 30 days and implement a plan agreed last year to monitor and verify the withdrawal of Rwandan soldiers within three months. Congolese military operations targeting the Democratic Forces for the Liberation of Rwanda (FDLR), a Congo-based armed group that includes remnants of Rwanda's former army and militias that carried out the 1994 genocide, are meant to conclude over the same timeframe.

Jordan: IMF Executive Board approves 3rd review of Jordan's EFF Programme
AMMAN — The International Monetary Fund (IMF) has completed the third review of Jordan's four-year Extended Fund Facility (EFF), enabling the Kingdom to draw an additional $134 million, the Fund announced on Wednesday. The latest disbursement brings total financing under the EFF arrangement to nearly $595 million since its approval in January 2024. The programme aims to support Jordan's economic reform efforts and help maintain macroeconomic stability amid ongoing regional challenges. In a significant show of support, the IMF also announced a separate $700 million programme under the Resilience and Sustainability Facility (RSF), aimed at helping Jordan tackle long-term challenges in the energy, water, and health sectors. Following the IMF Board's meeting, Deputy Managing Director and Acting Chair Kenji Okamura praised Jordan for holding steady despite tough regional conditions. 'Growth in 2024 and so far in 2025 has exceeded expectations. Inflation is low, reserve buffers are strong, and the authorities are pursuing sound fiscal and monetary policies,' Okamura said. According to the IMF, Jordan's international reserves topped $20 billion by the end of 2024, and the country's external position remains stable, with the current account deficit projected to stay near 6 per cent of GDP. The Fund attributed the stable inflation and strong reserve position to the Central Bank for helping keep inflation in check and maintaining investor confidence through its commitment to the exchange rate peg. The Fund also welcomed the government's gradual steps to reduce public debt while maintaining essential spending on social support and public investment. Jordan recorded a 2.5 per cent growth rate in 2024, and economic activity is expected to gradually strengthen going forward. The new $700 million in RSF support will go toward reforms to strengthen the electricity and water sectors and boost Jordan's ability to respond to future health crises. 'These reforms are critical to strengthening Jordan's long-term economic resilience,' Okamura said. The IMF reaffirmed its backing for Jordan's broader reform plans, which focus on encouraging private-sector growth, improving the business environment, and creating more opportunities, especially for youth and women.
