Farmers pleased but anxious after Alberta pauses new on-farm slaughter sale limits

EDMONTON — Alberta animal farmers are pleased but anxious for updates after the provincial government paused new limits on annual on-farm slaughter sales.
Under Alberta's on-farm slaughter program, licensed producers can sell cows, pigs, chickens and other animals directly to consumers and avoid going through commercial meat inspection rules.
The program gives farms, especially smaller operations, access to markets they wouldn't otherwise have, while giving consumers a way to buy meat in bulk and directly support local producers.
Alberta launched the program in 2020 and last week introduced new rules limiting annual sales per farm to roughly 2,250 kilograms — or 5,000 pounds — of live animals.
The government's website says that limit could mean roughly four cows, 76 goats or 150 chickens per farm.
For Norwin Willis's family farm near Sexsmith in northern Alberta that would mean a roughly 70 per cent cut to his target slaughter sales this year.
"We were quite shocked, let's put it that way," said Willis, who mainly sells chickens but also some pigs and cows.
"It would take out a huge chunk of what we are currently doing."
Brooke Vanderkley, a farmer near Sylvan Lake, south of Edmonton, is in the same boat. She sells about 600 chickens per year as well as a handful of cows with plans to grow beef operations.
"There's a lot of providers, us included, who have built how we run our business and how we run our farm in accordance with the program as it was currently standing," Vanderkley said.
The limits would have applied to all new on-farm slaughter operations licensed after July 2, while existing operations would operate limit free until they need to renew their licence, which is valid for five years.
On Tuesday, Alberta's Agriculture Ministry published a notice saying it had heard concerns from producers about the "unintended consequences" of the changes and the new rules would be put on ice for more consultation.
Both Vanderkley and Willis said they appreciated the province taking their concerns seriously, but they were unsure about celebrating.
"The word pause makes me a little bit hesitant for what's to come," said Vanderkley.
"It's not a full retraction."
Agriculture Minister R.J. Sigurdson said in a statement Wednesday the intention behind the limit was to protect public health, as it would reduce the amount of uninspected meat circulating in Alberta.
"This change would help to minimize the risk of food-borne illness and outbreaks and maintain Alberta's reputation as a safe source of high-quality meat," Sigurdson said.
In 2023, nearly 450 people were infected after a substantial E. coli outbreak in Calgary, which was traced back to a commercial kitchen company supplying meat to daycares. Thirty-nine children and an adult were hospitalized.
Officials said the company only used meat purchased from an inspected source and not directly from an on-farm slaughter operation.
RCMP have said the illegal slaughter and sale of uninspected meat has increased in recent years, and in a few cases charges have been laid.
Sue King, a farmer in Crooked Creek, northwest of Edmonton, said she thought the government's proposed limit would just punish farmers following the rules.
"A huge portion of us are following the rules, and with anything there's going to be people that don't," said King, who runs an on-farm slaughter operation while also providing a butcher service to other producers.
"If there are issues specifically to (do with) food safety, if that's what their concern is, they need to address those specific operations."
Vanderkley agreed. She said the government already has rules in place to protect public health, such as prohibiting producers like her from selling meat commercially or from selling more than a certain number of animals to the same person each year.
She suggested the province beef up its inspections of on-farm slaughter operations as a licence condition or make licence holders take a food safety course.
Sigurdson didn't have a firm deadline for when the new round of consultations would be finished but said it would take the time that's needed.
"We are committed to getting this right to ensure the program supports public safety, as well as the sustainability of Alberta's livestock industry," Sigurdson said.

Study shows modest increases in business travel spending deliver strong returns, with just £94 more per employee needed to reach optimal levels. LONDON, July 10, 2025--(BUSINESS WIRE)--Companies in the United Kingdom could unlock over £319 billion in additional sales by increasing their strategic investment in business travel. Despite a steady recovery since the pandemic, current travel and expense (T&E) spending still falls short of the level needed to maximise revenue and profitability – even when considering COVID-era investments in virtual meeting platforms. The research finds that a 9.7% increase in T&E spending could yield an 8.1% rise in sales for UK-based companies. These are some of the findings from a new report ─ T&E and the Bottom-Line: Quantifying the Return on Investment of UK Business Travel ─ an inaugural study for the UK market released today by the Global Business Travel Association (GBTA). Despite a strong post-pandemic recovery, the report finds that UK business travel spending remains £1.2 billion below its 2019 peak. The analysis shows that aligning T&E investment with optimal levels would yield a 13.8x return—translating to £13.80 in net operating margin for every £1 invested in business travel. "This study challenges the notion of business travel as a discretionary expense. Especially in times of uncertainty or economic pressures, UK organizations should ensure that they are optimizing their business travel as a strategic catalyst for growth. Business travel and in-person meetings boost corporate performance, deepen relationships, and spark innovation ─ and we see here that even modest increases in investment can yield substantial returns," said Suzanne Neufang, CEO, GBTA. For 2024, the economic data shows that UK business travel spending reached £40.3 billion, still £1.2 billion below its 2019 peak, despite the past years' increasing use of virtual meetings. Through the analysis of 24 years of current and historical data (2000-2024) across 14 major UK industries, the GBTA UK ROI study also highlights: The Investment Gap. UK firms currently spend £32.5 billion on business travel. The profit-maximising level is £35.6 billion—about £3 billion higher. High Returns. A 9.7% increase in T&E spending could yield an 8.1% increase in sales, delivering £54 billion in additional net operating margin. Per-Employee Impact. Just £94 more per employee in T&E could help firms reach optimal investment levels. Sector-Specific Opportunities. Real Estate, Manufacturing, and Information & Communication sectors show the largest gaps between current and optimal travel spend, with potential sales gains of £35 billion, £46.7 billion, and £23.5 billion respectively. Efficiency Gains. While UK T&E spending has continued to rise 5.4% annually since 2000, companies have been gaining efficiencies in generating more revenue per travel pound spent. However, for the same period, business travel's share of total sales in the UK declined from 1.1% to 0.8%. So although UK companies may have gained efficiencies, continued T&E investment is needed to drive additional growth. Resilience and Strategic Value. The study also highlights that firms maintaining or increasing travel during downturns—such as the COVID-19 pandemic—tend to recover faster and outperform competitors. Business travel supports a wide range of high-value functions, from sales and client engagement to innovation and team development. Over the weekend, President Trump said the US will impose 30% tariffs on goods from the European Union and Mexico, beginning August 1. The markets are still reeling from last Thursday when President Trump said a 35% tariff on some Canadian products would take effect on August 1, up from the current 25%. The price of Bitcoin (^BTSUSD) continues to soar and is up by more than +3% today at a new record high as the US House prepares to consider legislation this week that would advance President Trump's crypto-friendly agenda. The US House Committee on Financial Services said this week will be "Crypto Week." The US House Committee on Ways and Means has planned an oversight subcommittee hearing on July 16 entitled, "Making America the Crypto Capital of the World," which may lead to more crypto-friendly regulations. The markets this week will focus on any fresh news on tariffs or trade deals. On Tuesday, the US June CPI is expected to strengthen to +1.9% y/y from +1.7% y/y in May, and the June core CPI is expected to strengthen to +2.9% y/y from +2.8% y/y in May. On Wednesday, June PPI final demand is expected to ease to +2.5% y/y from +2.6% in May, and June core PPI is expected to ease to +2.7% y/y form +3.0% y/y in May. Also, on Wednesday, Jun manufacturing production is expected to fall -0.1% y/y. Finally on Wednesday, the Fed will release its Beige Book. On Thursday, June retail sales are expected to climb by +0.1% m/m and +0.3% ex-autos, and weekly initial unemployment claims are expected to climb by +7,000 to 234,000. Also, on Thursday, the Philadelphia Fed business outlook survey is expected to climb +3.0 points to -1.0 and the July NAHB housing market index is expected to rise +1 to 33. On Friday, June housing starts are expected to climb +3.3% m/m to 1.298 million, and June building permits are expected to slip -0.6% m/m to 1.386 million. Also, the University of Michigan US July consumer sentiment index is expected to climb +0.8 to 61.5. Another hurdle for stocks is the upcoming earnings season, which begins in earnest this week with the release of big bank earnings results. Bloomberg Intelligence data show that the consensus for Q2 earnings of S&P 500 companies is for a rise of +2.8% year-over-year, the smallest increase in two years. Also, only six of the eleven S&P 500 sectors are projected to post an increase in earnings, the fewest since Q1 of 2023, according to Yardeni Research. Federal funds futures prices are discounting the chances at 5% for a -25 bp rate cut at the July 29-30 FOMC meeting. Overseas stock markets today are mixed. The Euro Stoxx 50 is down -0.72%. China's Shanghai Composite closed up +0.27%. Japan's Nikkei Stock 225 closed down -0.28%. Interest Rates September 10-year T-notes (ZNU25) today are down by -2 ticks. The 10-year T-note yield is up by +1.0 bp to 4.419%. Swaps are discounting the chances at 2% for a -25 bp rate cut by the ECB at the July 24 policy meeting. US Stock Movers The weakness in semiconductor chip stocks is weighing on the broader market. Micron Technology (MU) is down more than -5% to lead losers in the Nasdaq 100. Also, ON Semiconductor (ON) and Lam Research (LRCX) are down more than -2%. In addition, Marvell Technology (MRVL), NXP Semiconductors NV (NXPI), Microchip Technology (MCHP), Advanced Micro Devices (AMD), Intel (INTC), KLA Corp (KLAC), Qualcomm (QCOM), and Texas Instruments (TXN) are down more than -1%. Nvidia (NVDA) is down more than -1% to lead losers in the Dow Jones Industrials. Cryptocurrency-exposed stocks are moving higher with the price of Bitcoin (^BTCUSD) up more than +3% to a new record high. MARA Holdings (MARA) is up more than +10%, Riot Platforms (RIOT) is up more than +6%, MicroStrategy (MSTR) is up more than +4%, and Coinbase Global (COIN) is up more than +2%. Waters (WAT) is down more than -9% to lead losers in the S&P 500 after the company said it will combine a Reverse Morris Trust transaction valued at about $17.5 billion with Becton's Biosciences & Diagnostic Solutions, in which Waters' will assume about $4 billion of incremental debt. Best Buy (BBY) is down more than -2% after Piper Sandler downgraded the stock to neutral from overweight. Crowdstrike Holdings (CRWD) is down more than -1% after Morgan Stanley downgraded the stock to equal weight from overweight. Starbucks (SBUX) is down more than -1% after Melius Research LLC initiated coverage on the stock with a recommendation of sell and a price target of $80. Intapp (INTA) is down more than -1% after Barclays downgraded the stock to underweight from equal weight with a price target of $44. Nebius Group NV (NBIS) is up more than +14% after Goldman Sachs initiated coverage of the stock with a recommendation of buy and a price target of $68. Fastenal (FAST) is up more than +4% to lead gainers in the S&P 500 and Nasdaq 100 after reporting Q2 net sales of $2.08 billion, better than the consensus of $2.07 billion. Autodesk (ADSK) is up more than +3% after it said it is allocating its capital to organic investment, targeted and tuck-in acquisitions, and continuing its share repurchase program as its free cash flow grows. Global Payments (GPN) is up by more than +2% after TD Cowen upgraded the stock to buy from hold with a price target of $84. Kenvue (KVUE) is up more than +1% after saying CEO Mongon is leaving the company and that a strategic view of the company's options is underway.
