No construction in 20-km radius of Noida airport without NOC

Indian Express4 days ago
No constructions or tree planting is allowed within a 20-km radius of the Noida International Airport (NIA) without a Height Clearance No Objection Certificate (NOC) received from the Airport Authority of India (AAI), the NIA has informed builders and local authorities on Friday.
In a statement, the Noida airport said that the directives have been issued based on rules laid down by the Ministry of Civil Aviation in 2015 and enforced under the Aircraft (Demolition of Obstructions caused by Buildings and Trees) Rules, 2023.
'It requires all stakeholders, including builders, landowners, and government bodies, to obtain a Height No Objection Certificate from the AAI before initiating any vertical development within the prescribed limit,' read the statement.
'No construction activity, erection of structures, or tree plantation is permitted without a valid Height Clearance NOC from AAI,' Noida airport's chief operating officer (COO) Kiran Jain said in the statement.
'This is not merely a procedural requirement but a critical safeguard for aircraft operations and navigation systems,' she added.
She further said that any kind of unauthorised construction or vegetation growth within the restricted airspace could breach Obstacle Limitation Surfaces (OLS), posing threat to flight safety and air traffic control systems. 'The enforcement framework includes legal provisions for demolition and penalties.'
Jain said that all concerned parties must approach local bodies before initiating any vertical development within the 20-km perimeter. These bodies will consult the Colour-Coded Zoning Map (CCZM) issued by AAI to assess permissible height limits. Based on the proposed construction height, the applicant may be directed to apply for a Height NOC via AAI's NOCAS portal.
Officials said the safety and efficiency of aircraft operations take precedence as NIA prepares to become a major aviation hub for the National Capital Region. 'Stakeholders are strongly advised to halt any unapproved development activities in the safeguarded zone immediately… Timely compliance is essential to avoid legal consequences and ensure smooth commissioning of the airport,' Jain said.
Earlier this week, The Indian Express had reported that over 90% of the work at the airport has been completed, and the remaining tasks will likely be completed by September 30.

Hasten Shillong airport work: Meghalaya HC to authorities

1 2 Guwahati: The High Court of Meghalaya has directed the defence ministry, the state govt, the Airport Authority of India (AAI), and the Director General of Civil Aviation to expedite the long-pending expansion of Shillong Airport. The division bench of Chief Justice IP Mukerji and Justice W Diengdoh gave the direction after reviewing a report submitted by the AAI in response to a public interest litigation filed by the registrar general of the high court in 2021. The court observed that only the essential preliminary groundwork was completed, emphasising that a substantial amount of work must now be done at an appreciable pace to make the project operational in the near future. It urged all concerned authorities to apply the necessary thrust. Additional advocate general (AAG) K Khan submitted a note prepared by the state govt before the court. After examining the note, the court took note of the fact that for the expansion, a total of 22 acres are required. Of this, 10.30 acres are to be acquired from defence authorities, while the state govt has approved the purchase of 11.75 acres from individual landowners at a cost of Rs 72.17 crore, with acquisition expected by the end of July. The ministry of defence in April sanctioned the state govt to commence work on its 10.30 acres at Umroi Military Station, based on an agreement for a land transfer of equal value. According to a draft master plan, Runway 4 of the airport would be extended by 571 metres, increasing its total length to 2,400 metres. On completion of the extension of Runway 4, landing operations of aircraft would be from Runway 22, and their take-off would be from Runway 4. Deputy solicitor general of India N Mozika, who appeared for the AAI on instructions from the director of Shillong Airport, submitted before the court that the tender for carrying out construction, renovation, and alteration of the infrastructure of the airport would be granted by the AAI to a contractor immediately upon receipt of land from the state and defence authorities and upon obtaining the necessary environmental clearance. The DSGI also submitted that the AAI would also have to remove some impediments to aircraft operation caused by the presence of mounds, trees, etc, along the flight path to the airport. The high court's directive underscores the critical importance of accelerating infrastructure projects for regional development. The Shillong Airport expansion is vital for enhancing air connectivity, boosting tourism, and stimulating economic growth in Meghalaya. Timely completion will ensure modern aviation facilities, fostering greater accessibility and contributing significantly to the state's progress and integration. The next review of the project's progress is scheduled for Aug 12.

‘Bribery' row: Suspended IAS officer served chargesheet by UP govt

NEARLY FOUR months after 2006 batch IAS officer Abhishek Prakash, who was then serving as secretary, Uttar Pradesh Industrial Development Department, and chief executive officer of Invest Uttar Pradesh, was suspended on charges of corruption, he has been served a chargesheet by the state's Department of Appointments and Personnel. Officials said on Wednesday that Prakash has been given 15 days to reply on two main charges – regarding the alleged demand of 'five per cent commission' through a 'mediator' for giving clearance to a solar project. The other charge against him pertains to 'anomalies' in the acquisition of land in Bhatgaon village of Sarojini Nagar area of Lucknow meant for use as part of the Defence Corridor project during his tenure as District Magistrate (DM) of Lucknow. The allegations also point to discrepancies in giving compensation. 'He (Prakash) has been served a chargesheet and has been given 15 days' time (to reply). He can be given extension as well if he requests and after his reply comes, an inquiry officer will be instituted to look into the allegations,' confirmed a senior government officer. The FIR, registered in March this year, only mentions 'a senior officer of Invest UP' and does not name Prakash. Prakash could not be contacted for comment on Wednesday. Around four months ago, Uttar Pradesh government suspended Prakash following a complaint made by a businessman, who alleged that 'commission' was being sought through a 'mediator' for approval of a solar project. The alleged middleman, Nikant Jain, was also arrested on charges of corruption and an FIR was registered in the case. Prakash, 42, is a 2006 batch IAS officer and held several significant posts, including DM of Lucknow from 2021 to 2022 and the same post in Hamirpur, Aligarh, Bareilly and Lakhimpur Kheri districts. According to the FIR, an industrial group had applied, through Invest UP, to set up a solar manufacturing unit in Uttar Pradesh. The proposal was recommended by the evaluation committee but the applicant was asked by a 'senior official of Invest UP' to contact a private individual, later identified as Nikant Jain. The complainant claimed that Jain demanded 'five per cent commission' and put pressure to give some amount as 'advance' in exchange for 'getting the case approved by the Empowered Committee and the Cabinet.' The FIR states that when the applicant refused to pay the bribe, Jain 'categorically said' that the proposal 'would not proceed further without his (Jain's) help.' A case was registered against Jain on March 20 under sections 308(5) of the BNS and under sections 7,12,13 of the Prevention of Corruption Act at a police station in Lucknow.
