Cost of maintaining NI's historic buildings cited as main reason behind deterioration, research shows

Some 36% of listed buildings here are in a poor or very poor condition, while a third are lying vacant, according to a recent survey.
Listed buildings are those deemed to be of special historical or architectural interest.
Once a building is listed, it is offered a degree of legal protection. Any significant changes to such buildings can only happen with consent from the local council.
There are around 9,000 listed buildings across Northern Ireland, with properties frequently being added to the list.
A survey of listed building owners has recently been published by Stormont's Department for Communities, following research which revealed a significant decline in the condition of listed buildings over the last decade.
More than four-fifths of respondents thought the listed building they owned or were responsible for was either very important or important in terms of the overall historic environment, the character of their local area, local history or heritage for future generations.
The survey also explores the reasons behind this deterioration, with the most cited reasons relating to the costs involved in maintenance.
Over three-quarters of respondents (77%) said the lack of government funding to meet higher maintenance costs was an issue, while 67% said that the cost of suitable skilled builders and appropriate materials was a factor.
Around a fifth of respondents (19%) felt that the value of their building did not justify the cost of investing in it.
Those surveyed gave various suggestions as to what would encourage them to carry out repairs, including grants for repairs and help with rates and VAT.
Responding to the findings, Communities Minister Gordon Lyons said: 'For the first time, this research gives us a detailed picture of the views of listed buildings and scheduled monument owners on the benefits they see, the barriers they face, and the interventions they think we might make, to ensure that our privately owned heritage is as well maintained as it can be.
'Our buildings and monuments are a public good, they do more than provide benefits to individual owners.
'They help all our society by attracting jobs and tourism, reflecting civic pride, improving our wellbeing, reinforcing our identity and by being a key resource to learn about our long and unique history.
'As a society we owe our gratitude to those who look after these structures, and as a department we will use this research to refine and develop the practical support and help which we can provide to owners.'
On the findings that more than a third of listed buildings here are in a poor or very poor condition, Mr Lyons said it 'paints a very worrying picture'.
'Heritage is a key driver of tourism to Northern Ireland and a source of civic pride and identity. Once lost, it and the potential that it holds are gone forever,' he added.
'I have asked my Department to consider this within the Heritage, Culture and Creativity Programme.
'The new programme will deliver policies for arts, museums, public libraries and the historic environment.
'These are due to go to public consultation this year and my hope is that the Historic Environment Policy will provide the step change that we need and help kickstart a proper appreciation of our built heritage — what we have and how it can be utilised creatively — for public benefit.'

An historic fire station could be demolished and replaced because it's doors are "too narrow" for modern fire art deco station in Bath was built in 1938 but Avon Fire and Rescue Service has warned it's no longer "fit for purpose" and that engines are "frequently" hitting the doors, reports the Local Democracy Reporting service has submitted a planning application to Bath and North East Somerset Council to knock down the station and build a modern replacement, which they said would include wider doors, as well as being more energy efficient. Architectural heritage campaigners have however opposed the plans, claiming a "building of its quality cannot be demolished". Local architect Alfred J Taylor began designing the fire station in 1937, with his daughter completing the project after his death a year later. Earlier this year a heritage group called for the building to be saved and submitted an application to Historic England to have the fire station head of casework, Coco Whittaker said the station should be "either be sympathetically modernised to meet the needs of the fire service, or adapted for some other use".But the fire service has warned it would "not be achievable" to refurbish the current building to modern standards due to its age and the ongoing movement of the building. Plans for the new station also feature new welfare spaces for crew - which Avon Fire and Rescue said are lacking in the existing building. A letter of support on behalf of the fire crews and staff at the station urged the council to support the plans and said the "modernised" station would provide "spaces that support both physical recuperation and emotional resilience."Under the plan to demolish and rebuild the fire station, some aspects of the historic building will be preserved. The original fireman's pole will be reclaimed and incorporated into the final design of the new station and the crest on the façade of the current building reclaimed.

New collection tells story of love at Doncaster stately home

As the clouds of war gathered over Europe, a "below stairs" love story was beginning at a country servants at Brodsworth Hall, near Doncaster, bonded over an interest in photography and married in maid Caroline Palmer was warned that her love for valet Alf Edwards was likely to end in early widowhood, but the pair had two sons during a union that lasted three the house's owners, English Heritage, have been gifted a treasure trove of photographs, letters and documents about their life together after they were donated by the couple's grandson. Caroline went into service at Brodsworth, the seat of the Thellusson family, in 1906, leaving her home in Northamptonshire. Seven years later Alf moved from London to take up a post as estate owner Charles Thellusson's personal met when Alf began to use the hall's kitchens as a makeshift studio in which to develop photographs he had taken. Many were scenes of life on the estate and the large number of staff who worked there at the poor health meant he was unable to join the forces when war broke out in 1914, and Caroline was cautioned that their marriage could be a short one. They had their wedding in 1916, by which time Caroline had become cook at the house, although she had to leave her position as a married other male servants left for the war, Alf took on other duties, including taking charge of the estate's shoots and gunroom and acting as sons John and Harold were born before Alf died from tuberculosis in 1919. Despite being servants, the couple were liked and respected by the Thellussons - Charles, who died in the same year, was John's godfather and his wife Constance wrote a letter consoling Caroline when both were widowed. After Alf's death, Caroline returned to Northamptonshire with some financial help from the Thellussons towards her sons' struck again when John died aged 15 from an infected insect bite. Caroline became a cook in one of the boarding houses at Oundle School, and in later life moved in with her younger son Harold and his wife. They recorded many of her memories in note form before her death in 1968. Her grandson, Gordon Edwards, contacted English Heritage to offer them the collection of items telling the story of Alf and Caroline's lives at Brodsworth said: "We're so pleased to be able to donate these objects so they can continue to be cared for, shared with the public, and help to tell the important stories of those people below stairs who lived and worked at Brodsworth Hall."Eleanor Matthews, English Heritage's curator of collections and interiors, said it was extremely rare to have a collection relating to the lives of servants survive."Alf's photographs are incredibly important to the history of the site and have provided us with the earliest image of staff at the estate - hopefully in time we will be able identify them all. "These beautiful, poignant items tell a story largely unknown to us until now and, thanks to this donation, we are able to add another layer of understanding to the rich fabric of Brodsworth's history."While the bulk of the collection is being catalogued, a number of items have gone on public display at the hall, including Alf's camera, pipes, wartime registration cards, postcards, and Caroline's watch. Plans have been submitted for a Grade II listed dance studio and squash court to be turned back into a Redeemed Christian Church of God Our Saviour's Parish has asked for permission to change the use of the building on Newport Road, Middlesbrough, into a place of building was St Cuthbert's Church, but 20 years ago it was turned into a squash court and leisure centre, with its last use being as a dance studio."Despite this change, the building has retained its historic features and ecclesiastical character," planning documents said. "It remains a valued local landmark and is listed for its architectural and historic significance."The application submitted to Middlesbrough Council said no internal or external alterations would be carried out."The proposal will help secure the long-term, active use of a listed building in a manner sensitive to its heritage value," it council is expected to make a decision after a consultation period ends on 7 August.
