Car park pool party would be dangerous
The Newtown event would feature DJs and a "maximum of 25 ladies" in the temporary pool, the individual behind the plans said.
Police licensing officer Mark Swallow stated he did not feel the site was "in any way suitable at this time" and it "would be dangerous as there are numerous hazards".
The individual behind the application, for 30 Lower Tower Street on 14 June, said he had tried his best "to figure out all the requirements and do everything that's required".
West Midlands Police, which objected to the application, said it had asked the applicant for information to ensure the event was safe and promoted licensing objectives.
"To date adequate responses have not been received," it said.
Mr Swallow told a licensing meeting it would take "a great deal of work to change this into a suitable site" and there was no indication "the applicant has the means or inclination to do that".
Harry Bevington, from Environmental Health, said he was concerned by potential "noise break-out" and up to 450 attendees had been proposed.
Only "ladies will be allowed in the pool for safety reasons" and a changing room would be provided for "safe, private and secure outfit change", a Temporary Event Notice (TEN) said.
Female security would be there to ensure safety, it stated.
The individual behind the TEN application, who attended Wednesday's virtual meeting, said he was keeping certain requested information "for last" as he made sure the site was suitable.
He said the "owner of the place... [has] assured he's cleaning the place - I was there myself yesterday [Tuesday] to see the progress".
A contractor would manage equipment, the applicant said.
The council said no permission was required to carry out a licensable activity temporarily.
An applicant must merely give notice of intentions to operate a licensable activity to the relevant authority.
"However, the police or local authority exercising environmental health functions may intervene to prevent such an event taking place or agree a modification of the proposed arrangements," it said.
Parties will be notified of the licensing sub-committee's decision within five working days.

Police end investigation into arson attack despite CCTV showing thugs set fire to car
The victim of a suspected arson attack has hit out at police over what he describes as 'lack of action'. Rashid Ali watched in horror as his car went up in flames outside his home on Alexandra Road in Walsall. This is because police believe the investigation has "been progressed as far as possible," an email to Mr Ali stated. The email, seen by BlackCountryLive, adds that despite CCTV picking up people and vehicles related to the crime, the images are too poor to identify anything useful and the culprits are wearing masks. The force email adds that Mr Ali has a right to request a review of the decision. Mr Ali said that he is now considering a peaceful protest over frustrations with police. He added: "My vehicle, which was parked on my driveway, was deliberately set on fire after petrol was poured over it. "This was a calculated and dangerous act of arson that could have endangered lives, not just property. "As a law-abiding citizen, I have always respected the rule of law and cooperated fully with the authorities. But I now feel badly let down by the very institutions responsible for our safety. "Despite CCTV footage capturing the suspects and two involved vehicles — a car and a motorbike — the police have claimed they are unable to identify them due to poor image quality. "This raises serious questions about the capabilities of our surveillance infrastructure. "It is 2025, and yet the CCTV in Walsall is apparently still not advanced enough to identify suspects or read number plates during a serious criminal offence." He said that this is a "failure of responsibility" by the police. Mr Ali continued: "The public pays taxes to fund these institutions. When those very institutions cannot protect us or deliver justice, it becomes a serious breach of public trust. "Are the people of Walsall truly safe? If offenders can commit arson and vanish without a trace, despite being caught on camera, what does that say about our security and law enforcement systems? "The vehicles used in this crime must have travelled from somewhere and returned somewhere. The claim that there are no leads, no ANPR hits, and no usable CCTV is hard to accept and suggests that the investigation has been conducted carelessly and without urgency. "This is not just about my car, this is about the safety of every resident in Walsall. If this crime had resulted in loss of life, would the outcome be the same? "I am now actively considering organising a peaceful public protest in Walsall, to highlight the growing frustration and fear within the community, and to demand accountability from our local leaders and police services. "This was an attack not just on me—but on the public's faith in the very institutions that claim to protect us. I urge West Midlands Police to consider this case, escalate it to the Criminal Investigation Department (CID), and commit to a real, transparent investigation." A spokesperson for West Midlands Police said: "We have been in regular contact with Mr Ali to update him about our investigation which has been thorough. "An investigation is never closed. Appeal after vehicle crashes with police car on blue lights
POLICE are appealing for information after a vehicle collided with a squad car while it was travelling on blue lights in Quarry Bank. West Midlands Police said a vehicle collided with a police car shortly before 10am yesterday (Sunday, August 3) on Thorns Road. The force confirmed no one was seriously injured in the crash, which happened near the junction of Quarry Bank High Street, Mount Pleasant and Merry Hill. Officers are now asking anyone with information about the crash to get in touch. In a statement, West Midlands Police said: "A vehicle was in collision with a police car in Quarry Bank. "The collision took place shortly before 10am yesterday (Sun) on Thorns Road while our vehicle was on blue lights. "No one was seriously injured. West Midlands Ambulance statement as Wolverhampton disorder leaves man fighting for life
The ambulance service has released a statement after a man was left fighting for his life following disorder that erupted on a city street. The man who was aged in his 20s suffered life-threatening head injuries following the incident on Parkfield Road in Wolverhampton at around 12.11am on Sunday, July 27. West Midlands Police (WMP), which arrested nine men and released them on bail, said yesterday (August 3) that the victim remained in hospital in a serious condition a week on from the violence. Today (August 4), West Midlands Ambulance Service (WMAS) said it sent two ambulance to the scene however no patients were found upon arrival. A WMAS spokesperson said: "We were called to reports of an assault on Parkfield Road in Wolverhampton at 12.11am on Sunday, July 27, and sent two ambulances and a paramedic officer. "On arrival, no patient was found and we were stood down." Meanwhile, a spokesperson for WMP yesterday said: "Investigators are appealing for dashcam footage and witnesses as they continue enquiries into a disorder on Parkfield Road, Wolverhampton, in the early hours of last Sunday morning. "A week on from the violence, one man in his 20s who suffered life-threatening head injuries, remains in a serious condition in hospital. "A second man who also needed hospital treatment has since been discharged."Nine men have been arrested and questioned following the disorder involving weapons which happened at just after midnight early last Sunday morning (27 July). "They have been released on police bail with strict conditions as the investigation continue."
