FoodShare cuts would cost Wisconsin $314 million a year, state health department reports
Food and nutrition cuts in the reconciliation bill that passed the U.S. House early Thursday would cost Wisconsin taxpayers at least $314 million if they are signed into law, a state health official said Thursday.
A requirement for the state to pick up some of the costs of the federal Supplemental Nutrition Assistance Program benefits, a provision penalizing the state for errors in distributing benefits, expanded work requirements for recipients and the elimination of a nutrition education program will all contribute to that cost, said Bill Hanna, Medicaid director at the Department of Health Services (DHS) in a briefing for reporters Thursday afternoon.
The SNAP program is known as FoodShare in Wisconsin and administered by DHS.
SNAP currently includes a work requirement for adults ages 18 to 54 without children to receive benefits. The legislation would raise the upper age to 65 and add the requirement to adults with children who are 7 or older.
Wisconsin has an employment and training program to help FoodShare recipients meet the existing work requirement. With the increase in people who would have to meet the requirement, 'We estimate that would cost another $44 million a year,' Hanna said.
Currently the federal government funds 100% of the food benefits under SNAP. The new bill requires states to pick up a portion of the cost, which is tied to a state's error rate, Hanna said. Errors include the payment of more benefits than a person qualifies for or the payment of fewer benefits than they qualify for.
'When errors are identified, we correct them, meaning if there was an overpayment to a member, that is recouped on future benefits, or if there's an underpayment, we fix that and back pay those payments,' Hanna said.
Wisconsin's error rate is low enough to require the state to submit only a 5% match for SNAP funds under the House Republican proposal, he said. But another change — which would allow zero tolerance even for errors that in the past have not counted against state programs — would boost the state's required match to 15%.
DHS estimates based on the proposed new requirements the state would have to pay about $207 million a year in benefit costs, he said. If the state is able to reduce its error rate to qualify for the 5% match, it would still need to pay $69 million a year.
A higher state share of administrative costs in the bill would add $51 million to the state's costs for SNAP, Hanna said.
The state would also lose the $12 million it receives for SNAP-Ed, a program that provides education to SNAP participants on healthier food choices.

Texas bans soda and candy purchases with SNAP benefits beginning April 2026, Gov. Abbott says
Texans participating in a federal program that helps low-income individuals and families buy food will no longer be allowed to purchase sweetened drinks and candy, effective April 1, 2026, Gov. Greg Abbott announced Tuesday. Earlier this year, Abbott submitted a request to the U.S. Department of Agriculture's Food and Nutrition Service, seeking a waiver to prohibit such purchases using SNAP — the Supplemental Nutrition Assistance Program — benefits. SNAP serves about 3.5 million low-income Texans. Those who qualify for SNAP receive a special card — similar to a debit card — to use at grocery stores for fruits, vegetables, meats, cereals, milk, plants, and garden seeds. The goal, according to federal officials, is to ensure everyone can access nutritious food, even during tough financial times. "By restricting unhealthy foods from being purchased with SNAP benefits, Texas can help ensure the health and well-being of Texans," Abbott said in a statement. "The new SNAP guidelines will ensure taxpayer dollars are used to purchase foods that provide real nutritional value." About 80 cents of every dollar in SNAP benefits is used to purchase staples like meat, bread, milk, cereal, and rice. The rest goes to salty snacks, candy, and sweetened beverages, according to the Brookings Institution. According to the waiver, SNAP recipients will no longer be able to buy candy, drinks with artificial sweeteners, and drinks with 5 grams or more of added sugar. Abbott thanked U.S. Secretary of Agriculture Brooke Rollins and the Trump administration for approving the waiver. "Working together, we will build a stronger, healthier Texas," Abbott said. According to the governor's office, the Texas Health and Human Services Commission will be educating retailers on SNAP-eligible foods and enforcement.

Americans at risk of losing their Medicaid government health coverage because of new work requirements signed into law by the Trump administration should find employment on U.S. farms, according to Secretary of Agriculture Brooke Rollins. 'We have way too many people that are taking government program that are able to work,' Rollins said in an interview on Fox Business on Tuesday. 'This is not children. These are not disabled [people]. These are not senior citizens. These are able-bodied Americans who are taking government handouts.' In July, the Trump administration created new work requirements for Medicaid, a state-federal program providing healthcare to over 77 million mostly low-income people, as part of its One Big, Beautiful Bill spending package. Under the new requirements, passed alongside sweeping tax cuts disproportionately benefitting the rich, able-bodied people on Medicaid are required to show they have completed 80 hours of work or community service per month to maintain their coverage, with limited exceptions for parents and caretakers with young children, pregnant people, and other groups. The Congressional Budget Office, reviewing a draft version of the bill that passed the House, estimated the requirements would cause nearly 5 million people to lose coverage by 2034. Rollins has suggested that Medicaid recipients should head to the fields in the past. In July, in the face of concern that the administration's mass deportations would decimate the country's immigrant-heavy farm labor force, Rollins argued that 'more automation' and a '100 percent American workforce' could make up the losses. 'There are 34 million able-bodied adults in our Medicaid program,' he said. 'There are plenty of workers in America.' The Congressional Budget Office found that there were about 34 million working-age, non-disabled Medicaid enrollees in 2024, though analysts suggest Rollins is overstating the degree to which participants in the health program are unemployed and skimming from the government. An analysis from health policy group KFF found that there are about 26 million Medicaid-covered adults between the ages of 19 and 64 who don't receive disability benefits, and that nearly two-thirds of this group were working either full or part-time. Among the remaining portion, 12 percent said they were not working because they were caregiving, while 10 percent listed illness or disability and seven percent said school attendance kept them from working. Another study, from University of Massachusetts Boston researchers, found that among able-bodied, unemployed Medicaid recipients, almost 80 percent are female, their average age is 41, and their median individual income is $0. "It's clear based on their prior work history and family size/income that they are exceptionally poor and have likely left the workforce to care for adult children or older adults," researcher Jane Tavares told PolitiFact. "Even if these individuals could work, they would have very few job opportunities and it would come at the cost of the people they are providing care for." Other analysts point to states like Arkansas that have tried to use work requirements to cut costs and drive employment. The state, which attempted such requirements seven years ago, saw 18,000 people kicked off Medicaid rolls in the span of four months, yet saw no positive employment impact. 'There is not an epidemic of non-working able-bodied adults living high on Medicaid, despite such claims from the Trump administration,' Matt Bruenig, founder of the People's Policy Project, a progressive think tank, argued in a May op-ed in The New York Times. 'Medicaid work requirements are a solution to a problem that doesn't exist.' Among working-age Medicaid beneficiaries, about half are working, a quarter have a work-limiting disability, and an additional one-fifth will find employment or come off the program within 15 months, Bruenig said in the piece, leaving only about 6 percent of working-age Medicaid enrollees who probably can find work but haven't done so.
