I run a French university course on why Britain is such a mess – I won't run out of material

For the past three years, 38-year-old Oxford academic Oliver Lewis has been teaching an oversubscribed course at Sciences Po – the Paris university that produced six of France's last eight presidents – while researching a DPhil (equivalent to a PhD) on UK rail privatisation as a 'case study in British public policy failure, 1985-1997'.
The source of Lewis's inspiration, he believes, was his father's scientific expertise in materials failure. After earning degrees in History and Politics at the London School of Economics and King's College London – and a short stint in financial services – Lewis was unable to shake off his interest in a different sort of failure, dating back to his study of the privatisation of British Rail for A-level Economics.
Having enrolled at Oxford for his DPhil, he won a year's fellowship to Sciences Po in 2021 as part of an exchange programme. The following year, he was asked to develop a 12-week course. It has now been taken by over 200 French, British and other international students at the university dubbed ' la fabrique des élites ' (the elite factory).
'Regardless of citizenship, there is a universal curiosity in a country that has gone from one of the richest in the world to a mediocre one,' says Lewis. 'There is definitely a general feeling that something has gone deeply wrong for Britain. When I tell people that my DPhil is on railways and public policy failure, they say, 'Well, you won't run out of material'.'
There has certainly been no shortage of recent stories highlighting problems with Britain's rail infrastructure. In December, The Telegraph reported on an 18-mile line in Northumberland – a victim of the Beeching cuts in the 1960s – which took three decades to be rebuilt after plans for its reopening were first mooted in the 1990s.
When work finally began in 2019, the £160 million project was due to be completed by spring 2023. It eventually opened in December 2024, by which time the estimated cost had nearly doubled to £298 million – and only two of its six stations were ready.
Nevertheless, the curiosity displayed by Lewis's enthusiastic students appears untainted by any contempt for the country they have been studying.
'I have always been a fan of the UK,' says Milan Wojcieszek, a 23-year-old Polish student at the University of Amsterdam, currently on a year-long exchange at Sciences Po. 'I admire your newspaper culture and the civilised way in which you debate in Parliament. But for me, Brexit appeared an irrational decision in a country where everything seemed to be going right, and I wanted to understand the motivations behind it better.
'I still like the British attitude, but the course put an end to the picture in my head that people from western Europe have a superior intellect when it comes to statecraft. It raised my national self-esteem: if these guys can f--- up, maybe we're not so stupid.'
But what about his French classmates, the Pompidous, Mitterands and Chiracs of the future? Did they enjoy a good laugh about l es Rosbifs while quietly taking notes on mistakes to avoid? 'I did not see a visible enthusiasm for smirking about their arch-rivals shooting themselves in the foot,' says Wojcieszek, who hopes to become an entrepreneur when he graduates. 'I guess what I saw was more sympathy and curiosity.'
Wojcieszek's classmate Amélie Destombes, a second-year student at King's College London currently on secondment to Sciences Po, confirms the impression that Britain is a fascinating country to study – if not for the most reassuring reasons.
'I've had conversations with many French students who have brought up Rishi Sunak, Liz Truss or Boris Johnson – so there's a pretty bad reputation,' she says.
Brexit is often the hook that attracts European students to Lewis's course – although many might be unaware that he stood for Reform, originally founded as the Brexit Party, in last year's general election for the Montgomeryshire and Glyndŵr seat, where he came second to Labour. Now no longer active in the party, Lewis adopts a rigorously apolitical stance in his seminars.
'Our duty is to truth, not to subjectivity or opinion,' he explains. In any case, he argues, 'it's too early to tell' with Brexit.
Instead, he roots his teaching in historical method, blending aspects of anthropology and law, as befits Sciences Po's interdisciplinary approach. This results in a 12-part lecture series on the 'long 20th century' that seeks to understand 'how we got to this malaise,' what lessons can be learnt for other countries, and whether British decline is reversible.
The course begins with the First World War, a well-documented event, before exploring three further foreign policy failures: appeasement in the 1930s, the Partition of India in 1947, and the Suez Crisis of 1956. It then shifts focus to domestic issues, covering Northern Ireland, comprehensive education, the 'financialisation' of the economy, the poll tax, rail privatisation – which Lewis estimates has cost taxpayers over £120 billion – and Private Finance Initiatives (PFIs).
This shift in focus reflects the changing role of a state that, over the past 100 years, has been asked to do more with less.
'For most of its history, the British state dealt only with defence and with imperial concerns,' explains Lewis. 'Its culture and institutions were designed to serve a different purpose. They are, therefore, not terribly efficacious when it comes to solving domestic problems. Britain is in a uniquely unfortunate position because its global role coincided with a domestic economy that could not shoulder its defence burden.'
This, Lewis says, did deep, long-term damage, meaning the country 'could not adjust to its drastically reduced role post 1970, with the result that domestic public policy has been poorly planned, poorly executed – and at times poorly financed too.'
Prof Sir Ivor Crewe, a distinguished political scientist, is the author of The Blunders of Our Governments, which features on the reading list for Lewis's course – alongside films such as Rogue Trader (the Nick Leeson biopic), and The Navigators, Ken Loach's story of Sheffield rail workers affected by privatisation.
'It's hard to say if Britain is appreciably worse than other countries such as Italy, France or Germany,' he says. 'But it's difficult to imagine students in Britain being very interested in the mistakes of those countries.'
The Blunders of Our Governments, co-authored with the late Prof Anthony King and published in 2013, includes well-known British disasters such as the Millennium Dome and membership of the European Exchange Rate Mechanism, as well as more niche blunders like New Labour's individual learning accounts and the Child Support Agency spending two years chasing a childless gay man over a daughter who didn't exist.
The book argues that the British political system suffers from a dwindling talent pool, limited understanding of project management, ineffective checks and balances and inconsequential penalties for failure. Although decisive governments can make effective policy, it is just as easy for incompetent ministers to make bad decisions – a problem that has worsened since the Thatcher and Blair governments.
'With the best will in the world, I have found it difficult to identify successes since 2010,' says Crewe, who is currently working on a new edition of the book covering fresh blunders such as austerity, High Speed 2 and Covid. 'Even when I ask Conservative commentators, it's pretty thin gruel.'
Lewis's course at Sciences Po concludes with the Iraq War, before devoting the final lecture to a handful of public policy successes, including PAYE and Bank of England inflation targeting, followed by a plenary discussion on the past and the future.
'My main takeaway is that, when we make policy, it impacts real people,' says Destombes, who hopes to work in British public policy after graduating. 'There needs to be better research on the communities that are affected.'
Gabriel Ward, a third-year student at the LSE who took the course at the same time, cites Nicholas Ridley – the Cabinet minister responsible for introducing Thatcher's poll tax (and the son of a viscount) – dismissing people's financial worries by saying, 'Well, they could always sell a picture.'
'There's a disconnect between policy makers and those who would feel it most,' says Ward. 'I was constantly struck by the gap between ideology and practicality.'
Wojcieszek's conclusion is that even a strong political system can lead to bad decision making. 'It reinforced my belief that what really matters is visionary leaders who can propose something unpopular,' he says.
Lewis wants his students to 'leave with a knowledge that ideas can be as dangerous as they can be powerful.' But inevitably, he has some interesting ideas himself on how Britain might extricate itself from problems that began last century and have worsened since the millennium.
'I used to think that dealing with Britain's 'issues' would be a 30-year project,' he says. 'I now think it's a 50-year one. In the short run, the solution is attracting the best human capital into politics. In the long run, it's education. The education of our future political elite is a massive burning platform.'
Lewis is an admirer of the French lycée system, as well as the strong sense of national pride at Sciences Po, where 'virtually every corridor has a tricolour and its primary duty is to the people of France.'
Dismissing claims in a recent book that Sciences Po is a hotbed of woke radicalism – 'This obviously afflicts all institutions' – Lewis applauds 'the genius of de Gaulle and the reset of the 1950s,' which Britain has never had, with the possible limited exception of the Northcote-Trevelyan Civil Service reforms of the 19th century, aimed at moving away from patronage and towards a meritocratic system.
'Our electoral system creates a duopoly in which there's no market for ideas,' he says. 'We've never really had a proper conversation about the role of the state in our lives.
'An absence of vision and standards seems to affect every branch of the British state. It's now at emergency levels. Britain's standard of living is on course to be overtaken by Poland's by 2030. The electorate is not going to accept that decline. Something will have to give.'

Police have failed to arrest supporters of the banned group Palestine Action as 11 activists sat holding signs for 60 minutes without being detained. Protests were held in both Totnes and Edinburgh today as part of a campaign opposing the proscription of the direct action organisation. But despite more than 100 arrests last week and 200 total arrests since the ban came into force on July 5, protesters today were allowed to hold their signs. It marked a stark contrast to last week when rallies were held in London, Manchester, Bristol, Edinburgh and Truro where activists were physically carried away and detained by police amid shouts of 'fascist' and 'Starmer's project of fear has failed'. The ban on Palestine Action means membership of or support for the direct action group is now a criminal offence punishable by up to 14 years in prison, under the Terrorism Act 2000. Due to the ban, inviting or expressing support for the organisation - through chanting, clothing or displaying articles like flags, signs or logos - is a criminal offence. Organisers behind today's protests, Defend Our Juries, have argued police's decision to 'exercise discretion to leave peaceful protestors be' has suggested the ban on the group is unworkable as activists (in Totnes) 'defend our ancient liberties in a small, rural town'. It comes as yesterday UN Human Rights Chief Volker Türk argued the proscription of Palestine Action was a violation of international law. The group was proscribed by Home Secretary Yvette Cooper after its members caused an estimated seven million pounds worth of damage to RAF Brize Norton planes on June 20. Ms Cooper also claimed '[the group's] activity has increased in frequency and severity since the start of 2024 and its methods have become more aggressive, with its members demonstrating a willingness to use violence'. Defend Our Juries says around 500 people are expected to take part in a 'mass sign-holding' on August 9 after today's protesters held signs saying 'I Oppose Genocide. I Support Palestine Action'. In Totnes protesters were joined by dozens more holding signs with their own wording, as well as people holding trade union flags and hundreds of supporters singing 'Lift the ban, now, for Gaza' and applauding speeches calling for the Home Secretary to Lift The Ban. Attending the protest was journalist George Monbiot who argued 'Palestine Action are protesters not terrorists'. He said: 'The proscription of Palestine Action is the most illiberal thing any Home Secretary has done for at least 30 years. 'The result is an Orwellian situation, in which people gently calling for peace are arrested under the Terrorism Act, while the government actively assists Israeli state terror, as it perpetrates genocide in Gaza. This is an assault on free speech, on logic and on human decency.' In a letter to police ahead of the demo, the Totnes residents claimed: 'In continuing to support the Israeli government in its genocide, including through the ongoing export of parts for F-35 fighter jets, the British government is committing crimes under the Genocide Act 1969, which is binding in UK law.' Rallies were also held in Edinburgh and Truro last week to protest the proscription of the campaign group as a terrorist organisation earlier this month. On Wednesday Derry City & Strabane District Council became the first elected politicians to openly defy the ban and call for it to be lifted. Activists have been protesting against the UK's supplying of arms in Gaza, which has killed more than 57,000 Palestinians since October 7 - when 1,200 Israelis were killed by a Hamas incursion into the country amid the continued occupation of Palestinian territories. Although seemingly absent from today's protest, Devon and Cornwall Police said in a statement on demonstrations last week: 'A number of placards which were contrary to the law remained on display despite police advice. 'Eight people, two men and six women, were arrested on suspicion of offences under Section 13 of the Terrorism Act 2000. They remain in police custody.' Free childcare crisis as surge in demand leaves Labour with funding black hole

Ministers have been warned the childcare sector is at risk of 'collapse' after a boom in demand for free care left a major government scheme in financial peril. A plan to expand free childcare for British families is set to cost the government an extra £1bn per year at a time when ministers are grappling to fill the gaping black hole in public finances. Labour has not spelled out how the funding gap will be filled, but experts predict the shortfall will create 'substantial pressure' on the government and could put the entire childcare sector under threat. In an exclusive interview with The Independent, Bridget Phillipson insisted the unexpectedly high take-up – a quarter higher than predicted – was a 'good problem to have' and would not leave children without places. But the education secretary could not guarantee that parents would get a space at their local nursery in September, when the scheme expands to offer eligible children aged nine months and older 30 hours a week of free childcare. Industry leaders said parents would be left 'disappointed' while nurseries warned a a lack of staff meant they were already struggling to deliver the government's pledge. CEO of the Early Years Alliance Neil Leitch told The Independent: 'One thing is absolutely clear: if 80 per cent of all hours delivered are government hours, and those hours are inadequately funded, the infrastructure will collapse over a period of time. 'I can't say it will be one year or five years, but you can bet your bottom dollar if you don't give somebody enough money to deliver a service, at some point they stop.' Figures published in March show the number of people newly entitled to free childcare was 26 per cent higher than originally estimated – 379,000 compared to 302,000. This meant that the Department for Education spent £2bn on the policy last year, up from a planned £1.6bn. But this is only set to grow as further hours of free childcare are rolled out. According to the highly-respected Institute for Fiscal Studies, the cost of extending free childcare to under-3s could end up costing £1bn more a year than previously expected, from 2026/7 onwards – up from around £4bn to approximately £5bn. A boost to funding announced in Rachel Reeves' Spending Review, of £640 million, would 'go some way to filling this gap… (but) could still leave substantial pressure from higher-than-expected take-up', the IFS said. Associate director Christine Farquharson said the DfE will still likely face 'difficult choices' within its budget and may have to 'trim back' spending in other areas to meet its childcare commitments. 'They have a fixed pot of money. When one thing becomes more expensive, that puts more pressure on other areas of the [education] budget,' she told The Independent. Ms Farquharson said predictions for how many parents would take up the free hours were 'complex' but added: 'It does seem like [the Tories] underestimated take-up pretty systematically.' It is just one of many financial decisions facing the chancellor ahead of the autumn Budget after planned welfare cuts, aimed at saving £5bn annually, were reversed. Ms Reeves is being pushed to bend her rules on borrowing or to rise taxes to keep public finances on track. The free childcare policy was launched in December 2023 with great fanfare under former Tory chancellor Jeremy Hunt. The first stage was put in place from September 2024, when the government extended 15 hours a week of free term-time childcare to working parents with a child aged nine months and over. From September, that will be extended to 30 hours a week . Labour say they were left a 'pledge without a plan' when they entered government. Ministers have been working to massively expand the number of nursery spaces and staff but the task has been made more difficult by the fact that, unlike schools, many nurseries are private providers. But industry leaders warned that, with 8 in 10 of all nursery hours soon set to be paid for by the government, the infrastructure was at risk of 'collapse' without more money. The sector has already been forced to absorb huge additional costs in recent years, including April's national insurance rise, it warned. Childcare in the UK is one of the most expensive in the world, according to the OECD. Mr Leitch added: 'What we have to bear in mind is that we've already got a recruitment and retention crisis. The reality is, many settings don't have the people to be able to accommodate those additional hours. So I'm afraid there will be parents that will be disappointed.' Sarah Ronan, the director of the Early Education and Childcare Coalition, said the IFS was right to sound the alarm, adding that if the government did not match demand with funding it is leaving providers with 'no choice' but to limit the number of places they offer – or raise fees. 'The harsh reality is that if providers don't do that, they'll face closure and then we'll have an even worse crisis on our hands,' she said. Purnima Tanuk, the executive chair of the National Day Nurseries Association (NDNA), said the government's ambitions 'will be put at risk if there is not sufficient investment in early years.' She added that 'almost 70 per cent of nurseries told us that staff shortages mean they cannot offer the children's places they have room to deliver'. Munira Wilson, the Lib Dem education spokesperson, said providers had been left 'hanging by a thread and parents (are) facing the prospect of childcare deserts'. 'The government need to ensure that the funding for childcare hours matches the actual costs of delivery,' she said. Official statistics released last week showed a 7.2 per cent increase in early years staff, the largest annual rise since the series began. The Department for Education would not be drawn on where any extra money might come from. But Ms Phillipson insisted she was unafraid of the policy's popularity. She urged families to check what they are are entitled to, adding: 'I want as many parents as possible to take up the offer. It allows parents to juggle work and family life, but it also sets up children to succeed And the demand that parents are showing is a good problem to have, because it also brings economic dividends as well. 'If people are able to work, or work a few more hours… that helps us all as a society as well and it gets economic growth going'. Ms Phillipson has previously warned that, as the policy expands again in September, parents in the first wave might not get their first choice of nursery. Asked if she could say that all parents who want a space would get one, she told The Independent: 'What I can't guarantee is that it will be as close to home as they would like or it will be their first choice, but we're confident that the roll out will go well in September.' Ms Farquharson did add that the higher uptake of free childcare could ultimately be a good sign for the economy, even if it is more expensive in the short term. 'This higher uptake might mean that we're getting a lot more parents moving into paid work because of these entitlements than first predicted,' she said. 'If the goal for this policy is to drive growth, then this would be a fantastic success story.' However, the extent to which that is the case will only become apparent over the next few years, she said. A DfE spokesperson said: "High-quality, affordable childcare plays a vital role in our Plan for Change, which is why early years funding will rise to over £9 billion next year helping us meet our target of getting tens of thousands more children each year ready for school. 'We're backing families with this record investment including a £75 million grant this year to support providers in delivering more places and a 45 per cent uplift in early year pupil premium, building on the real difference this is making for families as highlighted by the Coram survey who say costs for some has halved.'
