Solar project launched to boost East Coast energy stability

TAWAU (Aug 2): The State Government reaffirmed its commitment to sustainable energy development with the launch of the Q-Solar Tawau Large-Scale Solar (LSS) Project, expected to generate 15 megawatts (MWac) of clean energy by the end of 2026.
Chief Minister Datuk Seri Panglima Hajiji Noor stated that the high-impact project, developed on a 45-acre site, is a strategic collaboration between Qhazanah Sabah Berhad (QSB), Qhazanah Energy Sdn Bhd (QESB), and QSolar Tawau Sdn Bhd. It will become a key driver of energy stability in Sabah's East Coast.
'This demonstrates the state government's unwavering resolve to create a sustainable development ecosystem, aligning with efforts to position Sabah as a leader in renewable energy,' he said.
'We aim not only to resolve electricity supply issues, especially in the East Coast, but also to shape a future of cleaner, more stable, and resilient energy.'
His speech was delivered by the Chief Minister's Assistant Minister, Datuk Nizam Abu Bakar Titingan, at the groundbreaking ceremony for the Q-Solar (Tawau) Sdn Bhd's LSS project on Jalan Timur, Kubota, on Saturday.
He noted that the 15MWac generation from this project is a concrete step toward stabilizing Sabah's grid system, which remains heavily reliant on diesel and natural gas. It will also bring economic spillover benefits to local communities.
'This project will strengthen the state grid's capacity, reduce dependence on fossil fuels, and balance energy distribution between the West and East Coasts.
'Its implementation aligns with the state's energy master plan, the Sabah Energy Roadmap and Master Plan (SERAMP), which provides a long-term framework for transforming Sabah's energy sector.
'The project will deliver significant economic benefits to local communities, not only through construction and investment but also via job creation and local capacity building.'
Hajiji added that the solar farm's operation and maintenance are expected to generate diverse employment opportunities, while construction and support services will involve local Tawau contractors and suppliers.
'Local youth will receive specialized training to manage and maintain this solar system, proving this project isn't temporary but aims for long-term local capacity building.
'Technology transfer, skill development, and direct involvement of Sabahans in the green energy sector will catalyze more progressive and inclusive economic growth, marking a turning point in Sabah's energy landscape, particularly in the East Coast.'
He also commended QSB and QESB for actively fulfilling their mandate as strategic state investment entities by supporting government policies and contributing to Sabah's sustainable energy development.
'Ensuring the people's well-being is today's government responsibility. I hope this project completes on schedule and delivers positive impacts for the people and state,' he said.
Also present were Qhazanah Sabah Bhd chairman Dr Yusof Yacob, Assistant Minister of Industrial Development and Entrepreneurship Datuk Andi Suryady Bandy, Tawau Member of Parliament Datuk Lo Su Fui, Kukusan Assemblywoman Datuk Rina Jainal, Sebatik Assemblyman Datuk Hassan A Gani Pg Amir, Balung Assemblyman Datuk Hamild Awang, Tawau Municipal Council President Joseph Pang, and Qhazanah Sabah Berhad Group Executive Officer Datuk Rizal Dahli.

ON the regional front, green-electricity interconnection project linking Vietnam, Malaysia, and Singapore will facilitate cross-border trade in renewables, directly advancing the ASEAN Power Grid's goal of a resilient, sustainable, and highly integrated energy market. 'Solar power will be the main driver in achieving the country's overarching RE goals. On top of the CRESS and CREAM, we expect the government to maintain its aggressive rollout of large scale solar (LSS) schemes,' said MBSB Research. Package A with a quota of 1.5GW is for land-based solar power plants while Package B is for the remaining 500MW, specifically for floating solar. Following that, we expect the Energy Commission (ST) to announce the bidding for LSS6, which will likely introduce another 2GW of solar capacity with battery energy storage system (BESS) requirements. Sarawak's strategic positioning as a hydro-centric renewable hub will be reinforced through a dedicated grid link to Peninsular Malaysia, further unifying the nation's clean-energy infrastructure. Integrating Sarawak's strength in hydropower balances Peninsular Malaysia's thermal-heavy profile, reducing reliance on coal and gas plants during high-demand periods. This will be a transformative move for the power sector. We expect EPCC contractors and M&E firms to be among the initial beneficiaries from this. In a report last year, ASEAN Energy said the interconnection plan is to connect Peninsular Malaysia and Sarawak through grid-to-grid high-voltage DC (HVDC) subsea cables, with a planned 676km line capacity of 2 x 800 MW, or a total of 1.6GW. The implementing agencies are expected to be Tenaga Nasional and Sarawak Energy. Under Strategy A1.5 of the 13th Malaysian Plan, Malaysia will launch a nuclear-power program slated to come online by 2031, integrating nuclear alongside renewables to decarbonise its grid. MyPOWER Corporation will serve as the Nuclear Energy Programme Implementing Organization, responsible for governing the national nuclear program in accordance with International Atomic Energy Agency (IAEA) standards. We view that nuclear power offers Malaysia a powerful lever to secure low carbon, reliable baseload capacity, which addresses the intermittency concerns and bolsters energy security. However, it comes with steep capital requirements, complex waste and safety obligations. We maintain our POSITIVE stance on the Utilities sector and the Renewable Energy subsector, underpinned by the structural policy tailwinds for a deep decarbonisation trajectory in line with the targets under NETR. We view that solar remains a multi-year growth engine, which will benefit EPCC players such as Solarvest (NR), Samaiden (BUY, TP: RM1.59), Pekat (BUY, TP: RM1.86), Sunview (BUY, TP: RM0.54) and Northern Solar (NR). Tenaga (BUY, TP: RM16.40) will be the key beneficiary in the asset ownership space from both RE capacity expansion and grid upgrade investments. Meanwhile, the recent request for proposal (RFP) for new gas-fired power generation capacity also presents a positive catalyst for the sector. This will be undertaken via two categories, which is the extension of the concession period for existing gas-fired power plants with expiring or expired existing power purchase agreements (PPAs) and through the development of new gas-fired power plants. This is expected to add about 8GW of new capacity. Sessions Court Judge Jason Juga fixed the date for Andi, 44, who is the Industrial Development and Entrepreneurship Assistant Minister, and Sindumin Assemblyman Dr Yusof, 69, bussinessman Datuk Tei Jeinn Cheing, 37, when their cases were brought for mention on Tuesday. Tei was present via Zoom. During the proceedings, the prosecution had served several documents but asked for further pre-trial case management as there are some additional documents to be prepared. Nizam slams Shafie's 'old promises in new packaging'

Nizam KOTA KINABALU (Aug 4): Assistant Minister to the Chief Minister, Datuk Nizam Abu Bakar Titingan, has cautioned Sabahans — especially the youth — not to be swayed by what he described as 'old promises in new packaging' ahead of the upcoming state election. Responding to Parti Warisan President Datuk Seri Shafie Apdal's recent pledge to abolish student loans such as PTPTN and Yayasan Sabah funding while offering full scholarships to Sabahan students, Nizam said the proposals amounted to 'political theatre recycled for election season.' 'The people of Sabah are not forgetful. We are not easily swayed by recycled promises beautifully wrapped in campaign rhetoric,' Nizam said in a statement today. He questioned Shafie's commitment to education during his tenure as Chief Minister from 2018 to 2020, pointing out that no loan cancellations, new bursaries, or special education funds were introduced at the time. In contrast, Nizam said the Gabungan Rakyat Sabah (GRS) government under Chief Minister Datuk Seri Panglima Hajiji Noor has focused on delivering tangible results, citing several key initiatives: Higher Education Registration Assistance Fund for B40 students, Sabah Maju Jaya Scholarship to expand higher education access, increased allocations to Yayasan Sabah for scholarships and aid, redevelopment of dilapidated rural schools, and special assistance for Sabahan students studying out of state.
