Is Manipur Assembly alive, dead or ‘constitutionally deemed' to be dissolved?: Congress to governor
The ethnic violence-hit state was placed under President's rule days after the Chief Minister N Biren Singh had stepped down.
In a memorandum submitted to the governor, the Congress asked if the Assembly is alive, dead or 'constitutionally deemed to be dissolved' from the midnight of February 11.
'…the Hon'ble Governor fixed the date of the 7th Assembly session for 10.02.2025 in order to comply with the 6-month timeline prescribed under Article 174 (1) of the Constitution of India between two sittings of the House,' the Congress said in the memorandum.
'Since the last sitting of the House was held on 12.08.2024, therefore, as per Article 174 (1) of the Constitution, the next sitting ought to have been mandatorily held on or before 11.02.2025,' the party further stated.
However, the Congress added, there were two events on February 9 – Singh resigned as the chief minister and the governor declared his January 24, 2025 order summoning a sitting of the Assembly on February 11 as 'null and void.'

No plan to remove 'socialism', 'secularism,' says Centre
New Delhi: The Union government has 'no current plan or intention' to reconsider or remove the words 'socialism' and 'secularism' from the Preamble of the Constitution inserted during the Emergency period, the Rajya Sabha was informed on Thursday. The House was also told that the government has not 'formally' initiated any legal or constitutional process to remove the two words from the Preamble of the Constitution. In a written reply, Law Minister Arjun Ram Meghwal said while there may be discussions or debates in certain public or political circles, 'no formal decision or proposal has been announced by the government' regarding amendments to these terms. "The government's official stand is that there is no current plan or intention to reconsider or remove the words 'socialism' and 'secularism' from the Preamble of the Constitution. Any discussions regarding amendments to the Preamble would require thorough deliberation and broad consensus, but as of now, the government has not initiated any formal process to change these provisions," the minister asserted. He pointed out that in November 2024, the Supreme Court had also dismissed petitions challenging the 1976 amendment (42nd Constitutional Amendment), which affirmed that Parliament's power to amend the Constitution extends to the Preamble. The court clarified that 'socialism' in the Indian context signifies a welfare state and does not impede private sector growth, while 'secularism' is integral to the Constitution's basic structure.

Can't allow dead on voters' list: CEC Kumar
New Delhi: Facing flak over voter roll revision in Bihar, Chief Election Commissioner Gyanesh Kumar on Thursday asked if the poll body can come under influence and allow the dead, those who have migrated permanently or have registered themselves as electors at multiple places be included in the voters' list. His remarks came amid stepped up attacks by the opposition parties which have been targeting the poll authority over the special intensive revision of Bihar's electoral roll. The Opposition has claimed that the move will disenfranchise crores of eligible citizens. "Isn't a pure voter list being prepared by the Election Commission through a transparent process, the foundation for fair elections and a strong democracy?" he said, according to the EC. Kumar said allowing ineligible people to vote, first in Bihar and later in the entire country, is against the Constitution. "On these questions, someday or the other, all of us and all the citizens of India will have to think deeply, going beyond political ideologies," he underlined.
