Terengganu plans new enactment to address livestock roaming issue

KUALA BERANG: The Terengganu government plans to introduce a new enactment requiring livestock owners to tag their animals with quick response (QR) codes.
State Agriculture, Agro-Based Industry, Food Security and Commodities Committee chairman Datuk Dr Azman Ibrahim said the move was aimed at addressing the issue of roaming livestock, which posed safety risks to road users and caused damage to public infrastructure.
He said the QR codes would enable the authorities to quickly identify the owners and take legal action as a deterrent.
'We are taking a serious look at the need for a Ruminant Livestock Control Enactment to regulate livestock activities.
'Currently, we only have local authority (PBT) by-laws which allow livestock to be captured and auctioned, but that's all. We need strict laws to deal with a problem that has been going on for decades,' he said at the Fish Fry Release Programme and the Presentation of Aquaculture Input Incentives in Kampung Temir here today.
Meanwhile, Dr Azman said that approximately 346,000 fish and shrimp fry, including freshwater species such as baung, lampam, and kelah, would be released into Terengganu waters this year using allocations from the state government.
In addition, he said a total of 596,000 fish fry were released into Sungai Kemaman, Sungai Ibai and Tasik Kenyir from January to June 15, using funds provided by the federal government.
'To boost fishery resources, the state government will begin placing 94 artificial reefs in Terengganu waters starting tomorrow in Pulau Redang.
'The programme introduced several years ago is starting to show positive outcomes, as fish landings continue to increase each year,' he said.

PUTRAJAYA, July 17 (Bernama) -- The Court of Appeal here today upheld a 10-year jail sentence and two strokes of the cane imposed on a warden of a tahfiz education centre convicted of two counts of physical sexual assault on a male student, five years ago. A three-judge panel led by Datuk Azman Abdullah unanimously dismissed the appeal by Tengku Mohammad Khaireel Tengku Wahab, 32, against the conviction and sentence handed down by the Kuantan High Court on Oct 17, 2023. In the judgment, he said, the court found that the testimony by the victim, who was then 11 years and six months old, was not a fabricated story, and this was supported by his complaint to a doctor at a health clinic who treated him. "The victim cried when testifying at the Sessions Court. The accusation or complaint by the victim was against an ustaz (religious teacher) who taught him. It not only tarnished the name of the ustaz, but also had a personal impact on the victim,' he said. Judge Azman, sitting with Datuk Noorin Badaruddin and Datuk Hayatul Akmal Abdul Aziz, said the court found the conviction handed down against Tengku Mohammad Khaireel to be correct and appropriate for both charges. Regarding the sentence, Judge Azman said that as the appellant should be the individual responsible for preventing such an incident, a sentence of 10 years in prison and one stroke of the cane for each charge was not excessive. "This sentence should not only give fear to the appellant but also the general public so that they do not repeat the same offence. With this, we unanimously dismiss the appeal by the appellant and the High Court's decision is upheld," said the judge. On Dec 23, 2020, Tengku Mohammad Khaireel was charged with two counts of committing physical sexual assault on the boy in the warden's room of the tahfiz school's dormitory. He was charged under Section 14(a) and Section 14(b) of the Sexual Offences Against Children Act 2017 with committing the offence at 11.30 pm on Dec 1, 2020.

TAWAU: A security guard who used a fake licence plate to avoid having his car repossessed by the bank due to eight months of overdue loan repayment was fined RM5,000 or sentenced to two months' jail by the magistrate's court here today (July 9). Azman Mangola, 36, was handed down the sentence after pleading guilty to committing the offence before Magistrate Don Stiwin Malanjum. He admitted to committing the offence at Jalan Masjid at about 9.40am on June 26 last year. In addition to displaying a false registration number, Azman also pleaded guilty to two other charges namely driving without a licence and driving an uninsured vehicle. For the offence of using a false licence plate, Azman was fined RM5,000, in default of two months' jail. He was also sentenced to two months' jail for driving without a licence, and fined RM500 or one month's jail for driving without valid insurance. Additionally, the court disqualified him from obtaining a driving licence for 12 months from the date of conviction. Prosecuting officer Assistant Superintendent Joan Lee prosecuted while Azman was unrepresented. In mitigation, Azman pleaded for leniency, citing his low monthly income of RM1,500 and that he is supporting a wife, a child, and elderly parents with health issues. "I admit my guilt. "I did it to avoid the bank repossessing the car after falling behind on payments for eight months," he said. However, Joan Lee urged the court to impose a heavier sentence, åhighlighting public interest and the fact that the accused is a repeat traffic offender with 14 summonses, including unresolved repeat violations.

Jailed assemblyman Peter Anthony wants review heard before Sabah assembly dissolved

PUTRAJAYA: Incarcerated former Sabah infrastructure minister Datuk Peter Anthony wants his review application against his forgery conviction, three-year jail sentence and RM50,000 fine to be heard before the Sabah state assembly is dissolved. Peter's lawyer, Mohamed Haniff Khatri Abdulla, said this was because his 54-year-old client, who has been serving the sentence since March, is still the Melalap assemblyman. "It is believed that the Sabah state legislative assembly will be dissolved soon. I understand it (will happen) in September. "Therefore, I request for a review hearing date before that," he said during proceedings before a Court of Appeal (CoA) panel led by Datuk Azman Abdullah today. Haniff's request came after Azman, who sat with judges Datuk Lim Chong Fong and Datuk Dr Lim Hock Leng, said they needed the grounds of judgment before hearing the review. The panel was today scheduled to hear the prosecution's preliminary objection (PO) against Peter's review. "We have discussed and agreed that looking at the submissions and affidavits that had been filed, parties had touched on the broad grounds. "We need to look at the full grounds of judgment," said Azman. Deputy public prosecutor Datuk Wan Shaharuddin Wan Ladin, assisted by Haresh Prakash Somiah, did not object. Azman then set Aug 20 to hear the review. Haniff, who appeared with lawyer Datuk Rosal Azimin Ahmad, had also asked that the review hearing proceed even if the grounds of judgment could not be obtained by Aug 20. Peter was also present in court clad in a prison outfit in the dock. His supporters also sat in the public gallery during the proceedings. In March, Peter was jailed after losing his appeal to set aside his guilty conviction, a three-year prison term and a RM50,000 fine for falsifying documents related to a maintenance and service contract at Universiti Malaysia Sabah (UMS) in 2014. Peter had earlier paid the fine. A three-member panel of CoA judges led by Datuk Ahmad Zaidi Ibrahim ordered Anthony to be jailed after dismissing his appeal to overturn the Kuala Lumpur Sessions Court decision in 2022, which was upheld by the High Court in 2023. Zaidi, who sat with judges Datuk Mohamed Zaini Mazlan and Datuk Azmi Ariffin, had said they were convinced that the Sessions Court had conducted a thorough judicial evaluation of the evidence and they found no errors that would justify their intervention. In May, Wan Shaharuddin had raised a PO against Peter's review which he said was premature as the case's grounds of judgment were still being prepared. He said the broad grounds do not contain a point he wanted to submit against Peter's review. Peter, who was Parti Warisan Sabah vice-president, filed the review on March 14 while the PO was on Apr 25. The review sought to set aside the conviction and sentence; cancellation of the committal order as well as consequential orders to ensure justice in the case. Peter, as the managing director of Asli Jati Engineering Sdn Bhd, was charged with using a forged letter from UMS's deputy vice-chancellor's office with the intention of deceiving the office of the principal private secretary to the prime minister. The document was in regards to a purported collaboration with UMS to fund and set up a monitoring and evaluation (M&E) technical training centre via direct negotiation in July 2014. He committed the offence at the Perdana Putra Building in Putrajaya between June 13, 2014, and Aug 21, 2014.
