Kerrville City Council extends disaster declaration; talks debris, threats

AUSTIN, Texas (KXAN) — The Kerrville City Council met in an emergency session Monday morning, where they approved the indefinite extension of a local disaster declaration, and discussed ongoing rescue operations, threats made against the city, and donations. The declaration, which was initially started on July 4, will now run until it is ended by Mayor Joe Herring. It allows the city to operate under a 'City Emergency Management Plan,' but the reauthorization also paused the city's tree preservation ordinance. It was approved unanimously by the council. Another resolution that passed unanimously suspends the city's responses to open records requests for seven days. Kerrville City Attorney Mike Haynes said that city staff would start working this week on received requests, but wouldn't respond until next week. 'At the end of that seven day period, we will have to start responding, and we obviously had a number of requests for information, so we'll start working on those probably this week,' Haynes said. 'This, again, is just pursuant to state law. Essentially, through early next week, we will be gathering information, but we won't respond.' Kerrville City Manager Dalton Rice updated the council about search and rescue operations in the area. He noted that inclement weather and staff scheduling would be challenges as those searches continue. 'Those folks are doing everything that they can, and they do their business well. And so we try to stay out of their way,' said Michael Hornes, Kerrville assistant city manager. Hornes also explained a debris management plan for the city. Debris will be sorted – construction materials to the landfill, while vegetation will be set out to dry before being burned. Following the updates from Rice and Hornes, Council Member Brenda Hughes spoke about threats made against city staff and officials, including harassing phone calls to City Hall. 'We're not only dealing with all of the aftermath from this tragic event, but now we have to worry about threats that are coming to staff, targeted threats that are specific to individual staff members,' Hughes said. 'I wanted on the record that I would like additional security here, and I'm not leaving here till we get it.' Hornes promised that Hughes' concerns would be taken up with Texas DPs and Kerrville Police. He noted that each council meeting since the floods has had law enforcement officers present. 'Yes, ma'am, we certainly will. We will put that up the chain,' Hornes said. 'We'll make sure we continue to do that.'

Don't fall for the ‘blue-washing' drive to hide Mamdani's cop hate

Democratic bigs hoping to blue-wash Zohran Mamdani's anti-cop record are hinting that he might retain tough-on-crime NYPD Commissioner Jessica Tisch if he takes City Hall in November. File that under 'Blowing Smoke Up Our Collective Rear Ends.' Tisch has made it clear that the drop in shootings and murders on her watch relies on tight cooperation between City Hall and One Police Plaza. Advertisement 'When the critics called to cut funding,' she declared recently, Mayor Eric Adams 'chose to cut crime. When the pressure came to back down — he chose to double down. And when others tried to make headlines — he chose to make a difference.' The commissioner has a duty to avoid politics, so she can't spell it out, but Mamdani has always been one of those critics — and plainly wouldn't choose to do what's needed to cut crime: His approach is fundamentally opposed to Tisch's hallmark policies of proactive, quality-of-live policing. In pretending he could keep the commissioner on, Mamdani proxies such as state Attorney General Tish James and city Comptroller Brad Lander are simply trying to blur away his long and terrible record on public safety. Advertisement 'Defund the police' isn't just a slogan for Mamdani, it's central to his worldview: Let's go to the tape. In Dec. 2020, Mamdani called the NYPD so 'wicked & corrupt' that there is no hope of reforming it. The only solution is to 'Defund it. Dismantle it.' 'Defunding the police is a feminist issue,' he posted in June 2020. Oh, and 'queer liberation means defund the police.' Instead, he insisted, we must rely on social workers, 'violence interrupters' and 'neighborhood change agents.' Advertisement In case we didn't get the point, that same month, after then-Gov. Andrew Cuomo suggested that 'Defund the Police' mostly means something else, Mamdani commented: 'No, we want to defund the police.' Mamdani and his fellow Astoria socialist, City Councilwoman Tiffany Caban, jointly issued a 2022 resource guide for handling street violence that doesn't include the numbers 9-1-1. Instead, it suggests that you 'give the person causing harm the chance to correct their behaviors' — and if that kumbaya approach doesn't dissuade, say, a knife-wielding maniac, Mamdani and Caban advise you to 'distract' your assailant by 'spilling your soda.' Advertisement And if that doesn't work, ask your attacker, 'Hey, didn't I go to high school with you?' It's sure to stop that subway shover! Our would-be mayor is on record that getting rid of the police isn't enough: Jails and prisons must go, too: 'The entire carceral system is an unreformable public health hazard,' he fumed in Dec. 2020. 'Defund & dismantle.' Where do these freed cons go once Mamdani closes down the jail system? Well, you've probably got space in your apartment, Comrade! People 'going through' domestic violence — weasel words for battered women and kids — don't need 'an individual with a gun' to help them, Zohran advised in July 2020; he wants to send social workers instead. Insane: One in every three NYC female murder victims has been killed by her intimate partner. Surely we can trust abused women who call 911 to know what they are doing and are calling for a cop. Advertisement Lefties fantasize that social workers can replace the work of cops in dangerous, violent situations. They have been trying this for decades, but no social worker is equipped to defuse these incidents — which is why they don't volunteer to do it. Zohran Mamdani's surrogates have a whisper campaign to deceive the voters about how radical he really is. But you can believe them or your own lying ears.

Lawsuits dredge up messy NYPD era under Eric Adams as he begins reelection bid

One of Essig's deputies, Christopher McCormack, similarly alleged in a separate suit that he was retaliated against after rejecting some of the candidates proffered by close aides to Adams. He also named Banks, the former deputy mayor for public safety, in his complaint. Those picks, who McCormack found to be unqualified, were eventually placed on elite teams anyway. One candidate allegedly referred by Banks told McCormack he wanted into the 'El Dorado' unit tasked with investigating money laundering because the name 'sounded cool,' according to the lawsuit. McCormack found the applicant to be unqualified. Banks' pick allegedly made it onto the team anyway. Each of the complainants included a monetary angle to their grievances. After each of them left city service, City Hall gave managerial staff at the NYPD a pay hike they missed out on. The suits are just the latest reminder of the chaos that reigned at the department under Adams and the unresolved criminal investigations into some of his closest and most loyal aides that could come back to bite him on the stump. Caban, for example, is reportedly being probed for a pay-to-play scheme involving promotions — a probe that was referenced in one of the suits. He was also being eyed by authorities for an alleged kickback scheme involving his twin brother and security at New York City nightclubs. Maddrey was forced to resign after reports that he sexually assaulted an underling and gave her overtime in exchange. And Banks had his phone taken by federal agents as part of a wide-ranging probe last year. Mayoral spokesperson Kayla Mamelak Altus said the city would review the lawsuits filed Monday and defended the integrity of the NYPD, which is now led by Commissioner Jessica Tisch. 'The Adams administration holds all city employees — including leadership at the NYPD — to the highest standards, and our work at the department speaks for itself: crime continues to topple month after month both above and below ground, with our city seeing the lowest number of shootings in recorded history,' she said in a statement. 'That is no coincidence — it's thanks to the Adams administration's laser focus on public safety.' Adams is running in the general election on an independent ballot line after dropping out of the Democratic primary amid a now-defunct criminal bribery case. He has been touting decreases in major crimes — though has POLITICO has reported, the overall picture is much more complicated — and has cast himself as the candidate needed to keep the city on the right track. The lawsuits filed Monday, movement in any of the state or federal investigations, or new allegations of malfeasance could easily become cannon fodder for his opponents, who include Democratic nominee Zohran Mamdani, fellow independent candidates Andrew Cuomo and Jim Walden, and GOP candidate Curtis Sliwa. The mayor's management record could become an especially potent line of attack for the more moderate hopefuls whose politics — and in the case of Cuomo, his base of Black voters — overlap with Adams.
