Water: Student group wants UMS to take legal action

Kota Kinabalu: Suara Mahasiswa UMS has urged Universiti Malaysia Sabah (UMS) to take legal action against the State Water Department (JANS), demanding at least RM100 million in damages over the prolonged campus water crisis. In a statement, the student group accused JANS of misleading the public in its May 29 statement, which downplayed the severity of the water supply issue from the State-owned R13 tank — the main water source for UMS. The group cited internal documentation and reports from UMS's student council and maintenance unit showing that water levels in the R13 tank had dropped to zero on several days, halting supply to the campus. They also claimed this data had been officially shared with JANS and supported with photographic evidence. The group said the financial burden of the water crisis had been unfairly shifted onto students, many of whom faced repeated disruptions and had to bear additional costs, including tuition fees, off-campus rent, transportation, utility bills and other living expenses. 'UMS must sue JANS and the damages should be returned to the students — this is not just about water anymore. It's about accountability and justice,' the statement said. Earlier, Daily Express reported that UMS Vice-Chancellor Datuk Dr Kasim Mansur said the university had long been transparent about the water issue, and clarified that the R13 tank, owned and operated by JANS, had repeatedly failed to supply enough water to meet UMS's daily needs. Kasim said if water levels had been sufficient, students would not have resorted to holding demonstrations. Suara Mahasiswa President Fadhil Kasim welcomed the VC's remarks and said it marked an important shift in the university's stance. 'I believe the VC is playing his role as the head of the university, and it's important that his stance remains consistent. This is the first time he has made such a statement, and we welcome it,' he said. 'We will be meeting the VC tomorrow at 2pm to exchange views, possibly touching on the water issue.' The student group is organising Perhimpunan Aman Gempur Rasuah Sabah 2.0, a peaceful rally scheduled for June 21-22 in Kota Kinabalu to demand systemic accountability and a solution to longstanding infrastructure problems. Addressing the Chief Minister's Department post-Cabinet meeting at Menara Kinabalu on Wednesday, Hajiji said civil service efficiency during this period would reflect the government's commitment to democracy and administrative stability. He also called on Department Heads to carry out their responsibilities with stronger commitment, improved efficiency, and closer project monitoring to ensure the timely completion of approved initiatives. Delays, wastage, and damage to public trust must be avoided through proper governance and accountability, said Hajiji. He reminded civil servants to remain responsive, proactive, and to act with integrity, prioritising public interest over personal gain to meet the State Government's objectives. LDP calls for 20% quota for Chinese in civil service, UMS
Chin KOTA KINABALU (July 2): Liberal Democratic Party (LDP) President Datuk Chin Su Phin calls on the GRS-led Sabah Government to implement a 20% quota for Chinese Unified Examination Certificate (UEC) students to enter the civil service and Universiti Malaysia Sabah (UMS). He said this proposal reflects the Liberal Democratic Party's strong commitment to fairness, inclusivity, and ensuring that students from Chinese independent schools who take the UEC are given equal and meaningful opportunities to serve and succeed in their own State. 'The recognition of the UEC by the Sabah Government is a commendable and progressive move in acknowledging the value of Chinese education. 'However, recognition alone is not sufficient. Without a structured and transparent quota system, Chinese UEC students will continue to face significant barriers when it comes to entering the civil service or pursuing higher education at public universities such as UMS,' he said in a statement on Wednesday. Chin added many Chinese UEC students are academically qualified and capable of contributing meaningfully to the public sector and society, yet their access remains extremely limited. 'Implementing a 20% quota is a necessary step to correct this imbalance and to provide fair access and participation. This is not about granting privilege, it is about addressing underrepresentation through a fair and inclusive policy that reflects Sabah's multiracial identity,' he said. Chin said such inclusivity will help build a stronger sense of belonging and foster unity across communities. 'Additionally, the lack of clear pathways has driven many UEC students to pursue further education or employment outside Sabah or even Malaysia. By creating more opportunities for them here, we can retain our home-grown talent and strengthen our State's future capacity,' he said. Chin urged the Sabah Government to show leadership by going beyond symbolic recognition and enacting real policies that create access. 'A quota system for Chinese UEC students is a fair and practical step forward to ensure that no capable Sabahan is left behind in building our shared future,' he said.

'Integrity essential to maintain trust in civil service'

KOTA KINABALU: Integrity must remain central to the civil service to sustain public confidence in government institutions, said Sabah Federal Secretary Datuk Seri Rosli Isa. He said the Federal Government spends over RM17 billion annually on civil servant salaries in Sabah, underscoring the size and significance of the public sector. Rosli noted Sabah has more than 126,000 civil servants across federal and state levels, and stressed that maintaining integrity at all levels is crucial for an efficient and trusted system. He said integrity includes moral strength and ethical conduct beyond just avoiding corruption, and that civil servants should not be shielded from investigation if wrongdoing occurs.
