IPS officer Sagar Preet Hooda is new Chandigarh DGP

Dr Sagar Preet Hooda was appointed as the director general of police (DGP) of the Union Territory of Chandigarh Tuesday. He is an Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre Indian Police Service (IPS) officer of the 1997 batch.
The Ministry of Home Affairs (MHA) issued an order transferring him from New Delhi to Chandigarh, effective immediately. Currently, IPS officer Pushpendra Singh is serving as officiating DGP, Chandigarh.
Dr Hooda was serving as special commissioner (intelligence) in Delhi with additional charge of perception management and media cell division. On May 1, he was given two additional charges: Special CP of the Special Police Unit for Women and Children and Special Police Unit for the North-Eastern Region.
During his initial years in the service as an IPS officer in the late 1990s, Hooda served as assistant superintendent of police (ASP) in the Union Territory of Chandigarh.
Dr Hooda received his master's degree in Public Policy Analysis (2014-15) as an Edward S Mason fellow from Harvard University. He also got a Certificate in Public Finance (2012) from Duke University Sanford School of Public Policy. He did another course in Leadership and Globalisation from the London School of Economics in 2006.
He did his PhD in Sociology from Panjab University from 1991 to 1997. Before that, he obtained his post-graduation in Sociology from Panjab University from 1989 to 1991. He is also a Chevening Scholar and a recipient of the prestigious Webber-Seavey Award.
Dr Hooda has a proven track record in government administration and possesses skills in governance, conflict resolution, international relations, management, and policy analysis.

The state government on Wednesday ordered an high-level inquiry into the illegal stay of two Yemeni nationals at a religious educational institute in Nandurbar district and announced stricter protocols for passport address verification across the state. Minister of State for Home (rural) Dr. Pankaj Bhoyar informed the Assembly on Wednesday that a special investigation team, headed by a senior IPS officer, will probe the activities of Jamia Islamia Ishaatul Uloom in Akkalkuwa, after the discovery of foreign nationals residing there without valid documents. 'This is a serious national security concern. A criminal case has been registered, and the institute's management will face strict action,' said Bhoyar, responding to a notice raised by MLA Devendra Kothe. MLAs Rajesh Padvi, Harish Pimpale, and Gopichand Padalkar also participated in the discussion. Bhoyar added that irregularities were also found at As-Salam Hospital, run by the same trust, including illegal occupancy and administrative lapses. The state plans to recommend cancellation of its registration with the medical education department. Initial findings revealed substantial donations from both domestic and foreign sources into the institute's bank accounts. Investigations into alleged land encroachments on tribal land and misuse of scholarship funds are also underway, with the state Anti-Terrorism Squad (ATS) involved in parallel probes, said the minister. In a related development, Minister of State for Home (urban) Yogesh Kadam said police verification for passport applications will now place greater emphasis on verifying the current residential address, especially for those displaced due to building redevelopment. 'The police will verify the applicant's current place of residence as mentioned in the application. This is essential to confirm identity and check for any pending criminal records or summons,' Kadam told the House, replying to a notice by MLA Manisha Chaudhary. MLAs Amit Satam and Sunil Prabhu raised follow-up queries. The minister clarified that in cases where applicants are temporarily relocated due to redevelopment, addresses mentioned in legal rent agreements would be accepted for verification. He added that the Centre's updated protocols for police verification will be followed, with plans to integrate AI tools and digital passport apps to enhance transparency and ease of the process. 'Awareness will also be created to inform citizens that verification is carried out on the current address, not just the permanent one,' said Kadam.

The TDP leaders and police officials will face the consequences if the YSRCP comes to power in the 2029 elections, warns its president Y.S. Jagan Mohan Reddy. Addressing the media at the party central office at Tadepalli on Wednesday, Mr. Jagan Mohan Reddy alleged that Chief Minister N. Chandrababu Naidu was misusing power to harass the opposition party leaders and cadre. He alleged that the DIGs in the State were indulging in corruption on behalf of the ruling dispensation. 'Certain DIGs and police officers are behaving like mafia dons, collecting bribes from illegal liquor and sand operations, and sharing the proceeds with ruling party leaders,' the YSRCP chief alleged. 'Authoritarian governance' He accused the NDA government of resorting to authoritarian governance, misuse of police machinery, and suppression of opposition party leaders. He questioned why raising public issues was being treated as a crime under the current regime. Despite borrowing ₹1.75 lakh crore in 14 months, the government failed to implement a single major welfare scheme, he alleged. 'Nothing wrong in using film dialogues' Reacting to cases filed on leaders and cadre who uttered controversial film dialogues, Mr. Jagan Mohan Reddy observed that there was nothing wrong in using film dialogues and expressions. 'If they are so objectionable, then why did the Board of Film Certification allow such dialogues and expressions, and why did the film maker produce such movies? Let them stop it there itself,' he said.
