Penang chief minister: PDC will fully cooperate with investigations into MBI investment scheme

GEORGE TOWN, July 21 — Penang Development Corporation (PDC) has submitted documents to Bukit Aman Special Task Force on Anti-Money Laundering (AMLA) to assist in investigations into the MBI investment scheme.
Penang chief minister Chow Kon Yeow said the Bukit Aman Special Task Force visited PDC on July 9 as part of investigations to trace and verify the flow of funds associated with the MBI money scheme.
He said the special taskforce submitted an official request letter on July 9 for documents such as meeting minutes and financial documents related to the Penang World City (PWC) project.
They also requested documentation of payments made to PDC for the purchase of land by Mutiara Metropolis Sdn Bhd (MMSB), formerly known as Tropicana Ivory Sdn Bhd (TISB).
'The focus of the investigation, as conveyed to PDC, is to examine whether any of the funds paid to PDC by MMSB between 2011 and 2019 may have been linked to the MBI scam,' he said.
Chow, who is also PDC chairman, said PDC submitted all required documents to the Bukit Aman Special Task Force on July 18.
'It is important to highlight that PDC is assisting the authorities in its capacity as a stakeholder in past commercial transactions relevant to the probe,' he said.
He said the visit by the Bukit Aman Special Task Force is part of a broader effort to track financial flows nationwide, involving multiple entities and jurisdictions.
'PDC has acted in accordance with due process throughout the period in question,' he said.
Chow said there are four agreements signed pertaining to the PWC project, namely, the purchase and development agreement between Chief Minister of Penang Incorporation (CMI), PDC and Ivory Properties Group Berhad (IPGB) on November 11, 2011, first supplemental agreement on October 24 in 2013, second supplemental agreement on June 23 in 2014 and novation cum supplemental agreement on November 1 in 2019.
He said MMSB stated that the reclamation works for PWC project is now at about 68 per cent completion as of July this year while the overall development progress is about 44 per cent completion.
He reiterated PDC's commitment to transparency, integrity and full cooperation with all relevant enforcement agencies.
In March this year, Chow said PDC does not have any direct links to the defunct pyramid scheme MBI.
He had explained that PDC sold the RM1.07 billion Bayan Mutiara land through a request for proposal back in 2011 to Ivory Properties Group.
He said the sale of the land was for a mixed development project to be built on 102.6 acres of reclaimed land, now called the PWC project.
The Bayan Mutiara land sale was finalised in 2018 and the group appointed Tropicana Ivory Sdn Bhd to implement the project.
On November 1 in 2019, PDC signed a supplemental agreement for the change in equity for Tropicana Ivory where Hemat Tuah had bought over 100 per cent of the company so TISB was renamed as MMSB.
The scheduled completion for PWC is by November 11 in 2028.
It was reported earlier this year that a brother of MBI founder Tedy Teow Wooi Huat is the major shareholder of Hemat Tuah while another individual, holding 15 per cent share, is said to be Teow's brother-in-law.

'Arrivals from 'long-haul markets' such as Australia and the UK also saw increases of 16.6% and 8.7% respectively, compared to the same period in 2024,' the ministry added. 'This increase in foreign visitor numbers clearly reflects the effectiveness of various initiatives implemented by the government through strategic approaches, progressive policies such as the visa liberalisation plan, and support and incentives given to industry players,' the ministry said. The Southeast Asian country recorded just over 25 million international tourist arrivals in 2024, falling short of its 27.3 million target. 'Malaysia is targeting 47 million international tourist arrivals in 2026, with a focus on key markets such as Central Asia, the Middle East, Southeast Asia, Europe, and Oceania,' the ministry said.

(File pic) PETALING JAYA : The Pakatan Harapan parliamentarians representing the four constituencies involved in a proposed public car park privatisation scheme have urged the Selangor government to form an independent bipartisan committee to review the proposal. In a statement, Petaling Jaya MP Lee Chean Chung, Subang MP Wong Chen, Shah Alam MP Azli Yusof and Selayang MP William Leong said the committee should comprise elected representatives from Petaling Jaya, Selayang, Shah Alam and Subang, as well as relevant experts and civil society organisations. They also said the review should prioritise the needs of the communities they represent and the local councils involved, stressing that they were 'especially troubled' by the apparent prioritisation of private interests over the rights and welfare of their constituents and the local councils. The lawmakers also called for the scheme's Aug 1 launch to be postponed and for its commercial terms to be disclosed, including the projected profitability for the private company involved, state government investment arm Menteri Besar Incorporated, and the four local councils. They said that based on the limited information disclosed so far, the proposed privatisation of the Smart Intelligent Parking (SIP) system raised legal, commercial, and operational concerns. They also said the current revenue-sharing arrangement appeared 'unbalanced' and required further detailed disclosure. 'This call is made to ensure that PH's commitment to transparency and accountability is upheld in all matters of government contracts, including privatisation schemes – especially within our own PH-led state governments,' they said. They also said the state government's approach to privatise public parking lots in pursuit of higher revenue was not in line with the primary objective and function of local councils, which is to deliver 'democratic governance' and essential services to their communities. 'In this context, the role of local councils in managing public parking is to optimise parking use for the benefit of residents, businesses, and visitors by making parking accessible, easing congestion, and improving traffic flow. 'Residents and businesses already pay assessments and local taxes. The councils are therefore obligated to support local commerce and community vibrancy through convenient and affordable parking. 'The goal should not be profit maximisation but service to the public.' The parliamentarians also asked the state government and local councils to clarify whether the scheme received ministerial approval. They said this was because public parking lots fell under the jurisdiction of the transport ministry through the Road Transport Act 1987, which empowered local councils to manage and collect parking fees with the minister's approval. They said that the Act, and the relevant gazette orders, did not permit the privatisation of parking management or fee collection by local councils without ministerial approval. According to state executive councillor Ng Suee Lim, the concession for a 'smart parking system' covering collections of parking fees and enforcement would involve local councils, state-owned Rantaian Mesra Sdn Bhd and a private company. Ng said enforcement would be carried out by local council officers, with Rantaian Mesra to act as a system coordinator. The private company, which has yet to be appointed, will handle the four local councils' daily parking operations. He said Rantaian Mesra and the other company are expected to invest around RM200 million to develop the infrastructure for the smart parking system.

(Bernama pic) PETALING JAYA : The Kuala Lumpur sessions court has ordered a woman accused of posting content featuring a fake marriage certificate involving a member of royalty to undergo psychiatric observation. Judge Norma Ismail made the order following an application by deputy public prosecutor Ravendejit Kaur to obtain a mental health report on the accused, Persana Avril Sollunda, before the proceedings continue. Norma ordered the 43-year-old former model to be placed under medical observation at Hospital Bahagia in Tanjung Rambutan, Perak, for one month. 'The court allows the accused to receive treatment and undergo a full psychiatric evaluation,' Utusan Malaysia quoted her as saying. The court has set Aug 19 for the next mention of the case. Persana was represented by R Mehgalaa, who did not object to the application.
