Trump's economists should study what happened in Japan and South Korea

The Trump administration's economic strategy — achieving trade surpluses and deploying tariffs and non-tariff barriers to protect domestic industries and promote growth — is reminiscent of the strategies that Japan and South Korea pursued during their periods of rapid economic growth in the mid-20th century. Japan experienced annual growth rates averaging around 10 percent from the 1950s through the 1970s, while South Korea achieved similar rates from the 1960s to the 1980s.
The economic model behind the rapid economic growth by Japan (and later South Korea) was often referred to as 'administrative guidance,' reflecting significant government intervention in industrial organization, banking and trade compared to more free-market economies.
In Japan, elite officials at the Ministry of International Trade and Industry meticulously analyzed trade and productivity data to identify promising sectors. They then guided banks toward providing favorable loans to strategically chosen sectors and firms. This tight public-private collaboration and the shared desire for growth allowed the government and the private sector to rely on mutual signals and support, fueling Japan's remarkable postwar economic expansion.
South Korea's administrative guidance was more heavy-handed. Korea suffered colonization, civil war and literal national division in the 20th century. Though South Korea emulated Japan's strategies, it pursued even bolder administrative guidance by investing in sectors such as steel, shipbuilding, automotives and semiconductors — areas where it initially had no clear comparative advantage. To support these ambitious ventures, the government imposed steep tariffs on consumer and luxury goods, and the Economic Planning Board coordinated interest rates and exchange rates to ensure that limited dollar reserves were strategically allocated to targeted industries.
But just about when Japan seemed poised to overtake the U.S. economically, it entered its 'Lost Decades.' South Korea's economy also crashed during the 1997 Asian Financial Crisis. Eventually, administrative guidance lost its luster. Japan's economic malaise and South Korea's economic restructuring — under the guidance of the IMF and the U.S. Treasury — served as evidence that administrative guidance distorted the economy, was inefficient and outdated, and further reinforced American liberal capitalism as the superior economic policy.
As Paul Krugman put it, perhaps East Asian economic success was more perspiration than inspiration, i.e. more due to hard work and accumulation than increased innovation or labor productivity.
Regardless, Japan and South Korea's miraculous economic growth in the second half of the 20th century was real, and administrative guidance played a critical role. Liberal capitalism may still be America's dominant economic ideology, but there is a growing sentiment within the White House that the government should take a more active role in steering the economy. Revisiting lessons from Japan and South Korea's experience with administrative guidance may prove especially valuable at this moment.
First, effective administrative guidance requires motivated officials with deep understanding of the economy and public administration. Japan's Ministry of International Trade and Industry and South Korea's Economic Planning Board were staffed by highly trained public servants who not only passed rigorous exams in law, economics and statistics but also learned from their experienced superiors. These extremely talented people committed to serve their country over higher-paying jobs in the private sector.
Second, industrial policy is successful when it works with market forces and promotes competition. The U.S. government helped nurture Silicon Valley through early investments in semiconductors, which was later vetted by venture capital. South Korea picked industries to invest in, but pitted firms against each other to promote innovation and productivity. Industrial policy in the U.S. today should be compatible with American financial markets and venture capital. The U.S. financial and private sectors would likely want to invest in AI or future energy rather than coal and steel.
Third, expanding trade is essential for economic growth. South Korea had no iron or oil but developed steel, automobiles and shipbuilding. The only way it could develop these industries was by importing what it did not have and exporting value-added products. Strategic openness is necessary for successful industrial policy.
Finally, education is foundational to the welfare of the country and its people. America was among the first nations in the world to provide universal secondary education. Its higher education system remains unparalleled in terms of research productivity and its capacity to educate and train the next generation of leaders and citizens. The emergence of the U.S. as the world's political, economic and scientific superpower in the 20th century was built upon a large population of educated citizens. Ensuring high-quality education for Americans must remain a key priority for the 21st century and beyond.

The sweeping domestic policy package will also have to be passed again in the House, which just narrowly passed its own version of the bill last month. Some House Republicans have already expressed opposition to key elements of the Senate version of the bill — most notably deep cuts to Medicaid — likely foreshadowing a close vote in the lower chamber. Both Thune and House Speaker Mike Johnson hold narrow majorities in their respective chambers, meaning they can only afford to lose the support of a small number of Republican lawmakers to pass the package in a party-line vote. Meanwhile, Trump continues to urge lawmakers to get the package passed before Republicans' self-imposed July 4 deadline. "President Trump is committed to keeping his promises, and failure to pass this bill would be the ultimate betrayal," the White House said in a statement of administration policy on Saturday. Nike stock price: Why shares are rising despite the shoe giant's revenue decline and serious tariff warning

Shares in Nike, Inc. (NYSE: NKE) are trading much higher this morning after the company announced its Q4 2025 results. Yet those results saw Nike post some of its worst earnings in a while, along with a warning that President Trump's tariffs would cost the company $1 billion in the near term. He was buried in a mushroom casket. Yesterday, the iconic shoemaker announced its Q4 2025 and full-year fiscal 2025 earnings. The results weren't great. For fiscal 2025, Nike reported full-year revenues of $46.3 billion—a 10% decline from fiscal 2024. The company's Q4 2025 revenues totaled $11.1 billion—down 12% from the same quarter a year earlier. The company also posted an earnings per share of 14 cents for its Q4. That EPS was down significantly from the 99 cents the company posted in the same quarter a year earlier. However, perhaps most alarming was the fact that Nike confirmed it would take a $1 billion hit in its current 2026 fiscal year due to the tariffs imposed by President Trump on countries worldwide. The two countries where Nike makes a significant amount of its goods are China and Vietnam. Earlier this year, Trump placed a 46% tariff on goods manufactured in Vietnam and a triple-digit rate on goods made in China. He later reduced both rates, temporarily, to 10% and 30% respectively. Still, Nike chief financial officer Matt Friend said on Nike's earnings call that the tariffs currently in place will result in a 'new and meaningful' cost to Nike, notes CNBC, adding that the company estimates that 'a gross incremental cost increase to Nike of approximately $1 billion.' You would think that Nike's warning of up to $1 billion in tariff-related costs and its pretty dismal Q4 results would send the stock down, not up. But NKE stock is currently up, and significantly, as of the time of the writing. In premarket trading, NKE shares are currently up over 10% to $68.85. There are a few likely reasons for this. First is that, while Nike's Q4 wasn't anything to write home about, the company actually came in above most Wall Street estimates. Analysts had expected Nike to have a pretty poor quarter already, and indeed, as noted by CNBC, Nike had previously said its Q4 would be the low point of its turnaround. This turnaround involves Nike's pivot to return its focus to athletes and shift away from its recent history of trying to cater to the wider 'lifestyle' segment of the population. The turnaround was initiated after Nike brought in a new CEO, Elliott Hill, last October. For its Q4, analysts had been expecting revenue of $10.72 billion and an EPS of 13 cents. So though Nike's Q4 results were disappointing, especially compared to earlier quarters, its actual revenue of $11.1 billion and adjusted EPS of 14 cents came in above expectations—something investors typically reward. But another reason the stock is likely rising in premarket trading is also related to that $1 billion hit Nike is expecting. Though the company says it expects the 10-figure hit this financial year, CFO Matt Friend also said Nike expects to 'fully mitigate' Trump's tariff costs over time. Nike will mitigate these tariff costs by using a three-pronged approach: adjusting its supply chain sources getting its suppliers to absorb some of the costs raising prices on U.S consumers later this year Despite Nike's 10% price surge this morning, shares in the company are still down significantly for the year. As of yesterday's close, Nike shares were sitting at $62.54—down more than 17% for the year. However, that was still significantly above its April lows of nearly $52 per share after President Trump unleashed his 'Liberation Day' tariffs on the world. Over the past 12 months, Nike's shares were down more than 33% as of yesterday's close. Trump megabill narrowly advances in Senate despite GOP defections

Senate Republicans on Saturday narrowly voted to advance a sprawling 1,000-page bill to enact President Trump's agenda, despite the opposition of several GOP lawmakers. Two Republicans voted against advancing the package: Sen. Rand Paul (R-Ky.), who opposes a provision to raise the debt limit by $5 trillion and Sen. Thom Tillis (R-N.C.), who says the legislation would cost his state $38.9 trillion in federal Medicaid funding. Sen. Ron Johnson (R-Wis.) changed his 'no' vote to 'aye' and holdout Sens. Mike Lee (R-Utah), Rick Scott (R-Fla.) and Cynthia Lummis (R-Wyo.) also voted yes to advance the bill. The bill had suffered several significant setbacks in the days and hours before coming to the floor, at times appearing to be on shaky ground. Perhaps the most notable was a ruling by the Senate parliamentarian earlier this week that a cap on health care provider taxes, which is projected to save billions of dollars in federal Medicaid spending, violated the Senate's Byrd Rule. GOP leaders were able to rewrite that provision for it to remain in the bill. And the legislation appeared in danger moments before vote when Sen. Tim Sheehy, a freshman Republican from Montana, threatened to vote against the motion to proceed if the bill included a provision championed by Sen. Mike Lee (R-Utah) directing the Interior Department to sell millions of acres of public lands. Sheehy agreed at the last minute to vote for the legislation after GOP leaders promised he would get a vote on an amendment to strip the language forcing the sale of public lands from the bill. That allowed Senate Majority Leader John Thune (R-S.D.) pulled off a major victory by moving the legislation a big step closer to final passage. Thune hailed the legislation Saturday as a 'once-in-a-generation opportunity to deliver legislation to create a safer, stronger and more prosperous America.' He cited $160 billion to secure the borders and beef up immigration enforcement and $150 billion to increase the Pentagon's budget, as well as an array of new tax cuts in addition to the extension of Trump's expiring 2017 tax cuts. He pointed to the bill's elimination of taxes on tips and taxes on overtime pay for hourly workers as well as language allowing people to deduct auto loan interest when they buy a new car made in the United States. President Trump has set a July 4 deadline for Congress to get the bill to his desk. Senate Democratic Leader Chuck Schumer (N.Y.) blasted his Republican colleagues for unveiling the 940-page Senate substitute amendment late Friday night, giving senators only a few hours to review the legislation before the vote. 'Hard to believe, this bill is worse, even worse than any draft we've seen thus far. It's worse on health care. It's worse on [the Supplemental Nutrition Assistance Program.] It's worse on the deficit,' he said. Schumer slammed Republicans for advancing the bill before having an official budgetary estimate from the Congressional Budget Office. 'They're afraid to show how badly this will increases the deficit,' he said. 'Future generations will be saddled with trillions in debt.' A preliminary analysis by the Congressional Budget Office circulated by Senate Finance Committee Democrats Saturday estimates the bill will cut Medicaid by $930 billion, far more substantially than the legislation passed last month by the House. Tillis cited the impact on Medicaid as the reason he voted 'no' on the motion to proceed and plans to vote 'no' on final passage. 'I cannot support this bill in its current form. It would result in tens of billions of dollars in lost funding for North Carolina, including our hospitals and rural communities,' he said in a statement. 'This will force the state to make painful decisions like eliminating Medicaid coverage for hundreds of thousands in the expansion population, and even reducing critical services for those in the traditional Medicaid population,' he warned. Sen. Susan Collins (R-Maine), a critical swing vote, said she voted to advance the legislation out of 'deference' to the GOP leader but warned that doesn't mean she will vote 'yes' on final passage. She said that Senate negotiators improved the legislation before releasing it Friday but added that she wants to make additional changes. 'Generally, I give deference to the majority leader's power to bring bills to the Senate floor. Does not in any way predict how I'm going to vote on final passage,' Collins told reporters. 'That's going to depend on whether the bill is substantially changed,' she said. 'There are some very good changes that have been made in the latest version but I want to see further changes and I will be filing a number of amendments.' Former senior White House advisor Elon Musk blasted the Senate bill on social media shortly before the vote, calling it full of 'handouts to industries of the past,' referring to the oil, gas and coal industries. 'The latest Senate draft bill will destroy millions of jobs in America and cause immense strategic harm to our country! Utterly insane and destructive. It gives handouts to industries of the past while severely damaging industries of the future,' he wrote on X, the social media platform he owns. Schumer told Democratic senators before the vote that he would force the clerks to read the entire 1,000-page bill on the Senate floor, which is estimated to take up to 12 hours and delay the start of debate and the start of a marathon series of amendment votes, known as a vote-a-rama. It's unclear whether Republican senators will keep the Senate in session overnight Saturday into Sunday morning to have the bill read aloud on the floor, an exhausting process for the Senate floor staff. An overnight reading of the bill would leave the clerks and floor staff weary before senators are scheduled to hold 20 hours of debate on the legislation and then launch into a multi-hour vote-a-rama.
