
Cabinet to get final report on AG-Public Prosecutor separation of powers study this month, Dewan Rakyat told
The Minister in the Prime Minister's Department (Law and Institutional Reform) said the final report by the Special Comparative Study Task Force will be presented to the Cabinet this month.

'Further studies will be continued by the Technical Task Force, which will examine the implementation of the separation of roles.
'This Task Force is led by the Deputy Minister in the Prime Minister's Department (Law and Institutional Reform) and includes representatives from the Legal Affairs Division, Prime Minister's Department, Attorney General's Chambers, Public Service Department, Finance Ministry, and the Judicial and Legal Service Commission,' she said in a parliamentary written reply on Tuesday (July 22).
Suhaizan Kaiat (PH-Pulai) had asked for an update on the implementation of institutional reforms, including the separation of powers of the two roles.

Azalina said the proposal had been discussed by the Cabinet and agreed to in principle, which led to the formation of the Special Comparative Study Task Force and a Technical Task Force.
'For the first phase of this study, the Task Force, led by the Minister in the Prime Minister's Department (Law and Institutional Reform), has conducted three series of working visits for empirical studies in Canada (Ottawa and Toronto), Australia (Melbourne and Canberra), and the United Kingdom (London),' she said.
Azalina also said an Interim Report was prepared containing policy parameters such as appointments and terminations, powers and roles, and the independence of the relationship between the Attorney General and the Public Prosecutor.

GENERAL KUALA LUMPUR, July 24 (Bernama) -- The Home Ministry (KDN) is in the final phase of finalising a new bill relating to house arrest as an alternative to reducing overcrowding in prisons. Home Minister Datuk Seri Saifuddin Nasution Ismail said the working papers relating to the bill have been submitted to the Cabinet and have received policy approval. 'The next process is to carry out an amendment matrix and the Ministry of Home Affairs has to sit with the Attorney General's Chambers and once that is done, we will table it. The issue is the definition of shackles, one interpretation of shackles (currently) is only handcuffs (but) I tend to interpret shackles as including devices. 'But because there is a mistake in terms of interpretation, then let the drafters resolve it and I promise that as soon as they resolve it, I will return to the Cabinet to seek approval in terms of amendments,' he said when winding up the motion for the Annual Report and Financial Statement of the Human Rights Commission of Malaysia (SUHAKAM) 2023 for the Ministry of Home Affairs in the Dewan Rakyat today. He admitted that there is overcrowding in prisons, with the latest number of prisoners increasing to 83,808, exceeding the original capacity of the prison which is 76,311. He said that among the causes of the congestion is remand detention where 65 to 70 per cent of the total prisoners are involved in drug-related cases under the Dangerous Drugs Act 1952 involving Section 15(1) (entering drugs into the body), Section 12(2) (possession of drugs in small quantities) and Section 33C (repeat offence). He said the implementation of house arrest with electronic monitoring is among the solutions currently being formulated to address the issue of remand detention which contributes to 35 per cent of the congestion. Regarding refugees handled by the United Nations High Commissioner for Refugees (UNHCR), Saifuddin Nasution said the Home Ministry believes there is a need for an element for check and balance on the refugee registration process carried out by UNHCR. He said that currently, the process is carried out entirely by UNHCR without the involvement of any government security agency such as the Royal Malaysia Police, Immigration Department or other agencies for verification and monitoring purposes.

PAC summons KKDW and Felcra over AG's Report 2/2025
KUALA LUMPUR: The Public Accounts Committee (PAC) will summon the Ministry of Rural and Regional Development (KKDW) and Felcra Berhad to clarify findings in the Auditor General's Report 2/2025. The hearing follows a briefing by the Auditor General today, highlighting concerns over oil palm plantation procurement. PAC chairman Datuk Mas Ermieyati Samsudin confirmed that the Ministry of Domestic Trade and Cost of Living (KPDN) will also be called to explain issues related to price controls and cooking oil subsidies. Additionally, the Ministry of Finance will brief the PAC on tender procurement governance. 'For the PAC proceedings on issues in AG's Report 2/2025, PAC will focus on topics identified as having 3P elements, namely misappropriation, abuse of power and wastage, and 1K, namely leakage,' she said in a statement. The dates for these proceedings will be announced later. Yesterday, the Dewan Rakyat approved a motion on the Auditor General's Report 2/2025, which scrutinised programmes and projects across seven ministries. The motion, tabled by Minister Datuk Seri Azalina Othman Said, was passed after a debate involving 32 MPs. Mas Ermieyati added that the PAC will release two follow-up statements next week.
