Trade bodies urge PM to abolish all ‘black laws'
KARACHI: Leaders of trade bodies have urged the Prime Minister Shehbaz Sharif to abolish all black laws like Section 37A and 37B introduced in the Finance Bill. They said that if black laws like Kishan 37A and 37B are not abolished, industries will be locked on July 19. They also demanded that those who make laws that drive the business community out of the country should be held accountable. Ahmed Azeem Alvi, President of SITE Association of Industry (SAI) has urged Prime Minister Shehbaz Sharif, who is himself a businessman, to abolish all these laws and bring to justice those who have made these laws, who are making laws that are causing unrest and chaos and creating hopelessness in business circles. He said why don't we make business easier and make the system such that taxes are directly collected in the national treasury. We want to pay taxes and develop the country, but in a respectful manner. He requested the Prime Minister to include the presidents of all chambers of Pakistan in the FBR legislation so that legislation can be made keeping in mind the ground realities. Ahmed Azeem Alvi refused to accept the black laws like Section 37A and 37B introduced in the Finance Bill and has clearly sent a message to the government that the industrial community will not tolerate such laws under any circumstances. He said that the above laws, under which FBR officers have been given the power to arrest tax payers on mere suspicion and even file FIRs, are a highly condemnable move. Ahmed Azeem Alvi, while raising the strong voice of all the industrialists of the SITE area, announced full support for the strike call by all the chambers of the country, including the Karachi Chamber, on July 19 and said that if the government does not withdraw the black laws, then the industries of SITE, the largest industrial zone of Karachi, will be locked on July 19 and the entire responsibility for the delay in delivery of exports and unemployment of workers due to the closure of production activities will fall on the government. The President of the SITE Association further said that ease of doing business and promoting industries is created all over the world, tax relief is given and facilities are provided so that the economy is stabilized, maximum employment opportunities are created and the confidence of the business community is strengthened, but in our country Pakistan, the situation is completely opposite. He said that such laws are being made so that people end their businesses and flee Pakistan, chaos arises in the country and who are the people who want to spread mischief in the country. He said we met with the President of the Karachi Chamber, Javed Balwani, and informed him about the concerns found among the SITE industrialists and also expressed our determination to fully support the Karachi Chamber in its struggle to resolve these issues. He said that we had not yet been able to deal with the issue of Section 37A and 37B when new issues like e-filing and e-billing were raised. He said if we want to become an economic power, we have to act wisely and instead of intimidating our people, we have to provide a conducive environment where people can do their business and run industries without fear or threat. He asked the FBR officers how many awareness sessions they held before implementing new laws. Such laws are not brought that cause harassment. In our opinion, the above-mentioned black laws will only fill the pockets of 22,000 FBR employees. He said that the business community and the noble people will flee from here. Especially the SME sector will be destroyed. President Federal B Area Association of Trade and Industry (FBATI) Shaikh Muhammad Tehseen demanded the government to amend laws and regulations that are tantamount to harassing the business community of the country or face the countrywide strike on July 19. He said that business community categorically rejected the Sections 37AA and 37B of the Income Tax Ordinance, unjust taxation on bank transactions of over Rs. 200,000, e-invoicing, e-bylti and anti-business policies, including arrest of the businessmen. He pointed out that score of companies received notification for audit and inquiry from the tax authority in the last two weeks despite filing tax returns and paying taxes on time. President FBATI mentioned that business community already lodged a series of protest against these laws collectively; however, they decided to go on strike as a protest after their demands have not been addressed by the government by now. It is pertinent to mention here that Karachi Chamber of Commerce Industries (KCCI), major chambers of commerce across the country and trade and industrial associations of Karachi and Federation of Pakistan Chambers of Commerce and Industry (FPCCI), have also decided to back the strike and announced the closure of businesses on July 19. He said on the behalf of the business community and FBATI, we appeal the Prime Minister Mian Shahbaz Sharif, Minister of Finance Muhammad Aurangzeb, and Chairman Federal Board of Revenue (FBR) Rashid Mehmood Langrial to revise the new laws and regulations of tax authorities and their unjust actions. PM calls for overhaul of economic infrastructure
ISLAMABAD: Prime Minister Shehbaz Sharif on Monday called for a swift overhaul of the country's economic infrastructure, urging the digitisation of public payment systems, streamlined processes for small and medium-sized enterprises (SMEs), and the integration of state-owned enterprises (SOEs) into a unified digital framework. During a weekly review meeting, senior officials informed the prime minister that consultations are currently under way with federal ministries, regulatory bodies, provincial departments, and district administrations to fully digitise both tax and non-tax payments between the government and the public. In the first phase of the initiative, they said that the authorities have completed data mapping for all financial transactions between federal government entities and transfers to provincial governments. Officials stated that the goal is to make these payments fully digital. Aurangzeb seeks roadmap for transition to a digital economy PM Sharif emphasised that digitising the economy is a top priority for his administration, stressing that digital payment systems will enhance transparency and ease for citizens. 'The transition to a cashless economy will bring transparency and convenience. It is essential for modernising the country's financial ecosystem,' Sharif said. A statement issued by the Prime Minister's Office noted that the briefing was told initial efforts will focus on transitioning salaries, pensions, and procurement payments for government employees to digital platforms. The government also aims to streamline payments to contractors through electronic means, it added. PM Sharif directed that the transition be made more accessible for small and medium-sized enterprises (SMEs), which are critical to the country's economic growth. He instructed that all state-owned enterprises (SOEs) be brought under the digital payment framework. To strengthen governance of the Raast system – the country's first government-backed instant digital payment system – the Prime Minister ordered the appointment of its chairman and board of governors by September. He also called for the inclusion of economic and business experts on its board of directors to ensure strategic oversight. A progress update revealed that the job advertisement for Raast's chief executive officer (CEO) has already been issued. Officials said that digital banking users are expected to grow from 95 million to 120 million, and digital payments are projected to double from Rs7.5 billion to Rs15 billion. The briefing noted that a nationwide awareness campaign to promote Raast and digital payments will be launched next month. Additionally, import duties on digital payment devices have been abolished, and a Digital Payments Index is set to launch within the next month to benchmark Pakistan's progress against global standards. The briefing also highlighted key infrastructure developments, including the Capital Development Authority (CDA) approving the Right of Way for digital public infrastructure in Islamabad. Furthermore, the Islamabad City mobile app has been successfully integrated with the Raast system. Officials said all foreign remittances are being brought into the banking system as part of the remittance digitisation drive. Coordination is also ongoing with provincial governments, Gilgit-Baltistan, and Azad Jammu and Kashmir to expand the digital payment network. Public Wi-Fi services and e-libraries are scheduled to become operational in designated areas of Islamabad by December 2025. A third-party validation of the digital public infrastructure is currently under way on the Prime Minister's instructions. The State Bank of Pakistan (SBP) has directed federal and provincial authorities to adopt QR codes as a primary payment method. In line with this, the number of commercial points using QR codes and other digital methods is being expanded from 500,000 to 2 million nationwide. The meeting was attended by several key officials, including Federal Minister for Planning and Development Ahsan Iqbal, Minister for Law and Justice Azam Nazeer Tarar, Minister for IT and Telecom Shaza Fatima, Minister for Petroleum Ali Pervaiz Malik, Adviser to the Prime Minister Dr Tauqir Shah, Minister of State for Finance Bilal Kayani, and other senior government officials. PM spells out his govt's top tax priorities
ISLAMABAD: Prime Minister Shehbaz Sharif on Monday called for simplifying tax returns and launching digital invoicing in Urdu to facilitate easier tax filing for citizens, while highlighting ongoing reforms including the implementation of an AI-based tax assessment system. Speaking at a weekly review meeting on the digitisation efforts of the Federal Board of Revenue (FBR), Sharif emphasised the need to focus reforms on the convenience of the average taxpayer. He directed the introduction of third-party validation to ensure transparency in all FBR reforms. 'The new simplified digital tax returns primarily benefit salaried individuals,' the prime minister said, urging a public awareness campaign to encourage wider tax compliance under the revamped system. PM Shehbaz orders crackdown on tax evasion, under-invoicing Sharif credited Finance Minister Muhammad Aurangzeb, the economic team, and FBR Chairman Rashid Langrial for their roles in advancing the reforms, which aim to broaden the tax base while easing the burden on low-income groups. For the first time in history of the country, the government is implementing an AI-based tax assessment system, he noted, calling it 'a significant milestone'. He also stressed the importance of extending special facilitation to small and medium enterprises (SMEs) to incorporate them into the digital invoicing framework. In a briefing, the meeting was informed about the progress on digital invoicing, e-bilty (electronic transport documentation), simplified tax returns, AI assessment systems, and the establishment of a Central Command and Control Center. The FBR expects to complete bidding for the Command and Control Unit soon, with full operational capacity targeted by September to enable centralized data access and decision-making. Under the AI-based system, traders can submit Advance Goods Declarations (AGD) before ship arrivals, granting exemptions on upfront duties and taxes. Compliance with AGD is expected to rise sharply from 3 per cent to over 95 per cent, facilitating direct container movement from ports to factories. The digital invoicing system will require all businesses to issue invoices online at the point of sale, with around 20,000 businesses expected to join in the coming months. In the first month alone, 8,000 invoices worth Rs11.6 billion were processed. The system includes a taxpayer portal and monitoring dashboard and is integrated with Pakistan Revenue Automation Ltd (PRAL) free of charge. Once fully implemented, traders will no longer need to file separate sales tax returns, as transactions will be automatically recorded. Additional measures include the introduction of an eight-digit Harmonized System (HS) code aligned with international standards to combat fake invoices and improve sales tax system monitoring. Simplified digital tax returns for salaried individuals will be available from July 15, with the facility expanding to other taxpayers by July 30. Urdu versions of the returns will also be introduced by the end of the month. The prime minister called for a dedicated helpline and third-party public surveys to assess the ease of filing under the new system. On the cargo tracking and e-bilty system, officials said real-time monitoring of goods movement and tax compliance will be enabled, supported by AI-enhanced assessments. The government is collaborating with Turkey to meet international standards in system deployment following discussions between Shehbaz and the Turkish president during a recent visit to Azerbaijan. A Turkish delegation is currently in Pakistan to assist with implementation. Senior officials at the meeting included federal ministers Ahsan Iqbal, Ataullah Tarar and Ali Pervaiz Malik; Minister of State for Finance Bilal Kayani, FBR Chairman Langrial and other key officials. NNI adds: The meeting was informed that simplified digital tax returns will be launched from July 15 for salaried individuals and from July 30 for other taxpayers. Urdu-language returns for salaried individuals will also be available by July 30. The process of filling out the new simplified tax returns was explained in detail. The meeting was also briefed about the progress of the cargo tracking system and e-bilty system. Copyright Business Recorder, 2025
