Tariffs, geopolitical tensions: IMF warns Pakistan of rising external risks

ISLAMABAD: International Monetary Fund (IMF) has warned that external risks are increasing, notably from the economic and financial impact of the April 2 US tariff announcements and subsequent market reaction, broader geopolitical tensions and elevated global economic policy uncertainty, with potential spillovers to (already tight) global financial conditions and commodity prices.
The Fund in its latest report also stated that domestic political economy pressures to unwind and delay reforms remain present and may intensify, which would quickly eviscerate Pakistan's hard-won economic stability.
Uncertainties around the impact of recent tariff announcements on Pakistan's economic and financial conditions are significant, with risks skewed to the downside.

More broadly, geopolitically driven increases incommodity prices, tightening in global financial conditions, weakening of remittances, or higher trade barriers in other trading partners could adversely affect external stability. The other main immediate risk relates to policy slippages given pressures to ease policies and provide tax and other concessions and subsidies to connected interests.
The report further noted that an intensification of political or social tensions could also weigh on policy and reform implementation. Finally, climate-related risks are substantial, driven by both Pakistan's high exposure to natural disasters and large adaptation and mitigation needs.
Amid an increasingly uncertain external environment, geopolitical frictions could adversely impact external stability via higher commodity prices, a tightening in global financial conditions, or greater protectionism in key trading partners. Considering Pakistan's high exposure to natural disasters, weather-related events could further elevate fiscal and external pressures.
In view of this, it is critical that policy and structural reforms are implemented consistently, and delays or slippages are avoided as they could jeopardize the nascent economic recovery and the path to debt and external sustainability, and could adversely impact the external financing outlook, including from bilateral partners, it added.
IMF further stated that part of Pakistan's challenge is a lack of policy consistency and continuity. Policies, budgets, and programs related to climate risk have thus far been subject to changing political currents. As a result, although climate-change issues have featured in Pakistan's overall development policies since the 2012 National Development Strategy (NDS), specific actions or implementation steps have been lacking.
The first National Climate Change Policy (NCCP 2012) provided guidelines for developing national adaptation and mitigation plans across sectors, but in practice, it had little impact on sectoral programs. Three years later, in its first Intended Nationally Determined Contribution (INDC 2015), Pakistan made a handful of very limited commitments to mitigation and adaptation but has not moved significantly beyond that point.
One reason is that government ownership of climate change policy and responsibilities for action has been fragmented. For the past several years, this responsibility has shifted between different institutions and levels, with blurred lines of responsibility and weak forms of accountability.
Additionally, challenges exist in transferring environmental, water, agriculture and climate-change policies and programs from the national level down to the provincial level, and across sectors.
With the advent of devolution in Pakistan, the provinces became responsible for sectoral policies and implementation within their respective jurisdictions.
As a result, although the Ministry of Climate Change has the overall mandate for climate change policy, each province has its own Environmental Protection Agency (EPA) responsible for environmental policy and programs within that province. This includes climate-change mitigation and adaptation measures. Two provinces have also set up climate-change centres under their EPAs.

EDITORIAL: That the economy is stuck in a low-growth trap is a fact. Imports are already inching up without being accompanied by a robust growth momentum. Traditionally, import pressure has been felt when growth reached over four percent; however, now after two years of stabilisation at 2-3 percent growth, a stress is already visible in the interbank market. The issue is that the economy's size is growing, as nominal GDP has increased from US$ 311 billion in FY16 to US$ 410 billion in FY25. However, SBP forex reserves today stand at US$10-12 billion compared to US$18 billion in FY16. Commodity prices, even after declining from their super cycle peak, remain higher than their FY16-18 levels. Low reserves combined with relatively higher commodity prices have created a new normal that coupled with a rising consumption demand from a young and growing population traps the economy in a cycle of low growth. The key question is why reserves are not increasing and why external funding has dried up, despite the country continuously being in IMF programmes and receiving praise from the Fund for its progress and reform commitments. Moreover, why are bilateral and market-based inflows scarce, even though international rating agencies have upgraded the country's ratings? Why is the country stuck in repeated rollovers? Recently, China approved only half of its committed funding. Other bilateral partners are merely rolling over existing loans. Commercial loans remain expensive, despite improved ratings. The finance minister has yet to start attracting capital from Chinese markets via panda bonds, and there are no discussions about issuing new Eurobonds or sukuk. No fresh loans appear imminent. Currently, the government has only empty promises for investment. At best, it can secure sovereign loans by improving perceived sovereignty internationally. Investment should ideally come from the private sector, but when local investors themselves are looking to take capital out of the country, it is unrealistic to expect foreign investors to show interest. The drain on the financial account continues, and some loans might not roll over, while capital account inflows (FDI) remain insufficient to bridge the gap. Consequently, the current account must remain balanced — if not in surplus — during FY26. Remittances cannot grow significantly, given their large existing base, and exports have limited upside potential. Conversely, import pressure is building. At current growth levels of 2-3 percent, imports are already difficult to manage. With the national tariff rationalisation policy in action, reductions in import duties are likely to drive even higher imports, thus making demand management critical. The currency is the first line of defence. The SBP has accelerated currency depreciation from five paisas a day to 15 paisas a day, with PKR/USD currently hovering around 284. The currency needs to adjust further until imports are brought under control, which implies little room remains for additional interest rate cuts. Another concern is that currency depreciation will reignite inflation expectations because fuel and energy costs are pegged to the US dollar and the interest payments on government's external debt would increase. Any corresponding increase in exports as a result of currency depreciation would at best be marginal to begin with. Thus the fragile macroeconomic recovery faces premature challenges as these trends likely to persist in FY26 as well. Copyright Business Recorder, 2025

Saudi Arabia's net FDI fall 7pc in Q1

RIYADH: Saudi Arabia's net foreign direct investment (FDI) fell 7% in the first quarter of 2025 compared to the previous quarter, government data showed on Sunday, as the kingdom continues to lag behind its ambitious FDI goals. The kingdom drew 22.2 billion riyals ($5.92 billion) in FDI in the three months ended March 31 from 24 billion riyals ($6.40 billion) in the last three months of 2024. Net FDI rose 44% compared to the same quarter the previous year when the kingdom drew 15.5 billion riyals ($4.13 billion), the General Authority of Statistics data showed. Raising FDI is a key element of the kingdom's Vision 2030 economic transformation programme, which aims to lower the country's dependence on oil, expand the private sector, and create jobs. Saudi Arabia has set a goal of attracting $100 billion in FDI by 2030, spending massively on huge development projects known as 'giga projects' and expanding sectors like sports, tourism, and entertainment. But FDI numbers remain far from that target. Saudi Arabia has been seen as a source of capital rather than a home for investment, and foreign investors can find it difficult to navigate the kingdom's business environment, sources told Reuters when the FDI goal was first announced in 2021. The kingdom is projected to post a fiscal deficit of around $27 billion this year, which will largely be financed by borrowing, said a recent report by the International Monetary Fund. Saudi Arabia was the largest emerging market dollar debt issuer last year, but the IMF says the country has room to continue borrowing, with its net debt around 17% of GDP making it one of the least indebted nations globally. Riyadh has taken steps to encourage foreign firms to invest more in the country. Since 2021 companies seeking to secure state contracts have been required to set up their regional headquarters in Saudi Arabia. The government has also said it would update existing investment laws to boost transparency and promote equal treatment of local and foreign investors.

The Universal Service Fund (USF) has greenlit seven transformative projects worth Rs7.49 billion, aiming to provide high-speed internet and seamless mobile connectivity to 0.96 million residents in 347 mauzas across 10 districts. The two Optical Fiber Cable (OFC) projects will enable high-speed fixed broadband services for 2.8 million residents in two districts. The amount was approved by the Fund's board of directors. The USF was established by the information ministry to spread the benefits of the telecom revolution across the country. It promotes the development of telecommunication services in un-served and under-served areas.
